A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Extension Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Extension (LRE) Committee members present: P. Kinsman (9:02), B. Peper, B. Lohr, B. Prosser, B. Pelton, B. Greenwood, S. Alexander, J. Sederstrom, R. Puttkamer.
Others present: T. Kabat, B. Simmert, M. Schlupp, J. Alt, C. Fowler, W. Christensen, H. Kovalaske, B. Sadler, B. Meyer.
Absent: None.
At 9:00 a.m. Vice-Chair Peper called the Land Resources and Extension Committee meeting to order. LRE staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Lohr / Puttkamer to adopt the June 23, 2026, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – June 11, 2026 - Motion by Lohr / Prosser to adopt the June 11, 2026, LRE Committee meeting minutes. B. Greenwood noted that R. Prosser was present at the meeting and for the minutes to be amended to reflect that. Motion carried unanimously.
Public comment – No public comment.
Communications – J. Alt shared that Parks & Recreation have received a significant donation for Hemlock County Park. Linda Borleske spoke on behalf of John Paul Mueller making the donation in the amount of $19,830.61 to Hemlock County Park. C. Fowler noted that a flyer is on Granicus regarding times and locations for informational meetings being held on Tuesday, June 30th regarding the future of the Baraboo Sauk County campus redevelopment process.

- Review and approval of vouchers. T. Kabat presented Land Conservation, Planning and Zoning vouchers in the amount of $35,305.92. Motion by Lohr / Pelton to pay the vouchers for the LRE Department in the amount of $35,305.92. Motion carried unanimously.
- Discussion and possible action on a special event at Lake Redstone County Park. J. Alt presented a request for a special event at Lake Redstone County Park to celebrate their 60th anniversary, with details about parking, beach closure, restrooms, and emergency services detailed in the special event application. Motion by Lohr / Prosser to approve the event as presented including closing the beach at Lake Redstone County Park on Saturday, July 25, 2026, from 12 noon to 4 pm and to waive the fees. Motion carried unanimously.

R. Meyer read the public hearing notice for CURZ-26-2.
- Petition CURZ-26-2. A petition to consider a conditional use permit pursuant to s7.027(12)(g) for a Stable and Equestrian Facility on land owned by Paul and Kelly Zuelke. W. Christensen presented Petition CURZ-26-2. A petition to consider a conditional use permit for a Stable and Equestrian Facility on land owned by Paul and Kelly Zuelke located at E9312 Hogsback Rd, in the Town of Excelsior, Sauk County. The Town of Excelsior Plan Commission and Town Board recommended approval of CURZ-26-02. Land Resources and Environment staff also recommend approval.
Kelly Zuelke spoke regarding the conditional use permit for the stable and equestrian facility.
No members of the public spoke in favor, in opposition, or as interest may appear.
Chair Kinsman closed the public hearing at 9:28 am.
Motion by Prosser / Lohr to approve CURZ-26-2. A petition to consider a conditional use permit for a Stable and Equestrian Facility on land owned by Paul and Kelly Zuelke located at E9312 Hogsback Rd, in the Town of Excelsior, Sauk County based on the findings of fact and conclusion of law subject to the staff analysis as noted within the staff report. Motion carried unanimously.
Land Resources and Environment continued
- Presentation and discussion on the Farmland Preservation Program. B. Sadler presented the County’s Farmland Preservation Program and summarized the purpose and standards of the program.
- Discussion and Possible Action on Notices of Non-Compliance for the Farmland Preservation Program. M. Schlupp requested action on notices of Non-Compliance for the Farmland Preservation Program, with the list of properties noted in Granicus. Motion by Lohr / Peper to approve the list of Non-Compliance with the Farmland Preservation Program, removing the properties listed except for the Kanable and Jannotta properties, as they have become compliant. Motion carried unanimously.
- Discussion and possible action on scheduling the Summer Conservation Tour Dates. M. Schlupp presented dates for the committee tour of conservation projects. Wednesday, September 16th with a rain date of Thursday, September 17th from 9am – noon was chosen, with all committee members available on the dates mentioned.
- Chapter 7 Zoning Ordinance Update and Discussion. C. Fowler presented the Chapter 7 Zoning Ordinance update and discussion on signage, scenic corridors, and data centers as requested at the last committee meeting. The committee discussed the proposed sign restrictions and scenic corridor rules and indicated opposition to any proposed rules that are more restrictive than the State. The committee also questioned the enforcement process for any new rules. T. Kabat noted enforcement will continue to follow the current process, which is complaint driven as directed by the Land Resources and Extension Committee. T. Kabat suggested staff review the proposed scenic corridor rules and come back to the committee with changes and updates per their direction.
Next meeting dates: Thursday, July 9, 2026, and Tuesday, July 28, 2026, at 9:00 am
