A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Executive & Legislative Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

- Discussion and Possible Action on Sauk County's Commitment to County Conservation Staffing Budget Request
- Public Hearing: To begin at approximately 9:15 a.m. or soon thereafter. Committee to consider and take possible action at the conclusion of the respective hearing.
- Rezone 01-2025. A petition to consider a rezone pursuant to s7.150 from an Agriculture Zoning District to a Recreational Commercial Zoning District on lands owned Otter Creek Barn LLC. Said rezone is located in the Town of Sumpter, Sauk County. Lands affected by the proposed rezone are located part of the SW ¼, NE ¼, and SE ¼, NW ¼, Section 15, T10N, R6E, Town of Sumpter, and as further described in Petition 01-2025. Tax parcel identification number 034-0170-05000.
- Ordinance Amendment A request by the Sauk County Land Resources and Environment Department to amend Sauk County Ordinance Chapter 25 – Private Onsite Wastewater Treatment Systems. Changes are largely being proposed to maintain consistency between Chapter 25 and State Administrative Code, Sauk County Chapter 7 – Zoning Code, and the recent procedural changes resulting from online permitting. This ordinance applies to all land located within Sauk County, including lands within corporate limits of cities and villages.

Land Resources and Extension (LRE) Committee members present: M. Krueger, D. Polivka, P. Kinsman, V. McAuliffe, L. Eberl, B. Spencer, R. Puttkamer

At 9:06 a.m. Krueger called the Land Resources and Extension Committee meeting to order. LRE Staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl / Spencer to adopt the March 25, 2025, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – March 13, 2025 - Motion by McAuliffe / Kinsman to adopt the March 13, 2025 LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No public comment
Communications –Tim Kabat announced that Megan Krautkramer will be resigning, her last day will be May 16 and Matt Stieve will be retiring on June 18.

- Review and approval of vouchers. CPZ vouchers were presented in the amount of $16,138.11. Motion by Eberl / Spencer to pay vouchers for the LRE Department in the amount of $16,138.11. Motion carried unanimously.
- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for David & Charlene Brennan, located in Section 20, T12N, R06E Town of Baraboo, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. T. Hillman presented a conditional use permit for a Planned Rural Development (PRD) lot for David & Charlene Brennan in the Town of Baraboo. R. Puttkamer spoke in favor of the Conditional use permit for the Town of Baraboo. T. Hillmann noted the LRE department recommends approval. Motion by Polivka / Kinsman to approve the conditional use permit for a Planned Rural Development (PRD) lot for David & Charlene Brennan, located in the Town of Baraboo. Motion carried unanimously.

Said rezone is located in the Town of Sumpter. Town of Sumpter Plan Commission and Town Board recommend approval. LRE recommends approval.
Applicant, Dan Ziegler, gave a history of the agricultural use of the lands and the plans going forward for the need to rezone to a Recreational Commercial Zoning District.
Melissa Ziegler registered in favor of the rezone.
David Marx registered in favor of the rezone.
Mary Ann Marx registered in favor of the rezone.
No one spoke in favor, opposition or as interest may appear.
Public hearing closed at 9:31 for committee deliberations on Rezone 01-2025. Motion by Kinsman / McAuliffe to approve a rezone from an Agriculture Zoning District to a Recreational Commercial Zoning District on lands owned Otter Creek Barn LLC in the Town of Sumpter as presented based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to conditions as noted in the staff report. Motion carried, unanimously.

M. Krautkramer presented an Ordinance amendment to amend Sauk County Ordinance Chapter 25 – Private Onsite Wastewater Treatment Systems. Changes are largely being proposed to maintain consistency between Chapter 25 and State Administrative Code, Sauk County Chapter 7 – Zoning Code, and the recent procedural changes resulting from online permitting. This ordinance applies to all land located within Sauk County, including lands within corporate limits of cities and villages.
Polivka verified this was a procedural update. M. Krautkramer explained the reason for the update is align Chapter 25 and State Administrative Code.
Eberl asked about the meter being placed on holding tanks. M. Krautkramer explained the update will be removing the meters being placed on holding tanks.
Krueger asked about responses from the Towns. M. Krautkramer responded that Town of Washington chair, Jim Huebsch called and expressed a concern about the Amish Community.
Kinsman commented about the importance of cleaning up the ordinance.

Motion by Eberl / McAuliffe to close the public hearing at 9:45 for committee deliberations on the Ordinance Amendment request.

- Discussion and Possible Action on Sauk County's Commitment to County Conservation Staffing Budget Request. M. Schlupp requested action on Sauk County's Commitment to County Conservation Staffing Budget Request. P. Kinsman noted that Sauk County is fortunate with the robust staff that will be able to handle staffing reduction better than most counties. M. Krueger noted that he plans to reach out to State Representatives. L. Eberl noted that the 2026 budget is unknown due to many variables. D. Polivka spoke regarding the state budget surplus. Motion by McAuliffe / Spencer to create a resolution in support of Sauk County's Commitment to County Conservation Staffing Budget Request. Motion carried unanimously.
