A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

d. Discussion and possible action to approve a lot frontage on an access easement of less than (40) feet and access easement width of less than sixty-six (66) feet pursuant to s. 22.14 and 22.15 of the Sauk County Land Division and Subdivision Regulations Ordinance. Said easement is located on Lot 1 CSM 2652 and will provide access to Lot 1 CSM 6511, being located in the Town of Greenfield.
e. Discussion and possible action on a Resolution to Authorize an Addendum to an Intergovernmental Agreement with Dane County for the Great Sauk State Trail-Walking Iron Trail bridge over the Wisconsin River and to Authorize an Addendum to the Master Agreement with MSA for Development of the GSST Trail bridge.
f. Consideration and possible approval of a resolution authorizing Sauk County to submit to the State of Wisconsin Department of Transportation (WisDOT) a Trail Permit to occupy and use certain rail property owned by WisDOT to construct the Great Sauk State Trail to Goette Road and to authorize construction of said trail by the Sauk County Highway Department.

Land Resources and Environment (LRE) Committee members present: M. Krueger, P. Kinsman, D. Polivka, R. Spencer, L. Eberl, B. Lohr, R. Puttkamer, V. McAuliffe (9:03)

At 9:00 a.m. M. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl / Spencer to adopt the July 13, 2023 agenda. Motion carried unanimously.
Adopt minutes of previous meeting – June 27, 2023 - Motion by Kinsman / Polivka to adopt the June 27, 2023, LRE Committee meeting minutes. Motion carried, unanimously

Register of Deeds
a. Register of Deeds Department Report – B. Bailey provided the Register of Deeds department report.
b. Review and approval of vouchers – B. Bailey provided the vouchers in the amount of $8,458.45for the Register of Deeds Department. Motion by Kinsman / Spencer to approve the vouchers in the amount of $8,458.45 for Register of Deeds. Motion carried, unanimously.
Land Resources and Environment
a. LRE Department Report – June - L. Wilson presented the LRE Department Report for June.
b. Review and approval of vouchers - L. Wilson provided the vouchers in the amount of $157,873.30 for the CP&Z service areas and $19,480.14 for the Parks service area. Motion by McAuliffe / Spencer to approve the vouchers in the amount of $157,873.30 the CP&Z service area and $19,480.14 for the Parks service area. Motion carried unanimously.
c. Presentation and Discussion of County Farm Monitoring – Brian Sadler- B. Sadler gave a presentation on County Farm Monitoring.
d. d. Economic Development Committee – M. Krueger noted an update from SEDC about a new initiative called Advanced Sauk that will be an asset to the County. M. Krueger reported there was discussion on the future of UW Platteville / Baraboo Sauk County campus.
e. Mirror Lake Management District – M. Krueger stated committee met on July 11 and a notice of award was given to a contractor in the amount of about $1.2 million. The annual meeting will take place on Saturday, August 19 at the lake Fischer building at 9:30 about Dawn Manor.
f. Lake Virginia Management District – L. Eberl noted there was nothing to report
g. Lake Redstone Protection District – P. Kinsman noted the annual meeting will take place in August and the lake monitoring is one of the projects. A field day will be held on July 21.
h. Southern Area Association – WI Land and Water – P. Kinsman noted there was nothing to report
i. Extension Education, Arts & Culture Committee – V. McAuliffe noted there was nothing to report
Next meeting dates – Tuesday, July 25, 2023, Thursday, August 10, 2023 at 9:00am and Friday, August 11, 2023 at 8:30 am (Conservation Tour).
Motion by Polivka / Puttkamer to move item 6 off the table and to table it. Motion carried unanimously.
Adjournment – Motion by McAuliffe / Puttkamer to adjourn at 10:31 am. Motion carried unanimously.
