A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

- Review and approval of vouchers.
- PRD 02-2024 - JCD HACKL, LLC, property owner, is requesting approval to create a 5-acre development lot. If approved, the PRD lot will coincide with the placement of a preservation area easement on 35 acres of land owned by the same. Lands affected are located in the SW ¼ of SE ¼ of Section 3, T8N, R3E, at S11822 County Rd G, Town of Spring Green, Sauk County, and as further described in PRD 02-2024. Tax parcel identification number 032-0112-00000.
7. Public Hearing: To begin at approximately 9:15 a.m. or soon thereafter. Committee to consider and take possible action at the conclusion of the respective hearing.
- CUP 02-2024 - A petition to consider a conditional use permit pursuant to s. 7.030(2)(i) Public/private elementary and secondary schools, colleges, universities, technical institutions, and related facilities. Said conditional use is located in the Town of Bear Creek, Sauk County. Lands affected by the proposed conditional use permit are located, in part of the SW ¼, NW ¼, of Section 11, T10N, R3E, Town of Bear Creek, Sauk County, and as further described in Petition 02-2024. Tax parcel identification number 004-0571-00000.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Spencer, V. McAuliffe (9:05), B. Lohr, L. Eberl
Others present: L. Wilson, R. Meyer, M. Krautkramer
Absent: R. Puttkamer (excused), P. Kinsman (excused)
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. LRE Staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Spencer / Eberl to adopt the January 23, 2024 agenda. Motion carried unanimously.
Adopt minutes of previous meetings – January 11, 2024 - Motion by Eberl / Lohr to approve the January 11, 2024, LRE Committee meeting minutes. Motion carried, unanimously.

Land Resources and Environment
- Review and approval of vouchers. L. Wilson presented the 2023 vouchers for Conservation and Planning & Zoning in the amount of $13,867.82, 2024 vouchers for Conservation and Planning & Zoning in the amount of $1,808.20 and Vouchers for Parks in the amount of $14,233.95. Motion by Eberl / Polivka to pay 2023 and 2024 vouchers for the Conservation and Planning & Zoning in the amount of $15,676.02 and vouchers for Parks in the amount of $14,233.95. Motion carried unanimously.

M. Krautkramer presented the staff report, background, and history. M. Krautkramer stated that the Town of Spring Green Town Board recommended approval of the Planned Rural Development lot and placement of a preservation area easement on January 4, 2024. The LRE Staff also recommends approval.
Motion by Polivka / McAuliffe to approve PRD 02-2024 for JCD Hackl, LLC to create a 5-acre development lot and the placement of a preservation area easement on the remaining 35 acres as presented based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to conditions as noted in the staff report. Motion carried, unanimously.
Public Hearing: To begin at 9:15 a.m. or as soon thereafter for the Committee to consider and take possible action at the conclusion of the respective hearing. The Public hearing began at 9:20 a.m.

R. Meyer certified that the public hearing notice for CUP 02-2024 has been properly posted. R. Meyer read the public hearing notice.
M. Krautkramer presented the staff report, background, and history. M. Krautkramer stated that the Town of Bear Creek Town Board recommended approval of the Conditional Use Permit as well as LRE Staff.
Applicant, Samuel Borntrager, stated the reason for the CUP is to construct a schoolhouse along with two privies and a woodshed at E4143 Howard Rd. in the Town of Bear Creek.
There was no public comment in favor, opposition or as an interested party.
Public hearing for CUP 02-2024 closed at 9:31 am for committee deliberation.
Motion by Spencer / Lohr to approve CUP 02-2024 to construct a and operate a schoolhouse and associated amenities at the property located at E4143 Howard Rd. located in Town of Bear Creek as presented based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to conditions as noted in the staff report. Motion carried, unanimously.
This concludes the public hearing portion of the meeting at 09:33 am.
