Executive & Legislative Committee – Special

Members Present: Krueger, Fordham, Polivka, Fish and Czuprynko
Members Absent: None
Others Present: Pate, Liebman, Schauf, DeMars, Tut Gramling and Eric Peterson
Chair Krueger called the meeting to order at 4:30 p.m. and compliance with the Open Meeting Law was verified.
MOTION (Fordham/Polivka) to adopt the agenda. Motion carried unanimously.
Public Comment: None.
Communications: None.
MIS Department:
a. Pate presented the consideration of carryforward requests:
MOTION (Fish/Czuprynko) to approve the 2014 carryforward request in the amount of $ 169,405.00. Motion carried unanimously.
Administrative Coordinator:
a. Schauf presented the consideration of carryforward requests for Operational review of $ 10,932 and for Justice Continuum of $ 143,511. MOTION (Fordham/Polivka) to approve the 2014 carryforward request in the amount of $ 154,443.00. Motion carried unanimously.
Discussion and consideration of a resolution Opposing the Proposed changes to Aging and Disability Programs in the Governor’s Proposed Budget and Requesting the Wisconsin Legislature to Oppose those Changes. Supervisor Gramling addressed the committee providing background information on the resolution and requested that the committee consider approving this resolution. Discussion followed. MOTION (Fordham/Czuprynko) to approve resolution and forward to the County Board for consideration at the April 21st meeting. Motion carried. VOTE: AYES: Krueger, Fordham, Fish and Czuprynko. NAYS: Polivka.
Discussion and consideration of a letter opposing changes to the Governor’s budget as it pertains to ADRC’s and Family Care in the State Biennial Budget. Chair Krueger opposes sending both a letter and a resolution. Further discussion followed. MOTION (Polivka/Fish) request be denied to have this committee send a letter opposing changes to the Governor’s budget as it pertains to the ADRC’s and Family care in the State Biennial Budget. Motion carried unanimously. (copy not available).

Discussion and consideration of midterm sessions in April.
Schauf informed the committee that the design of this midterm session process is to narrow the strategic issues. A midterm assessment issue guide (pamphlet) listing the (24) identified strategic issues; stakeholder input relative to the issues; guidance and area for writing notes is being provided to all supervisors for their review in preparation of our midterm session discussion on Thursday, April 30th. Discussion followed. Chair Krueger anticipates a new change in our approach process and hopes that all supervisors come prepared with questions.

Performance Evaluation Corporation Counsel. Roll call: AYES: (5). Krueger, Fordham, Fish, Polivka and Czuprynko. NAYS: (0) ABSENT: (0). Motion carried unanimously.
MOTION (Polivka/Czuprynko) to reconvene in open session immediately following the closed session. Motion carried unanimously.
MOTION (Fish/Fordham) to adjourn until May 4, 2015 at 9:00 A.M. Motion carried unanimously.
