A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Beverly Pretsch, et. al, located in Section 20, T9N, R4E, Town of Franklin, Sauk County, pursuant to Chapter 7 Subchapter IX, of Sauk County Code of Ordinances.
9. Public Hearing: To begin at approximately 9:15 a.m. or soon thereafter. Committee to consider and take possible action at the conclusion of the respective hearing.
- Petition 12-2023. Rezone. A petition from the Mid-Continent Railway Historical Society, Inc. to consider a rezone pursuant to s.7.014 from an Agriculture zoning district to a Recreation/Commercial zoning district. Lands affected by the proposed rezone are located in part of the SW ¼, NW ¼, of Section 2, T11N, R5E, Town of Freedom, Sauk County, tax parcel identification number 016-0026-00000.

Land Resources and Environment (LRE) Committee members present: M. Krueger, P. Kinsman, D. Polivka, R. Spencer, V. McAuliffe, B. Lohr, R. Puttkamer

At 9:03 a.m. Krueger called the Land Resources and Environment Committee meeting to order. LRE Staff certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by McAuliffe / Spencer to adopt the October 24, 2023, agenda. Motion carried unanimously.
Adopt minutes of previous meetings - October 12, 2023 - Motion by Spencer / McAuliffe to approve the October 12, 2023, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No public comment.
Communications
- Dellona Agricultural Enterprise Agreement Designation. M. Schlupp mentioned the notice for the new designated area for Dellona AEA.
- 2023 Conserve Sauk Film Festival. M. Schlupp commented that the 2023 Conserve Sauk Film Festival will be held on Saturday, November 4th. This is a free event open to the public.
- GSST FAQ. M. Schlupp noted that there is an attachment of Frequently Asked Questions regarding the Great Sauk State Trail. B. Simmert mentioned the planning process is progressing with a couple open house dates available for public comment.
Land Records
- Review and approval of vouchers. K. Felton presented vouchers in the amount of $6,250.00. Motion by Spencer / Kinsman to pay vouchers in the amount of $6,250.00. Motion carried unanimously.
Wildlife Damage Program – Phil Peterson

- Discussion and possible action on 2024 Wildlife Damage Program Budget, 2023 Crop Price Establishment, and 2023 90% Harvest date.
- P. Peterson presented the operating budget for 2024 Wildlife Damage Program Budget. Motion by Polivka / Puttkamer to approve the 2024 Wildlife Damage Program Budget. Motion carried unanimously.
- P. Peterson presented the 2023 Crop Price Establishment as $5.58 Corn and $13.90 soybeans. Motion by Polivka / Puttkamer to establish the 2023 Crop price as $5.58 for Corn and $13.90 for Soybeans. Motion carried unanimously.
- P. Peterson presented the 2023 90% Harvest date to be set as December 1, 2023. Motion by Puttkamer / Kinsman to set the 2023 90% Harvest date and December 1, 2023. Motion carried unanimously.
- P. Peterson noted that there is a program for deer processing donations to the food pantry. Motion by Polivka / Kinsman to continue the County participation in the venison donation program. Motion carried unanimously.
- Discussion and possible action on 2024 Wildlife Damage Program Budget, 2023 Crop Price Establishment, and 2023 90% Harvest date.

Peterson presented the resolution to Authorize Continued County Participation in the Wildlife Damage Abatement Program and the Wildlife Damage claim Program. Motion by Kinsman / Spencer to approve a resolution to authorize continued participation in the Wildlife Damage Abatement Program and the Wildlife Claim Program and forward to the County Board. Motion carried unanimously.
Public Hearing: To begin at 9:15 a.m. or as soon thereafter for the Committee to consider and take possible action at the conclusion of the respective hearing. The Public hearing began at 9:24 a.m.

R. Meyer certified that the public hearing notice for Petition 12-2023 has been properly posted. R. Meyer read the public hearing notice.
M. Krautkramer presented the staff report, background, and history. M. Krautkramer stated that the Town of Freedom Town Board recommended approval of the proposed rezone as well as LRE Staff.
Applicant, Jeffrey Huttenburg, stated the reason for the rezone is for overflow parking for Mid-Continental Railway Museum and display area for short term special events
There was no public comment in favor, opposition or as an interested party.
Public hearing for Petition 12-2023 closed at 9:39 am for committee deliberation.
Motion by Kinsman / Lohr to approve Petition 12-2023 to approve the rezone from Agriculture zoning to Recreation / Commercial Zoning for overflow parking for Mid-Continental Railway Museum and display area for short term special events in the Town of Freedom as presented based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to conditions as noted in the staff report. Motion carried, unanimously.
This concludes the public hearing portion of the meeting.
Land Resources and Environment
Review and approval of vouchers. M. Schlupp presented the vouchers in the amount of $19,014.63. Motion by Spencer / McAuliffe to pay vouchers in the amount of $19,014.63. Motion carried unanimously.
- Discussion and possible approval for tree removal services at Man Mound National Historic Landmark M. Stieve presented a request for tree removal services at Man Mound National Historic Landmark to be contracted by the historical society and invoice the county. Motion by Spencer / Lohr to approve tree removal services at Man Mound Nation Historical Landmark not to exceed $9,999.00. Motion carried unanimously.
- Discussion and possible approval to amend the Ayres Associates Agreement for Professional Services for Hemlock Dam M. Stieve presented a request to approve an amendment to the Ayres Associates Agreement for Professional Service for Hemlock Dam. Motion by Lohr / McAuliffe to approve the amendment to the Ayres Associates Agreement for Professional Services for Hemlock Dam. Motion Carried unanimously.
- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for David D & Ruth A Lohr Revocable Living Trust, located in Section 22, T10N, R06E Town of Sumpter, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. T. Hillmann presented a conditional use permit for a Planned Rural Development lot for David D & Ruth A Lohr Revocable Living Trust. Town of Sumpter has recommended approval of the conditional use permit for a Planned Rural Development. Motion by Kinsman / Spencer to approve a Conditional Use Permit for a Planned Rural Development lot for David D & Ruth A Lohr Revocable Living Trust based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to conditions as noted in the staff report. Supervisor Lohr recused himself. Motion carried, unanimously.
