A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, V. McAuliffe, L. Eberl, R. Puttkamer, B. Lohr, P. Kinsman, B. Spencer
Others present: B. Simmert, J. Alt, M. Schlupp, C. Fowler, B. Desmond, B. Bailey, P. Dederich, K. Felton, G. Johnson
Absent: None
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. B. Simmert certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Spencer / McAuliffe to adopt the September 14, 2023 agenda. Motion carried unanimously.
Adopt minutes of previous meetings
- August 22, 2023 - Motion by McAuliffe / Puttkamer to approve the August 23, 2023, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No Public Comment
Communications – M. Schlupp spoke about the LCC Survey from Wisconsin Land + Water, the 2023 Clean Sweep Flyer, and the September 14th Pasture Walk. B. Simmert provided an update on upcoming events for the GSST planning process.
Surveyor
- Surveyor Department Resort. – P. Dederich provided the Surveyor Department report.
- Review and approval of vouchers. – P. Dederich presented the vouchers in the amount of $1,186.50. Motion by McAuliffe /Kinsman to pay vouchers in the amount of $1,186.50. Motion carried unanimously.
Land Records
- Land Records Department Report. – K. Felton provided the Land Records Department report.
- Review and approval of vouchers. – K. Felton presented the vouchers in the amount of $5,260.00. Motion by McAuliffe / Kinsman to pay vouchers in the amount of $5,260.00. Motion carried unanimously.
Register of Deeds
- Register of Deeds Department Report. – B. Bailey provided the Land Records Department report.
- Review and approval of vouchers. – B. Bailey presented the vouchers in the amount of $9,176.00. Motion by Eberl/Spencer to pay vouchers in the amount of $9,176.00. Motion carried unanimously.
Land Resources and Environment
- LRE Department Report - August. – M. Schlupp, B. Simmert, J. Alt provided the LRE Department report. Eberl asked about the status of the Hemlock Dam. B. Desmond responded with an update.
- Review and approval of vouchers. – M. Schlupp presented the vouchers in the amount of $426,405.37. Motion by Kinsman /Polivka to pay vouchers in the amount of $426,405.37. Motion carried unanimously.
- Discussion and possible approval of a Resolution authorizing Sauk County to enter into an agreement with Dane County and the Village of Sauk City for WisDOT TAP-STARS Grant program administration for the Wisconsin River Bike/Pedestrian Bridge. B. Desmond presented a background and the resolution. Motion by Eberl/Lohr to approve a resolution authorizing Sauk County to enter into an agreement with Dane County and the Village of Sauk City for WisDOT TAP-STARS Grant program administration for the Wisconsin River Bike/Pedestrian Bridge. Motion carried unanimously.
- Discussion and possible approval of a Resolution to support the naming of an unnamed tributary to Narrows Creek. C. Fowler presented a background and the resolution. Motion by McAuliffe / Spencer to approve a resolution to support the naming of an unnamed tributary to Narrows Creek as Aahucoga Creek.
- Discussion and possible approval to accept the USDA-NRCS Community Agriculture Grant for community gardens at the Sauk County Farm. C. Fowler presented a background of the grant. Motion by Puttkamer / McAuliffe to approve acceptance of the USDA-NRCS Community Agriculture Grant for community gardens at the Sauk County Farm.
- Discussion and possible approval on a Resolution to authorize the Application and Implementation of the Healthy Lakes and Rivers Program. M. Schlupp presented a background and the resolution. Motion by Lohr / Kinsman to approve a resolution to authorize the Application and Implementation of the Healthy Lakes and Rivers Program.
- Discussion and possible approval on purchasing trees for the horse campground at White Mound County Park. J. Alt presented a background of the request. Motion by McAuliffe / Spencer to approve purchasing trees for the horse campground at White Mound County Park in the amount of $5,505.45.
- Discussion and presentation on a completed conservation practice. G. Johnson presented on the County Farm Streambank Project.

c. Foresters – No one present.
d. Economic Development Committee – M. Krueger reported on the UW-Platteville Baraboo Campus regarding an engineering listening session regarding future needs of the campus. UW Platteville Senior Capstone project will be working on the redesign of the track layout of the Baraboo Train Depot. Tiff Strategies presented a project report including a SWOT analysis regarding the economic development future of the county. The Village of Plain is getting a Dollar General.
e. Mirror Lake Management District – M. Krueger reported on the annual meeting and spoke about the District’s budget and current projects underway at the lake.
f. Lake Virginia Management District – L. Eberl noted the annual meeting will be this week to finalize budget.
g. Lake Redstone Protection District – P. Kinsman noted the upcoming partner’s meeting in November.
h. Southern Area Association – WI Land and Water – P. Kinsman noted there was nothing to report
i. Extension Education, Arts & Culture Committee – V. McAuliffe noted there noting to report.
Next meeting dates – Tuesday, September 26, 2023 at 9:00 a.m. and Thursday, October 12, 2023 at 9:00 a.m.
