A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Extension Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Extension (LRE) Committee members present: P. Kinsman, B. Peper, B. Lohr, B. Prosser, B. Pelton, B. Greenwood, S. Alexander, J. Sederstrom, R. Puttkamer

Absent: None
At 9:00 a.m. Chairman Kinsman called the Land Resources and Extension Committee meeting to order. LRE staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Puttkamer / Lohr to adopt the May 26, 2026, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – May 14, 2026 - Motion by Lohr / Pelton to adopt the May 14, 2026, LRE Committee meeting minutes. Motion carried unanimously.
Public comment – No public comment.
Communications – T. Kabat introduced Amber Ryan as the new Land Use & Sanitation Technician in Planning & Zoning. A. Ryan gave a brief presentation on her background. Jenn Schniedermann introduced herself.
Land Resources and Environment
- Review and approval of vouchers. T. Kabat presented Conservation, Planning and Zoning vouchers in the amount of $66,157.12. Motion by Prosser / Lohr to pay the vouchers for the LRE Department in the amount of $66,157.12. Motion carried unanimously.
- Discussion and possible action to approve a conditional use permit for a Planned Rural Development (PRD) lot for Roger and Jenny Karstetter located in Section 16, T11N, R4E, Town of Westfield, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances.
Brian Simmert gave an overview of the Planned Rural Development program and the Conditional Use Permit process along with the density and preservation easement requirements.
M. Walters presented a conditional use permit for a Planned Rural Development lot for Roger and Jenny Karstetter located in the Town of Westfield, Sauk County. Motion by Lohr / Pelton to approve a conditional use permit for a Planned Rural Development lot for Roger and Jenny Karstetter located in the Town of Westfield, Sauk County based upon the findings of facts and conclusions of law, subject to the staff analysis, and recommend conditions as contained in the report. Motion carried unanimously.

W. Christensen presented Petition CURZ-26-3. A petition from Vierbicher, agent for Grede Holdings LLC, to consider a rezone from an Exclusive Agriculture zoning district to an Agriculture zoning district and conditional use permit for landfill, sanitary. Land affected by the proposed rezone is located in the Town of Reedsburg. The Town of Reedsburg Plan Commission and Town of Reedsburg Town Board have recommended approval of CURZ-26-03. Land Resources and Environment also recommend approval.
Neil Pfaff, Engineer from Vierbicher & Associates, agent for Grede Holdings LLC spoke regarding the waste that goes into the sanitary landfill and reasons for a rezone from Exclusive Agriculture Zoning District to an Agriculture Zoning District and conditional use permit to continue operation with an expansion of the existing landfill, sanitary.
Mary Ahlstrom spoke as interest may appear regarding the amount of traffic that uses Ski Hill Road for the landfill, the clay liner and the leachate removal to new wastewater sanitary plant.
Rebecca Klitzke, Town of Reedsburg Supervisor, spoke regarding that the Town of Reedsburg Plan Commission and Town Board have recommended approval of the rezone and conditional use permit.
No members of the public spoke in favor, in opposition, or as interest may appear.
Neil Pfaff answered the questions from Mary Ahlstrom.
The public hearing was closed at 10:00am.
Motion by Lohr / Prosser to approve Petition CURZ-26-03 for Grede Holding LLC to rezone from an Exclusive Agriculture Zoning District to an Agriculture Zoning District and a conditional use permit for continued operation of an existing landfill, sanitary, in the Town of Reedsburg, Sauk County based on the findings of fact and conclusion of law subject to the staff analysis as noted herein. Motion carried unanimously.
Land Resources and Environment continued
- Discussion and possible action on reclassing the Conservation Analyst Position. Anna Cooke, Personnel Director, requested reclassing the Conservation Analyst Position to a Conservation Agronomist Position from pay band O to pay band L (technician) or M (specialist) depending on the applicants. Motion by Prosser / Peper to reclassify the Conservation Analyst Position to a Conservation Agronomist Position.
- Presentation and discussion on Sauk County Stream Monitoring Program. S. Koenig gave a slide show presentation on Sauk County Stream Monitoring Program.
- Review and discussion of department’s 2026 capital improvement projects. T. Kabat presented the 2026 capital improvement projects that are currently in progress.
Next meeting dates: Thursday, June 11, 2026, and Thursday, June 23, 2026, at 9:00 am
Adjournment - Motion to adjourn by Lohr / Prosser at 10:40 a.m. Motion carried, unanimously.
