SAUK COUNTY BOARD OF SUPERVISORS
MEETING NOTICE/ AGENDA                                                                               

COMMITTEE:           Land Resources and Environment Committee
DATE:                       Thursday, November 9, 2023               TIME:  9:00 a.m.

                                 505 Broadway, Baraboo, WI

A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee.  No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee.  It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility.  This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting.  It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, V. McAuliffe, L. Eberl, R. Puttkamer, B. Spencer, P. Kinsman, R. Puttkamer, B. Lohr,

Others present:  M. Schlupp, R. Meyer, P. Dietrich, B. Bailey

Absent:  None

At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order.  R. Meyer certified the meeting to be compliant with Open Meetings Law. 

Adopt agenda - Motion by McAuliffe / Puttkamer to adopt the November 9, 2023 agenda.  Motion carried unanimously. 

Adopt minutes of previous meetings - October 24, 2023 - Motion by Spencer / Polivka to approve the October 24, 2023, LRE Committee meeting minutes.  Motion carried, unanimously.

Public comment – No public comment

Communications – None

Surveyor

  1. Surveyor Department Report – P. Deitrich provided the Surveyor Department report.
  2. Review and approval of vouchers – P. Deitrich presented the vouchers in the amount of $786.50.  Motion by Spencer / Eberl to pay Surveyor vouchers in the amount of $786.50. Motion Carried Unanimously.             

Register of Deeds

  1. Register of Deeds Department Report.  – B. Bailey provided the Land Records Department report.
  2. Review and approval of vouchers. – B. Bailey presented the vouchers in the amount of $8,823.00. Motion by McAuliffe / Spencer to pay vouchers in the amount of $8,823.00. Motion carried unanimously.

Land Resources and Environment

  1. Discussion and possible approval for retaining wall construction along the Great Sauk State Trail including a  down payment of $10,000 for said construction. M. Krueger requested approval for construction on the retaining wall along the Great Sauk State Trail, including a down payment of $10,000 to Askey Concrete LLC. Motion by Eberl /Lohr to approve construction for the retaining wall along the Great Sauk State Trail including a down payment of $10,000 to Askey Concrete LLC.  Motion carried unanimously.  
  2. LRE Department Report - October.  – M. Schlupp provided the LRE Department report.  
  3. Review and approval of vouchers. – M. Schlupp presented the vouchers in the amount of $45,222.21 for Conservation and Planning & Zoning departments and $245,519.15 for Park Departments. Motion by Eberl / McAuliffe to pay vouchers in the amount of $45,222.21 for the Conservation and Planning & Zoning departments and $245,519.15 for the Parks Department. Motion carried unanimously.
  4. ​​​​​​​Discussion and possible action on a Resolution Authorizing the County Administrator to Submit Multi- Discharger Variance Application to the Wisconsin Department of Natural Resources. M. Schlupp presented a Resolution to Authorize the county Administrator to submit Multi-Discharger Variance Application to the Wisconsin Department of Natural Resources.  Motion by Spencer / Puttkamer to approve the Resolution to Authorize the County Administrator to submit MDV application to the WI DNR.  Motion carried unanimously. 
  5. Discussion and possible action on Final Project Report and Cost Summary for Mirror Lake Protection District  2023 Lake Management Grant. M. Schlupp presented the Final Project Report and Cost Summary for Mirror Lake Protection District 2023 Lake Management Grant.  Motion by Spencer /Kinsman to approve the Final Project Report and Cost Summary for Mirror Lake Protection District 2023 Lake Management Grant.  Motion carried unanimously.       
  6. Review and approval of LRE Committee 2024 Meeting and Public Hearing Schedule. M. Schlupp     presented the LRE Committee 2024 Meeting and Public Hearing Schedule.  Motion by Spencer / Lohr to approve the LRE Committee 2024 Meeting and Public Hearing Schedule. Motion carried unanimously.

Reports

a.  Natural Resources Conservation Service (NRCS) – No one present.

b.  Farm Service Agency (FSA) – No one present.

c.  Foresters – No one present.

d.  Economic Development Committee – M. Krueger noted that a meeting was held in Lake Delton at the New Administrative Building.   

e.  Mirror Lake Management District – M. Krueger reported that a DNR participation grant helped pull many trees out of the lake.

f.   Lake Virginia Management District – L. Eberl noted there is nothing to report.

g.  Lake Redstone Protection District – P. Kinsman noted a meeting was held on Tuesday, November 7.

h.  Southern Area Association – WI Land and Water – P. Kinsman noted there is nothing to report.

i.   Extension Education, Arts & Culture Committee – V. McAuliffe noted there is nothing to report.

Next meeting dates – Tuesday, November 28, 2023 at 9:00 a.m. and Thursday, December 12, 2023 at 9:00 a.m.

Adjournment - Motion to adjourn by McAuliffe / Lohr at 9:53 a.m.  Motion carried, unanimously
