A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Marty and Lisa Pertzborn, located in Section 21, T12N, R3E Town of Ironton, Sauk County, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances.
8. Public Hearing: To begin at approximately 9:15 a.m. or soon thereafter. Committee to consider and take possible action at the conclusion of the respective hearing.
- Petition 07-2023. A petition to consider a conditional use permit pursuant to s7.040(3)(i) for a wood fabrication business on land owned by Alvin Yoder. Lands affected by the proposed conditional use are located part of the NW ¼, SE¼, Section 31, T13N, R3E, Town of LaValle, and as further described in Petition 07-2023. Tax parcel identification number 024-0863-10000.

At 9:02 a.m. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl / Spencer to adopt the June 27, 2023, agenda with item 7b being moved to after the public hearing. Motion carried unanimously.
Adopt minutes of previous meetings
- June 8, 2023 - Motion by Polivka / Spencer to approve the June 8, 2023, LRE Committee meeting minutes. Motion carried, unanimously.

Land Records - Motion by Eberl / Puttkamer to lay item on the table until K. Felton is present. Motion carried unanimously. This item has been taken off the table.
- Review and approval of vouchers. K. Felton presented the vouchers in the amount of $3,732.21 for the Land Records department. Motion by McAuliffe / Eberl to pay vouchers for the Land Records department in the amount of $3,732.21. Motion carried unanimously.

- Review and approval of vouchers. M. Schlupp presented the vouchers in the amount of $61,190.93. Motion by Polivka / Eberl to pay vouchers in the amount of $61,190.93. Motion carried unanimously.
- Discuss possible input to E&L Committee on Resolution “to abolish position of elected County Surveyor” laid on the table June 6, 2023 at E&L Committee meeting. (Postponed by LRE Committee from June 8, 2023). This item has been moved to after the public hearing portion of the meeting.

Motion by Polivka / McAuliffe to approve 4 notices of noncompliance for the Farmland Preservation Program to be sent out. Motion carried unanimously.

Schlupp requested authorization for the LRE Committee Chair to execute cost-share funds transfer agreements for SEG funds of $30,000 to Dane County. Motion by McAuliffe / Spencer to approve authorization of the LRE Committee Chair to execute cost-share funds transfer in the amount of $30,000 to Dane County. Motion carried unanimously.
- Discussion and possible action on a Resolution Supporting the Establishment of the Dellona Agricultural Enterprise Area in the Town of Dellona. M. Schlupp presented a Resolution supporting the establishment of the Dellona Agricultural Enterprise Area in the Town of Dellona. Motion by McAuliffe / Puttkamer to approve the Resolution supporting the establishment of the Dellona Agricultural Enterprise Area in the Town of Dellona. Motion carried unanimously.
- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Marty and Lisa Pertzborn, located in Section 21, T12N, R3E Town of Ironton, Sauk County, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances.
W. Christensen presented a condition use permit for a PRD 10-acre lot for Marty and Lisa Pertzborn in the Town of Ironton. Town of Ironton recommends approval of the Conditional Use permit for the PRD lot. Motion by McAuliffe / Polivka to approve a conditional use permit for a PRD lot for Marty and Lisa Pertzborn located in the Town of Ironton.
Public Hearing: To begin at 9:15 a.m. or as soon thereafter for the Committee to consider and take possible action at the conclusion of the respective hearing. The Public hearing began at 9:19 a.m.

R. Meyer certified that the public hearing notice for Petition 07-2023 has been properly posted. R. Meyer read the public hearing notice.
W. Christensen presented the staff report, background, and history. W. Christensen stated that the Town of LaValle Town Board recommended approval of the proposed conditional use permit as well as LRE Staff.
Applicant, Alvin Yoder, stated the reason for the conditional use permit is for a wood fabrication business.
There was no public comment in favor, opposition or as an interested party.
Public hearing for Petition 07-2023 closed at 9:34 am.
Motion by Polivka / McAuliffe to approve Petition 07-2023 to approve the conditional use permit for a wood fabrication business in the Town of LaValle as presented, based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to conditions as noted in the staff report. Motion carried, unanimously.
This concludes the public hearing portion of the meeting.
7b. Discuss possible input to E&L Committee on Resolution “to abolish position of elected County Surveyor” laid on the table June 6, 2023 at E&L Committee meeting. (Postponed by LRE Committee from June 8, 2023). M. Krueger introduced P. Deitrich as the current elected Surveyor. P. Deitrich noted that he already made the decision to not run for re-election in the 2024 election. M. Krueger inquired about Sauk County being one of three counties remaining as an elected position. P. Deitrich replied to the inquiry from M. Krueger. B. Miller explained the resolution purpose is to eliminate the position as an elected position. B. Miller stated it is irrelevant at this point whether the position will be contracted or appointed. L. Eberl stated that to appoint the position is important for qualifications due to technical requirements that are unknown to electors. R. Puttkamer stated agreement with L. Eberl. B. Miller stated the cost of an elected position is $61K. D. Polivka noted that he now better understands the position with the minimal discussion that took place. R. Spencer stated that there is a disadvantage for election campaigning and the time that it takes out of the normal workday. M. Krueger noted the budget responsibility of the administrator. M. Krueger stated that his input that with the revelation of P. Deitrich stating he has decided not to run for re-election that now would be a good time to eliminate the elected position of County Surveyor. P. Deitrich noted that he would like to see a cost analysis of the elected position vs. the appointed position. L. Eberl stated that as the committee they are responsible to make decisions like this in the best interest of the County. V. McAuliffe noted that she agrees with M. Krueger that now is a good time to make this change with P. Deitrich stating he will not be running for re-election. R. Spencer inquired about the reasons why other counties have gone to contracted or appointed vs. elected. B. Desmond and B. Miller commented about the other counties. Motion by Eberl / Spencer to proceed with recommending approval to E&L committee of the resolution to eliminate the election of County Surveyor. Motion carried unanimously.
