A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

- Review and approval of vouchers.
- PRD 08-2024 – Patricia Behn, is requesting approval to create a 2-acre development lot with the existing dwelling. If approved, the PRD lot will coincide with the placement of a preservation area easement on approximately 38 acres of land. Lands affected are located in the SE ¼ of NW ¼ of Section 32, T12N, R4E, Town of Reedsburg, Sauk County, and as further described in PRD 08-2024. Tax parcel identification number 030-1042-00000 and owned by WPB Income Trust.
- Discussion and possible action on a Resolution to Authorize an Amendment to an Intergovernmental Agreement between Sauk County and the Mirror Lake Management District for Disbursement of American Rescue Plan Act Funds for the Mirror Lake Dredging and Gully Restoration Project.
- Discussion and possible action on a petition for County Board Rule Amendment offered by the Land Resources and Environment Committee.
- Discussion and possible action on notice of noncompliance for the Farmland Preservation Program: James R & Renee E Sorg Revocable Living Trust

Land Resources and Environment (LRE) Committee members present: M. Krueger, P. Kinsman, D. Polivka, V. McAuliffe, L. Eberl, B. Prosser, R. Puttkamer
Others present: L. Wilson, B. Simmert, W. Christensen, D. Espino
Absent: R. Spencer, B. Lohr
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. LRE Staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl/McAuliffe to adopt the June 25, 2024, agenda. Motion carried unanimously.
Adopt minutes of previous meetings – June 13, 2024 - Motion by McAuliffe/Kinsman to adopt the June 13, 2024, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment
Katy Carter, E12748 Neuman Rd, Baraboo, WI questioned the code enforcement process as it pertains to a complaint that she filed against the Roznos property.
Communications –
- Introduction of David Espino, Planning Intern – Wilson stated that David is joining us for the summer as the planning intern. Espino introduced himself to the Committee.
Land Resources and Environment
- Review and approval of vouchers. L. Wilson presented the vouchers for Land Resources and Environment Department in the amount of $9,619.36 and $800.00. Motion by Polivka/Eberl to pay vouchers for the LRE Department in the amount of $9,619.36 and $800.00. Motion carried unanimously.
- PRD 08-2024 – Patricia Behn, is requesting approval to create a 2-acre development lot with the existing dwelling. W. Christensen presented the staff report, background, and history. W. Christensen stated that the Town of Reedsburg Town Board recommended approval of the Planned Rural Development lot and placement of a preservation area easement on June 10, 2024. The LRE Staff also recommends approval.
Eberl questioned if there is a way to reverse the easements. Christensen explained.
Motion by McAuliffe/Kinsman to approve PRD 08-2024 for Patricia Behn to create a 2-acre development lot and the placement of a preservation area easement on the remaining 38 acres as presented based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to conditions as noted in the staff report. Motion carried, unanimously.
- Discussion and possible action on a Resolution to Authorize an Amendment to an Intergovernmental Agreement between Sauk County and the Mirror Lake Management District for Disbursement of American Rescue Plan Act Funds for the Mirror Lake Dredging and Gully Restoration Project.
Wilson explained the reason for the amendment. Motion by Prosser/McAuliffe to approve the amendments to the Intergovernmental Agreement with the Mirror Lake Management District for Disbursement of American Rescue Plan Act Funds. Motion carried, unanimously.
- Discussion and possible action on a petition for County Board Rule Amendment offered by the Land Resources and Environment Committee.
Committee members discussed the options. Motion by Polivka/McAuliffe to approve a petition for County Board Rule Amendment, which would change the name of the committee to the Land Resources and Extension Committee. Motion carried, unanimously.
- Discussion and possible action on notice of noncompliance for the Farmland Preservation Program: James R & Renee E Sorg Revocable Living Trust
Wilson presented the background information on the notice of noncompliance. Motion by Polivka/McAuliffe to approve the notice of noncompliance for the Farmland Preservation Program for James R & Renee E Sorg Revocable Living Trust. Motion carried, unanimously.
Public Hearing: To begin at 9:15 a.m. or as soon thereafter for the Committee to consider and take possible action at the conclusion of the respective hearing.
Committee reached the public hearing portion of the meeting at 9:19; however, there were no hearings scheduled for this meeting.
Next meeting dates –Thursday, July 11, 2024, at 9:00 a.m.; Tuesday, July 23, 2024, at 9:00 a.m.
Polivka noted the correction to the second meeting in July, as it should be July 23.
