COMMITTEE: Land Resources and Extension Committee

A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Extension Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Extension (LRE) Committee members present: P. Kinsman, B. Peper, B. Lohr, B. Pelton, J. Sederstrom, B. Greenwood (via zoom), S. Alexander, R. Puttkamer.

At 9:00 a.m. Chairman P. Kinsman called the Land Resources and Extension Committee meeting to order. LRE staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda – Motion by Puttkamer / Lohr to adopt the May 14, 2026, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – April 9, 2026 - Motion by Lohr / Puttkamer to adopt the April 9, 2026, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No public comment.
Communications – Introductions of the department. T. Kabat noted a grant was received in the amount of $157,500 to use towards the pavilion and other improvements at the Sauk County Farm.
Land Records
- Land Records Department Report. J. Fleischmann presented the Land Records Department report.
- Review and approval of vouchers. – J. Fleischmann requested payment of the vouchers in the amount of $7,308.25. Motion by Lohr / Peper to approve vouchers for the Land Records Department in the amount of $7,308.25. Motion carried, unanimously.
- Discussion and possible action on a Resolution to Honor Kelly Felton for thirty (30) Years of Service. J. Fleischmann presented a Resolution to honor Kelly Felton for Thirty (30) Years of Service. Motion by Lohr / Pelton to recommend approval to the full Board of Supervisors of a Resolution to honor Kelly Felton for Thirty (30) Years of Service.

Applicant, Cari Stebbins representing Canopy Farm Management, spoke regarding CURZ-26-4.
No members of the public spoke in favor, in opposition, or as interest may appear.
The public hearing was closed at 9:42am.
Motion by Lohr / Alexander to recommend approval to the County Board for Petition CURZ-26-4 from Cari Stebbins to consider a rezone from a Resource Conservancy Zoning District to a Recreation Commercial Zoning District and a conditional use permit in the Town of Spring Green based on the findings of fact and conclusion of law subject to the staff analysis as noted herein. Motion carried unanimously.
Register of Deeds
- Register of Deeds Department Report. B. Bailey presented the Register of Deeds Department report.
- Review and approval of vouchers. – B. Bailey requested payment of the vouchers in the amount of $10,048.85. Motion by Lohr / Peper to approve vouchers for the Register of Deeds in the amount of $10,048.85. Motion carried, unanimously.
Extension Education
- April Highlights Report. J. Gurgel presented April Highlights reports.
- Educator Program Report: Tim Ripp, Horticulture. T. Ripp gave a brief overview of the Horticulture program.
- Review and approval of vouchers – J. Gurgel presented vouchers in the amount of $1,325.97 for UW-Extension Education. Motion by Lohr / Pelton to approve vouchers in the amount of $1,325.97 for UW-Extension. Motion carried unanimously.
Land Resources and Environment
- LRE Department Report – T. Kabat presented the LRE Department April 2026 report.
- WI River Recreation Bridge Update. T. Kabat gave an update on the WI River Recreation Bridge construction progress and shared a time lapse video.
- Review and approval of vouchers – T. Kabat presented vouchers in the amount of $98,239.63 for Land Conservation and Planning & Zoning, and vouchers in the amount of $354,725.42 for Parks and Recreation. Motion by Peper / Pelton to approve all sets of vouchers in the amount of $452,965.05 for the Land Resources and Environment Department. Motion carried, unanimously.
- Presentation and Discussion on Land Resources and Environment Department Service Areas. T. Kabat introduced the multiple areas of the Land Resources and Environment Department. M. Schlupp gave a presentation on the Land Conservation service area. J. Alt gave a presentation on the Parks and Recreation service area. B. Simmert gave a presentation on the Planning & Zoning service area.
- Discussion and Possible Action on a Resolution Authorizing the County Administrator to Sign a Subaward Amendment with Sand County Foundation; Amending the Land Resources and Environment Department 2026 Budget. M. Schlupp presented a Resolution Authorizing the County Administrator to sign a subaward amendment with Sand County Foundation; amending the Land Resources and Environment Department 2026 Budget. Motion by Alexander / Puttkamer to approve a Resolution Authorizing the County Administrator to sign a subaward amendment with Sand County Foundation; amending the Land Resources and Environment Department 2026 Budget. Motion carried unanimously.
- Discussion and Possible Action on a Resolution Authorizing the County Administrator to Accept a Notice of Discharge Grant; Amending the Land Resources and Environment Department 2026 Budget. M. Schlupp presented a resolution authorizing the County Administrator to accept a notice of discharge grant; amending the Land Resources and Environment Department 2026 budget. Motion by Pelton / Puttkamer to approve a resolution authorizing the County Administrator to accept a notice of discharge grant; amending the Land Resources and Environment Department 2026 budget. Motion carried unanimously.
- Discussion and Possible Action on Committee Member Assignment on the Southern Area Association. M. Schlupp requested a Committee Member assignment on the Southern Area Association. B. Greenwood volunteered to be appointed as the Committee Member. Motion by Pelton / Sederstrom to appoint Supervisor B. Greenwood as the Committee member of the Southern Area Association. Motion carried unanimously.
- Discussion and Possible Action on 2026 Lake Management Grants. M. Schlupp presented the 2026 Lake Management Grants stating there is $50,000 available for Lake Management Grants. An application was received from Friends of Dutch Hollow Lake in the amount of $15,000 for Aquatic Plant Survey and Statistical Report, HEWM bed Delineation Report, Diver Assisted Suction Harvesting, Manual Removal, Clean Boats Clean Waters, Muskrat Trapping, chemically Treat Woodland Bay and Walleye Stocking. Other Applications were received from Lake Redstone for Cyanobacteria in the amount of $9,000, for Drone Survey in the amount of $700, and for Goose Roundup in the amount of $2,500. Motion by Pelton / Sederstrom to approve the application for the Friends of Dutch Hollow Lake in the amount of $15,000 and to Lake Redstone in the total amount of $12,200 for various projects. Motion carried unanimously.

Motion by Sederstrom / Pelton to approve a conditional use permit for a Planned Rural Development lot for Jim Gavin on behalf of the Plain Land Group LLC in the Town of Troy, Sauk County based upon the findings of facts and conclusions of law, subject to the staff analysis, and recommend conditions as contained in the report. Motion carried 5 in favor 1 opposed (Peper).

- Economic Development Committee – P. Kinsman stated that the Economic Development Committee has not met
- Mirror Lake Management District – T. Kabat noted that the dredging is completed, the gabion baskets have been installed, bringing the project to near completion.
- Lake Virginia Management District – B. Pelton has not met since March.
- Lake Redstone Protection District – P. Kinsman noted they met on Tuesday, May 12. They are waiting to see what is available for funding for different projects. The Town of LaValle is creating an ordinance regarding wake boarding to help with shore erosion and stirring up sediment.
- Southern Area Association – None.
