MEETING NOTICE/AGENDA
COMMITTEE: Land Resources and Environment Committee

A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

- Discussion and Possible Action on a Resolution to Authorize the Director of Land Resources and Environment to Accept Multi-Discharge Variance Funding; and Amending the 2024 Budget.
7. Public Hearing: To begin at approximately 9:15 a.m. or soon thereafter. Committee to consider and take possible action at the conclusion of the respective hearing.

8. It is anticipated that the Committee may enter into closed session pursuant to Wis. Stat. s. 19.85(1)(e) for the purposes of deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business whenever competitive or bargaining reasons require a closed session. (Topic: Options to repair Great Sauk State Trail retaining wall in Prairie du Sac). A roll call vote will be taken to go into closed session and return to Open session.
9. Reconvene in open session immediately following closed session.

Land Resources and Environment (LRE) Committee members present: M. Krueger, P. Kinsman, D. Polivka, R. Spencer, V. McAuliffe, B. Lohr, L. Eberl
Others present: L. Wilson, R. Meyer, B. Desmond, B. Miller
Absent: R. Puttkamer (excused)
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. LRE Staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl / McAuliffe to adopt the February 27, 2024 agenda. Motion carried unanimously.
Adopt minutes of previous meetings – February 8, 2024 - Motion by Kinsman / Lohr to approve the February 8, 2024, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No Public Comment.
Communications – Spring Planting Shop Talk will take place at the Roger Bindl farm in Spring Green on Tuesday, March 5th from 11am – 1pm. Randy Puttkamer is continuing to heal after spending several weeks in the trauma center. He is in rehab and therapy now.
Land Resources and Environment
- Review and approval of vouchers. L. Wilson presented the vouchers for Conservation and Planning & Zoning in the amount of $14,613.52. Motion by Spencer / Polivka to pay vouchers for the Conservation and Planning & Zoning in the amount of $14,613.52. Motion carried unanimously.
- Discussion and possible action on Final Project Report for Friends of Dutch Hollow Lake 2023 Lake Management Grant. L. Wilson presented the Final Project Report for Friends of Dutch Hollow Lake 2023 Lake Management Grant. Motion my Lohr / Kinsman to approve the Final Project Report for Friends of Dutch Hollow Lake 2023 Lake Management Grant with remaining funds to be paid. Motion carried unanimously.
- Discussion and Possible Action on a Resolution to Authorize the Director of Land Resources and Environment to Accept Multi-Discharge Variance Funding; and Amending the 2024 Budget. L. Wilson requested approval for a Resolution to authorize the Director of Land Resources and Environment to accept Multi-Discharge Variance Funding and amending the 2024 budget.
Motion by McAuliffe / kinsman to approve a Resolution to authorize the Director of Land Resources and Environment to accept Multi-Discharge Variance Funding and amending the 2024 budget. Motion carried unanimously.
