Chair Krueger called the meeting to order at 3:00 p.m. and compliance with the Open Meeting Law was verified.
MOTION (Fordham/Fish) to adopt the agenda moving item #16 to take place after item #5 on the agenda to allow Supervisor Meister, Personnel Committee, Chair to be present for closed session. Motion carried unanimously.
MOTION (Czuprynko/Polivka) to approve the minutes of the regular meeting September 3, 2015. Motion carried unanimously.
Public Comment:
a) Rob Nurre; spoke to encourage the support of the “Designation Of Man Mound Park As A National Historic Landmark” resolution.

Review of Request for Proposals Administrative Coordinator Recruitment: MOTION ( Polivka/Czuprynko) to go into closed session pursuant to Wis. Stats. § 19.85(1)(e), deliberating or negotiating the purchasing of public properties, investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Review of Request for Proposals Administrative Coordinator Recruitment allowing Todd Liebman, Corporation Counsel; Michelle Posewitz, Personnel Director and Supervisor Meister, Personnel Committee, Chair to remain. Roll Call: AYES: (5) Krueger, Fordham, Fish, Polivka and Czuprynko. NAYS: (0). ABSENT: (0). Motion carried unanimously.
MOTION (Polivka/Czuprynko) to reconvene in open session immediately following the closed session.
Janelle Krueger, Criminal Justice Coordinator:
a) J. Krueger presented the monthly report and list of bills for her department.
MOTION (Polivka/Fordham) to receive the report and approve the bills in the amount of $3,886.44. Motion carried unanimously.
Tim Stieve, Emergency Management:
a) Stieve presented the monthly report and list of bills for the department. MOTION (Fordham/Fish) to receive the report and approve the bills in the amount of $919.57. Motion carried unanimously.
Steve Pate, MIS Department:
a) Pate presented the monthly report and list of bills for his department.
MOTION (Fordham/Czuprynko) to receive the report and approve bills in the amount of $67,871.75. Motion carried unanimously.
b) Computer donation requests – none.
Becky Evert, County Clerk Department:
a) Evert presented the monthly report and list of bills for her department.
MOTION (Czuprynko/Fish) to receive the report and approve bills in the amount of $6,404.03. Motion carried unanimously.
Todd Liebman, Corporation Counsel Department:
a) Liebman presented the monthly report and list of bills for his department.
MOTION (Polivka/Czuprynko) to receive the report and approve bills in the amount of $1,776.83. Motion carried unanimously.
4:17 p.m. Supervisor Czuprynko was excused from the meeting.
Brentt Michalek, Interim Administrative Coordinator:
a) Michalek presented the monthly report and list of bills for the department.
MOTION (Fordham/Polivka) to receive the report and approve bills in the amount of $50.46.
Motion carried unanimously.
County Board Chair Report:
a) Chair Krueger presented his monthly report of meetings, activities and concerns over the past month and highlighted upcoming events and meetings.
b) Supervisor Compensation. Chair Krueger announced that if any compensation changes for supervisors are to occur, this would need to take place prior to nomination papers being circulated on December 1, 2015.
Consideration of a Proclamation; October Fair Housing Month:
Michalek gave a brief overview of the proposed proclamation. MOTION (Fordham/Fish) to support and forward the proclamation to the October 20, 2015 County Board Meeting. Motion carried unanimously.
Consideration of a Resolution; Supporting The Designation Of Man Mound Park As A National Historic Landmark: Chair Krueger gave a brief overview of the proposed resolution. MOTION (Fordham/Fish) to approve and forward the resolution to the October 20, 2015 County Board Meeting. Motion carried unanimously.
Consideration of a Resolution; Authorizing the purchase of a Backup Server and related software and configuration services: Pate gave a brief overview of proposed resolution. MOTION (Polivka/Fordham) to approve and forward the resolution to the October 20, 2015 County Board Meeting. Motion carried unanimously.
Possible recommendation of firm(s) to conduct recruitment and selection services for Administrative Coordinator. MOTION (Polivka/Fish) to recommend Moffett and Associates, LLC from Appleton for recruitment of Administrative Coordinator and forward the resolution to the October 20, 2015 County Board Meeting. Motion carried unanimously.
MOTION (Fordham/Polivka) to adjourn until November 2, 2015 at 9:00 a.m. Motion carried unanimously and the meeting adjourned at 4:50 p.m.
