MEETING NOTICE
COMMITTEE: Land Resources and Extension Committee
DATE: Thursday, June 11, 2026 TIME: 9:00 a.m.

A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Extension Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Extension (LRE) Committee members present: P. Kinsman, B. Peper, B. Lohr, B. Pelton, J. Sederstrom, B. Greenwood, S. Alexander, and R. Prosser.
Others present: L. Wilson, T. Kabat, J. Fleischmann, B. Bailey, A. Hady, J. Gurgel, C. Fowler, B. Meyer, H. Kovalaske, W. Christensen, and J. Witecha.
Absent: R. Puttkamer (excused).
At 9:00 a.m. Chairman P. Kinsman called the Land Resources and Extension Committee meeting to order. LRE staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda – Motion by Prosser / Alexander to adopt the amended June 11, 2026, agenda with Item 9.e. moved to after Communications. Motion carried unanimously.
Adopt minutes of previous meeting – May 26, 2026 - Motion by Pelton / Alexander to adopt the May 26, 2026, LRE Committee meeting minutes. Motion carried unanimously.
Public comment – No public comment.
Communications – T. Kabat introduced Hannah Kovalaske as our new Planning & Zoning intern. Hannah provided her background and shared projects she is working on this summer.
Land Resources and Environment
- Discussion and Possible Action on A Resolution Authorizing the County Administrator to Accept a Grant for Local Projects and Enter into a Grant Agreement and Land Use Restriction Agreement with the Wisconsin Department of Administration; Amending the Land Resources and Environment Department 2026 Budget. T. Kabat requested action on a Resolution Authorizing the County Administrator to Accept a Grant for Local Projects and enter into a Grant Agreement and Land Use Restriction Agreement with the Wisconsin Department of Administration: amending the Land Resources and Environment Department 2026 budget. Sauk County Corporation Counsel, Jim Witecha, explained the grant agreement and covenant restrictions within the agreement. Motion by Prosser / Greenwood to approve a Resolution Authorizing the County Administrator to Accept a Grant for Local Projects and enter into a Grant Agreement and Land Use Restriction Agreement with the Wisconsin Department of Administration: amending the Land Resources and Environment Department 2026 budget. Motion carried unanimously
Land Records
- Land Records Department Report. J. Fleischmann presented the Land Records Department report.
- Review and approval of vouchers. – J. Fleischmann requested payment of vouchers in the amount of $4,035.68. Motion by Alexander / Pelton to approve vouchers for the Land Records Department in the amount of $4,035.68. Motion carried unanimously.
Register of Deeds
- Register of Deeds Department Report. B. Bailey presented the Register of Deeds Department report.
- Review and approval of vouchers. – B. Bailey requested payment of vouchers in the amount of $8,263.00. Motion by Peper / Prosser to approve vouchers for the Register of Deeds in the amount of $8,263.00. Motion carried, unanimously.
Extension Education
- Brief overview of Extension programming. A. Hady shared a slide show presentation of the programs UW Extensions offers.
- May Highlights Report. A Hady presented the May Highlights report.
- Review and approval of vouchers – A. Hady presented vouchers in the amount of $1,992.48 for UW-Extension Education. Motion by Prosser / Pelton to approve vouchers in the amount of $1,992.48 for UW-Extension. Motion carried unanimously.
Land Resources and Environment continued
- LRE Department Report – T. Kabat presented the LRE Department report.
- WI River Recreation Bridge Update. T. Kabat shared an update on the WI River Recreation Bridge construction project.
- Review and approval of vouchers – T. Kabat presented vouchers in the amount of $22,816.40 for Land Conservation and Planning & Zoning, and vouchers in the amount of $143,235.48 for Parks and Recreation. Motion by Peper / Prosser to both sets of vouchers in the amount of $166,051.88 for the Land Resources and Environment Department. Motion carried, unanimously.
- Review and possible action on Resolution to Authorize the Purchase of a New Pier for the Summer Oaks Boat Landing. T. Kabat notified the committee there were no bids received for the new pier project for the Summer Oaks boat landing. T. Kabat requested the committee to waive the bidding process and proceed with soliciting proposals from qualified vendors and to bring back proposals for committee action. Motion by Lohr / Peper to waive the bid process for the new pier project at Summer Oaks boat landing, to proceed with soliciting proposals from qualified vendors, and to report proposals received back to the LRE Committee for action. Motion carried unanimously.

- Discussion and Possible Action on A Resolution to Commend Serge Koenig for Over 31 Years of Service to the People of Sauk County. T. Kabat presented a Resolution to Commend Serge Koenig for over 31 years of service to the People of Sauk County. Motion by Prosser / Greenwood to approve a Resolution to Commend Serge Koenig for over 31 years of service to the People of Sauk County. Motion carried unanimously.
- Chapter 7 Zoning Ordinance Update and Discussion. C. Fowler updated the committee on the status of the Chapter 7 rewrite and legal review. She shared a summary of the major changes to the ordinance and provided links to the website, videos to help explain the ordinance update project, and links to several LRE Committee meetings when Chapter 7 was reviewed and discussed. B. Lohr asked about the new standards for scenic corridors and questioned those changes. C. Fowler provided the background of the scenic corridors and signage. After discussion, it was suggested that a Chapter 7 update should be included in the meeting agendas going forward, until the ordinance is presented to the County Board. For the next meeting, signage and scenic corridors will be the topic of conversation.
Reports
- Natural Resources Conservation Service (NRCS) – Janice Kelley introduced herself to the committee and gave an overview of the programs, processes, and staffing of the NRCS office.
- Farm Service Agency (FSA) – None.
- Foresters – None.
- Economic Development Committee – None.
- Mirror Lake Management District – R. Prosser noted the dredging project is complete and there will be a full report next month after the Mirror Lake Management District has toured the dredging and erosion repairs.
- Lake Virginia Management District – B. Pelton stated he has not attended a Lake Virginia Management District meeting yet.
- Lake Redstone Protection District – P. Kinsman had nothing to report.
- Southern Area Association – B. Greenwood attended her first meeting and noted there is a lot of information on the Southern Area Association website. She encouraged the committee to check it out.
Next meeting dates –Tuesday, June 23, 2026 and Thursday, July 9, 2026 at 9:00am
Adjournment – Motion by Lohr / Pelton to adjourn at 10:39 a.m. Motion carried, unanimously.
