A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka (via zoom), B. Lohr, L. Eberl, R. Puttkamer, V. McAuliffe, B. Spencer
Others present: L. Wilson, B. Simmert, W. Christensen, R. Meyer, M. Krautkramer, M. Stieve, L. Geoghegan
Absent: P. Kinsman (Excused)
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by McAuliffe / Spencer to adopt the March 28, 2023, agenda. Motion carried unanimously.
Adopt minutes of previous meetings
- March 9, 2023 - Motion by Spencer / McAuliffe to approve the March 9, 2023, LRE Committee meeting minutes. Motion carried, unanimously.
- March 21, 2023 Special meeting - Motion by Spencer / McAuliffe to approve the March 21, 2023 special meeting minutes. Motion carried, unanimously
Public comment – No public comment.
Communications – New employee, Megan Krautkramer, joins the LRE team as a Land Use/Sanitation Technician.
Review and approval of vouchers presented by L. Wilson in the amount of $20,243.66. Motion by McAuliffe / Lohr to pay presented vouchers. Motion carried, unanimously.
Discussion and presentation on 2022 SSWIG Review– J. Bula presented a 2022 SSWIG Review with a slide show.
Public Hearing: To begin at 9:15 a.m. Committee to consider and take possible action at the conclusion of the respective hearing.
- Discussion and possible action on an Ordinance Amending Chapter 20 Uniform Citation Ordinance– M. Schlupp presented an amendment of Chapter 20 Uniform Citation Ordinance. Motion by McAuliffe / Eberl to approve the presented amendment to Chapter 20 Uniform Citation Ordinance as presented and to move forward to County Board for consideration. Motion carried, unanimously.
This concludes the public hearing portion of the meeting.
Discussion and possible action on a MOU with Juneau County for No-Till Equipment. M. Schlupp presented the MOU with Juneau County for No-Till Equipment. M. Schlupp state that the MOU has been reviewed by Corp. Counsel and the amount we are willing to contribute is $4,523.22 toward the No-Till Equipment. Committee members noted several concerns. Motion by Lohr / Spence to lay the approval entering into a MOU with Juneau County for No-Till Equipment on the table. Motion carried unanimously.
Discussion and possible action on a Resolution Authorizing Sauk County to Enter into an Agreement with the Town of Merrimac for Construction and Maintenance of the Great Sauk State Trail Goette Road Parking Lot. B. Simmert presented a resolution authorizing Sauk County to Enter into an Agreement with the Town of Merrimac for Construction and Maintenance of the Great Sauk State Trail Goette Rd. Parking Lot. Motion McAuliffe / Spencer to approve the Resolution to move forward to County Board. Motion carried unanimously.
Discussion and possible action regarding tax forfeiture properties (008-0735-00000 and 008-0736-00000) within the Town of Delton for use as future park property. M. Stieve presented photos of parcels that have been tax forfeiture properties that would be a great property for a future park. Liz Geoghegan, County Treasurer, spoke regarding the process for tax forfeiture properties. Motion by Lohr / Eberl to lay on the table until Parks Recreation Manager, Matt Stieve, has an opportunity to have a collaborative discussion with Town of Delton. Motion carried unanimously.

Update on the Great Sauk State Trail Master Planning Process. B. Simmert presented an update on the GSST Master Planning process.
