A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

- Petition 16-2022. A petition by Amos Miller to consider a rezone from Exclusive Agriculture Zoning District to an Agriculture Zoning District and a Conditional Use Permit pursuant to s. 7.040(3)(i) for wood fabrication business. Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Spencer (9:23 am), B. Lohr, L. Eberl, R. Puttkamer

At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. L. Wilson certified the meeting to be compliant with Open Meetings Law.
Adopt agenda Motion by Eberl / Puttkamer to adopt the October 25, 2022 agenda. Motion carried.
Adopt minutes of previous meeting - October 13, 2022 and October 14, 2022 (Conservation Tour). Motion by Puttkamer / Eberl to approve the October 13, 2022 and October 14, 2022 LRE Committee meeting minutes. Motion carried, unanimously.

- L. Wilson Introduced Rebecca Meyer as the new Administrative Specialist for LRE Department.
Land Resources and Environment
- Review and approval of vouchers presented by L. Wilson in the amount of $6,161.92. Motion by Polivka / Puttkamer to pay presented vouchers. Motion carried, unanimously.
- Discussion and possible action to authorize the LRE Committee Chair to Execute Cost-Share Funds Transfer Agreements for SEG Funds of $20,810 to Dane County. Motion by Lohr / Puttkamer to transfer SEG funds in the amount of $20,810 to Dane County. Motion carried, unanimously.

B. Lohr has left the meeting which prevents a quorum to be met. The public hearing has been paused at 9:18 a.m. The public hearing has been reconvened at 9:21a.m. upon the return of B. Lohr.

Member R. Spencer has joined the LRE Committee meeting already in progress with his introduction at 9:23 a.m.
T. Hillman presented the staff report, background and history. Town of Baraboo Plan Commission and Town Board has recommended approval of the proposed conditional use permit. LRE Staff recommends approval.
Applicant, Norbert Moy, is requesting a Conditional Use Permit for warehousing, self-storage facility or mini warehousing as mentioned in petition 26-2022. Mr. Moy reported that he is requesting a change in the dimensions of the buildings to have larger warehousing units to accommodate winter storage for boats and campers.
Randy Puttkamer, Plan Commission and Town Board member, reports that the Town of Baraboo recommends approval of the mini-warehousing facility.
No other public comment in opposition or interested party.

Motion carried, unanimously.

W. Christensen presented the staff report, background and history. The Town of Reedsburg Plan Commission and the Town of Reedsburg Town Board has recommended approval. LRE staff recommends approval.
Applicant, Barry Engel, is requesting a Conditional Use Permit to market livestock through an auctioneering process.
Polivka inquired about the type of livestock to be sold. Engel responded with Dairy cattle, beef cattle, calves, slaughter sales and possible livestock feed sales.
Spencer inquired about participation of the auction facility to be approximately 50 people per month or should this be per sale. Barry Engel reported that depending on the type of sale and the participation would be approximately 50 people per sale.

Motion by Spencer / Polivka to approve a conditional use permit pursuant to s. 7.027(2)(g) for an agriculture related business based on the findings of fact and conclusion of law, subject to the staff analysis and recommend conditions in the staff report. Motion carried, unanimously.
