Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka (zoom), R. Spencer, L. Eberl, V. McAuliffe, R. Puttkamer, P. Kinsman, B Lohr
Others present: L. Wilson, L. Digmann, W. Christensen, K. Felton, B. Bailey
Absent: None
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order and certified the meeting to be in compliance with the Open Meetings Law.
Adopt agenda: Krueger stated that item number 9 will be postponed until the September 8, 2022 meeting. Motion by Eberl/Spencer to adopt the agenda postponing item 9 until September 8, 2022. Motion carried, all in favor.
Adopt minutes of previous meetings – July 26, 2022: Motion by Kinsman/Puttkamer to approve the July 26, 2022 LRE Committee meeting minutes. Motion carried, all in favor.
Public Comment: N o n e
Communications: Wilson presented the Monthly Pollen and made everyone aware of the Laukant Pasture Walk coming up. Wilson stated Clean Sweep is coming up on September 24, 2022 and volunteers are needed. Krueger, Kinsman, and McAuliffe volunteered. Lohr state that he is a maybe. Wilson stated the RFP is being worked on for the GSST Corridor and staff hoped to have that our in September. Wilson wanted to make Committee aware of some confusion with the Committee minutes from the June 28, 2022 as they pertained to Petition 17-2022. Wilson stated what was placed in the minutes. Wilson clarified that it should read that there may have been a facility at one point that housed lemurs, based on the Department’s historical knowledge of land uses, however we do not have records that it is still exists today.
Land Records
a. Department report – Felton provided the Department report.
b. Review and approval of vouchers – Felton provided the vouchers in the amount of $838.00. Motion by Kinsman/McAuliffe to approve the vouchers in the amount of $838.00. Motion carried, unanimously.
Register of Deeds
a. Department report – Bailey provided the Department report.
b. Review and approval of vouchers – Bailey provided the vouchers in the amount of $9,543.00. Motion by McAuliffe/Eberl to approve the vouchers in the amount of $9,543.00. Motion carried, unanimously.
Land Resources and Environment
a. Department report – Wilson provided the LRE department report.
b. Review and approval of vouchers – Wilson provided the vouchers in the amount of $6,128.32 for LRE and $81,535.24 for Parks. Motion by McAuliffe/Spencer to approve the vouchers in the amount of $6,128.32 for LRE and $81,535.24 for Parks. Motion carried, unanimously.
Presentation and Discussion on Year 3 of the Groundwater Study and Drinking Water Program.
Krueger stated when the agenda was adopted this item was postponed until the September 8, 2022 LRE meeting.

Christensen presented the background and history of the request. Motion by Kinsman/Lohr to approve the conditional use permit for a Planned Rural Development (PRD) lot for Robert and Amy Clyde. Motion carried, unanimously.

d. Economic Development Committee – Krueger stated he will not be attending the legislative breakfast on August 12th, due to him attending the WCA board meeting. Krueger stated they are in the second round of looking for a SCDC Executive Director. Krueger stated that Platt-Gibson will be attending the MadREP in Madison for the annual Economic Diversity Forum. Krueger stated they received an update on the branding of ExploreSaukCounty.com. Krueger stated that there is a program from WCA called Uniquely Wisconsin to work with Discover Media Works to do some branding on the uniqueness of our County. Krueger stated he gave an update on the GSST and working with Dane County on the bridge and finalizing the RFP.
e. Mirror Lake District – Krueger stated with the 2 major projects, Vierbichers will be taking care of getting the permits that are needed to proceed with the grant. Krueger stated the Annual meeting will be held on August 20, 2022.
f. Lake Virginia Management District – Eberl stated they will be meeting on August 27, 2022.
g. Lake Redstone Management District – Kinsman stated they met on August 10. Kinsman stated the board stayed the same. Kinsman stated they elected officers and officers stayed the same. Kinsman stated they were looking for Technical Resource Management Grant for implementing the lake plan. Kinsman stated they would like to be informed when there is any grazing or farmland conversion in the lake watershed so they can keep updates on their lake plans.
h. Southern Area Association – Wi land and Water – Kinsman stated they talked about the pasture walks and trainings available.
i. Extension Education, Arts & Culture Committee – McAuliffe stated they met and discussed the new Ag Educator arrangement being proposed for a four-county area. McAuliffe stated the cost for this position would beshared between four counties. McAuliffe stated that Sauk Counties portion would be $22,450.00.

Motion by Eberl/Puttkamer to adjourn at 9:53 a.m. Motion carried, all in favor.
