a. Petition 22-2022. A petition to consider a conditional use permit request pursuant to Section 7.035(2) for proposed Animal Rescue. Proposed conditional use request is located in part of the NW1/4, NE1/4 Section 7, T11N, R7E, Town of Greenfield, Sauk County, tax parcel identification number 018-0193-00000 and owned by Larry and Melanie Barton.
b. Petition 23-2022. A petition to consider a conditional use permit request pursuant to s7.039(7)(d) for a retail establishment, outdoor. Absent: None
At 9:01 a.m. Krueger called the Land Resources and Environment Committee meeting to order and certified the meeting to be in compliance with the Open Meetings Law.
Adopt agenda Motion by Spencer/Eberl to adopt the agenda 8/23/2022 agenda. Motion carried, all in favor.
Adopt minutes of previous meetings –August 11, 2022: Motion by Polivka/Kinsman to approve the August 11, 2022, LRE Committee meeting minutes. Motion carried, all in favor.
Public Comment: None
Communications: Wilson made Committee aware of the Field Day happening on September 2, 2022, at the Wolfe Farm. Wilson provided a link to the “Farm Under Threat 2040 – Wisconsin” report.
Surveyor
Kruger stated being Dederich is not in attendance, he would ask committee to lay item 6 on the table. Motion by Kinsman/Spencer to lay on the table item 6. Motion carried, unanimously.
Krueger took item 6 off the table at 10:28 am.
- Department report – Krueger stated the department report is posted on Granicus
b. Review and approval of vouchers –Motion by Kinsman/Spencer to approve the vouchers in the amount of $1,386.50. Motion carried, unanimously.
Land Resources and Environment
- Review and approval of vouchers – Wilson provided the vouchers in the amount of $20,460.18. Motion by Kinsman/McAuliffe to approve the vouchers in the amount of $20,460.18. Motion carried, unanimously.

Templin-Steward appeared and presented the background and history. Templin explained the Town requested conditions and the department stance.
Larry Barton, applicant appearing in favor of the request. Barton stated this will be a nonprofit rescue that was a vision of his mother that left a trust for this purpose. Spencer asked what the long-range plans are for the facility. Barton stated he is not opposed to the 12 animals at this time, but it will depend on the demand. Barton stated the first year they would not go over 12 animals. Barton stated they did a lot of research to make sure it would be successful. Eberl asked how this organization will be financed. Barton explained. Barton stated with the rescue being a nonprofit the intent is to make it as cost free as possible. Eberl asked what his relationship was with the Sauk County Human Society. Barton stated that they have an Executive Director that will be a fulltime employee that has relationships with the shelters.
Rachel Leuzinger, Executive Director for Jane’s Journey Home for Dogs, LLC, appearing in support was here to answer any questions. McAuliffe asked if she would be living on site. Leuzinger stated she would not be living on-site but they would have caretakers that would live on site.
Chair Krueger closed the public hearing and went into deliberation at 9:58 a.m.
Motion by Polivka/McAuliffe to approve a conditional use permit for proposed Animal Rescue based on the findings of fact and conclusion of law, subject to the staff analysis and recommended conditions in the staff report. Motion unanimously approved.

Hillmann appeared and presented the background and history.
Dennis Delaney, applicant, appearing in favor of the request. Delaney stated he is looking to expand his parking lot and will be moving his driveway back. Delaney asked what the required width of the driveway would be. Simmert stated that would be a question for the Town.
Donna Ziegler, from the Town of Sumpter, stated the application was approved with the restriction to have the parking lot on the east end of the tax parcel. Ziegler stated the driveway was to be moved 100 feet from Hwy 12.
Krueger asked Hillmann to prepare any additional conditions that would need to be placed on this CUP.
Krueger asked the applicant if he understood what the Town’s request was and if he had any disagreements with them. Applicant stated he agreed with the request.
McAuliffe asked what will happen to the other acres if the expansion sits on the east end of the acreage. Delaney stated that it will sit vacant. Spencer asked how many years the business has been there. Delaney stated about 65 years.
Hillman came forward and provided additional conditions. Hillman stated conditions M which is the Town’s recommendations to provide plantings along Kings Corner Road from the western edge of the area being disturb for parking and storage to provide a vegetative buffer requirement which is section 7.042 and condition N for the business operation to be confined to the east end of 034-0014-00000. Krueger asked the applicant if he agreed to the additional conditions.
Chair Krueger closed the public hearing and went into deliberation at 10:22 a.m.
Motion by Kinsman/Spencer to approve a conditional use permit for a retail establishment, outdoor based on the findings of fact and conclusion of law, subject to the staff analysis and recommended conditions in the staff report including additional conditions M and N provided by the Town. Motion unanimously approved.
Krueger stated that Lohr has been excused to leave at 10:25 a.m. for work. Krueger stated that he and Wilson will be excused at 10:30 a.m. to attend another meeting and turned the meeting over to the Vice Chair.
Summer Conservation Intern Presentation Grogan presented on his summer journey here at the Land Resource and Environment Department.
Discussion and possible action on a Resolution Authorizing Participation in The County Conservation Aids Grant Program.
Wilson presented the Resolution Authorizing Participation in The County Conservation Aids Grant Program. Wilson stated this year the grant will help fund the ADA accessible hunting spot.
Motion by Polivka/Spencer to approve the Resolution Authorizing Participation in The County Conservation Aids Grant
Program. Motion was approved unanimously.
Discussion and possible action to award electrical work for the GSST parking lot.
Wilson stated there were three bids for the electrical work for the GSST parking lot. Quotes are shown on the quote tabulation.
Motion by McAuliffe/Kinsman to approve the bid from Carr Valley Electric in the amount of $9,668.00 to provide the electrical work for the GSST parking lot. Motion carried unanimously.
Polivka asked if this amount was in the budget. Wilson stated that staff was watching the budget, as we may be a little over. Wilson stated asphalt came in a little higher and permit fees from the city were also needed. Wilson stated there are GSST funds to cover the difference.
