A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

At 9:00 a.m. M. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Spencer / Kinsman to adopt the April 13, 2023, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – March 28, 2023 - Motion by Polivka / Spencer to adopt the March 28, 2023, LRE Committee meeting minutes. Motion carried, unanimously

Surveyor –
- Surveyor Department Report – P. Dederich provided the surveyor report.
- Review and approval of vouchers - P. Dederich provided the vouchers in the amount of $2,143.26 Motion by Kinsman / Spencer to approve the vouchers in the amount of $2,143.26 for Surveyor Department. Motion carried unanimously.
Land Records –
a. Land Records Department Report – K. Felton provided the Land Records Department report.
b. Review and approval of vouchers – K. Felton provided the vouchers in the amount of $28,660.88 for the Land Records department. Motion by Eberl / Kinsman to approve vouchers in the amount of $28,660.88 for Land Records. Motion carried unanimously.
Register of Deeds
a. Presentation and possible action on Annual Report – B. Bailey presented the Register of Deeds annual Report. Motion by Polivka / Spencer to accept the annual report as given. Motion carried unanimously.
b. Register of Deeds Department Report – B. Bailey provided the Register of Deeds department report.
c. Review and approval of vouchers – B. Bailey provided the vouchers in the amount of $7,672.00 for the Register of Deeds Department. Motion by Kinsman / Spencer to approve the vouchers in the amount of $7,672.00 for Register of Deeds. Motion carried, unanimously.
Land Resources and Environment
a. LRE Department Report – March – L. Wilson provided the Land Resources and Environment department report.
b. Review and approval of vouchers – L. Wilson provided the vouchers in the amount of $149,487.88 for Conservation, Planning and Zoning; and $8,043.81 for Parks with a combined total of $157,531.69 for the Land Resources and Environment Department. Motion by Kinsman / Spencer to approve the vouchers in the amount of $157,531.69 for Land Resources and Environment Department. Motion carried, unanimously.
c. Discussion and possible action on Final Project Report and Final Cost Summary for the Friends of Dutch Hollow Lake’s 2022 Lake Management Grant. M. Schlupp presented the Final Project Report and Final cost Summary for the Friends of Dutch Hollow Lake’s 2022 lake Management Grant. Motion by Polivka / Spencer to pay the remaining grant balance of $8,820 for the aquatic. Motion Carried Unanimously.
d. Presentation and discussion on 2023 NACD Conservation Poster Contest. J. Bula presented the 2023 NACD Conservation Poster contest.
e. Discussion on 2023 USDA-NRCS Cooperative Conservation Agreement Grant application. M. Schlupp presented the 2023 USDA-NRCS Cooperative Conservation Agreement Grant application. M. Schlupp noted interest in applying for a 5-year position. M. Schlupp note that costs for this position would be covered 100% by the grant. Jon Fields noted that there is definitely a need for the extra help. L. Wilson noted that application deadline is May 2nd. Motion by Eberl / Spencer to postpone action until April 25th after the administrator can be presented with the specs of the grant. Motion carried, unanimously.
f. Discussion and possible action to Approve a Request by the Friends of the Great Sauk State Trail for placement of a mural. M. Stieve presented the submitted murals that will be voted on by the Friends of the Great Sauk State Trail. Motion by Spencer / Kinsman to approve the request of the Friends of the Great Sauk State Trail for the placement of a mural near the beginning of the trail in Sauk City. Motion carried, unanimously.
g. Discussion and possible action on Department Performance Metrics and Reporting. L. Wilson presented the Department Performance Metrics and Reporting. Committee members provided feedback on what they would like to see. Committee directed L. Wilson to work with the teams and bring something back for final review.
h. Discussion and possible action regarding tax forfeiture properties (008-0735-00000 and 008-0736-00000) within the Town of Delton for use as future park property “laid on the table 03/28/2023”. This item will remain on the table at this time.
i. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Joel Beachy, located in Sections 2 and 10, T10N, R4E Towns of Franklin and Honey Creek, Sauk County, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances. W. Christensen presented the Conditional use permit for a planned rural development lot for Joel Beachy. The Town of Honey Creek recommended approval on March 7, 2023 and the Town of Franklin recommended approval on March 9, 2023. The LRE Staff does recommend approval. Motion by Kinsman / Eberl to approve the conditional use permit for a Planned Rural Development lot for Joel Beachy. Motion carried unanimously.
Reports
a. Natural Resources Conservation Service (NRCS) – J. Fields gave the NRCS report that fields are beginning to be planted. The department has received some applications for a second round of funding for cover crops and grazing. Monarch safe program are being implemented through the CRP Program.
b. Farm Service Agency (FSA) – No one present.
c. Foresters – No one present.
d. Economic Development Committee – M. Krueger noted that the County now has influencers. Village of Lake Delton administrator reported many developments.
e. Mirror Lake Management District – M. Krueger stated that bids were opened on Tuesday, April 11, 2023 for the Mirror Lake Dredging Project; and outlined the funding shortfall.
f. Lake Virginia Management District – L. Eberl provided a brief update.
g. Lake Redstone Protection District – P. Kinsman noted they held a meeting, but he was unable to attend.
h. Southern Area Association – WI Land and Water – Nothing to report
i. Extension Education, Arts & Culture Committee – Noted that the group reviewed grant awards.
Next meeting dates – Tuesday, April 25, 2023 and Thursday, May 11, 2023 at 9:00am.
Adjournment – Motion by Kinsman / Spencer to adjourn at 10:50 am. Motion carried unanimously.
