A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, P. Kinsman, D. Polivka, R. Spencer, L. Eberl, B. Lohr, R. Puttkamer, V. McAuliffe
Also Present –L. Wilson, R. Meyer, K. Felton, B. Bailey, M. Schlupp
At 9:00 a.m. M. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl / McAuliffe to adopt the August 10, 2023, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – July 25, 2023 - Motion by McAuliffe / Spencer to adopt the July 25, 2023, LRE Committee meeting minutes. Motion carried, unanimously
Public comment * 3-minute time limit *– No one from the public is present.
Communications –
M. Krueger noted the Conservation tour is Friday, August 11at 9:00 am.
Surveyor
a. Review and approval of vouchers. Lohr / Spencer to lay item 6 on the table. Motion carried unanimously.
Land records
a. Land Records Department Report – K. Felton provided the Land Records department report.
b. Review and approval of vouchers – K. Felton provided the vouchers in the amount of $1,129.04 for the Land Records department. Motion by Kinsman / Eberl to approve the vouchers in the amount of $1,129.04 for Land Records. Motion carried, unanimously.
Register of Deeds
a. Register of Deeds Department Report – B. Bailey provided the Register of Deeds department report.
b. Review and approval of vouchers – B. Bailey provided the vouchers in the amount of $6,545.00 for the Register of Deeds Department. Motion by McAuliffe / Spencer to approve the vouchers in the amount of $6,545.00 for Register of Deeds. Motion carried, unanimously.
Land Resources and Environment
a. LRE Department Report – July - L. Wilson presented the LRE Department Report for July.
b. Review and approval of vouchers - L. Wilson provided the vouchers in the amount of $70,499.58 for the CP&Z service areas and $32,215.56 for the Parks service area. Motion by McAuliffe / Kinsman to approve the vouchers in the amount of $70,499.58 the CP&Z service area and $32,215.56 for the Parks service area. Motion carried unanimously.
c. Discussion and possible action on a Resolution to Accept the USDA-NRCS Cooperative Conservation Agreement Grant, Authorize the Creation of a Full-Time Conservation Specialist and to Amend the 2023 Land Resources and Environment Budget. M. Schlupp presented the above resolution. Motion by McAuliffe / Puttkamer to approve the Resolution to Accept the USDA-NRCS Cooperative Conservation Agreement Grant, Authorize the Creation of a Full-Time Conservation Specialist and to Amend the 2023 Land Resources and Environment Budget. Motion carried unanimously.
d. Discussion and possible action on a Resolution to Authorize Participation in the County Conservation Aids Grant Program. M. Schlupp presented the above resolution. Motion by Lohr / McAuliffe to approve the Resolution to Authorize Participation in the County Conservation Aids Grant Program. Motion carried unanimously.

a. Natural Resources Conservation Service (NRCS) – No one present
b. Farm Service Agency (FSA) – No one present.
c. Foresters – No one present.
d. Economic Development Committee – M. Krueger noted besides the marketing programs of Discover Wisconsin and the Web development, most of the meeting was discussion on the future of UW Platteville / Baraboo Sauk County Campus. M. Krueger stated the committee meeting took place at the UW Platteville / Baraboo Sauk County Campus with a tour of the campus and the committee was notified of some of the challenges that are present.
e. Mirror Lake Management District – M. Krueger stated funding is in place to begin on two projects. The Dredging will take place after Labor Day. The annual meeting will take place on Saturday, August 19 at the Lake Fischer building.
f. Lake Virginia Management District – L. Eberl noted the annual meeting will be next month to finalize budget.
g. Lake Redstone Protection District – P. Kinsman noted the annual meeting took place in early August and the lake monitoring is one of the projects. P. Kinsman stated they are continuing to work on the Lake management plan.
h. Southern Area Association – WI Land and Water – P. Kinsman noted there was nothing to report
i. Extension Education, Arts & Culture Committee – V. McAuliffe noted there was good participation at the fair. V. McAuliffe stated there is an increase of insect pest due to drought.
Next meeting dates – Friday, August 11, 2023, at 9:00 am (Conservation Tour). Tuesday, August 22, 2023, Thursday, September 14, 2023, at 9:00am.
Adjournment – Motion by McAuliffe / Spencer to adjourn at 9:52 am. Motion carried unanimously.
