A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka (Via Zoom), B. Lohr, L. Eberl, R. Puttkamer, P. Kinsman, V. McAuliffe, B. Spencer
Others present: L. Wilson, B. Simmert, W. Christensen, R. Meyer, J. Kelley, M. Stieve, M. Schlupp, S. Koenig
Absent: None
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl / McAuliffe to adopt the February 28, 2023, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – February 13, 2023 - Motion by Spencer / McAuliffe to approve the February 13, 2023, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No public comment.
Communications – Krueger announced that the March 9th meeting he will be attending from Florida.

- Review and approval of vouchers presented by L. Wilson in the amount of $26,126.64. Motion by McAuliffe / Kinsman to pay presented vouchers. Motion carried, unanimously.
- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Isaac and Stephanie Knuth, located in Section 7, T11N, R4E Town of Westfield, Sauk County, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances. – W. Christensen presented the conditional use permit for a Planned Rural Development lot for Isaac and Stephanie Knuth. The Town of Westfield has recommended approval. Motion by Kinsman / Lohr to approve the conditional use permit for a Planned Rural Development lot for Isaac and Stephanie Knuth in the Town of Westfield subject to the conditions set forth in the report. Motion carried, unanimously.
- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Shem & Krystal Heiser, located in Section 20, T10N, R4E Town of Franklin, Sauk County, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances. – Motion by Spencer / Eberl to remove this item from the table from the previous meeting. Motion carried unanimously. B. Simmert presented the conditional use permit for a Planned Rural Development lot for Shem & Krystal Heiser. Simmert noted a possible navigable body of water may be located in the PRD lot and requested an additional condition to address this item. The Town of Franklin has recommended approval. Motion by Eberl / Spencer to approve the conditional use permit for a Planned Rural Development lot for Shem & Krystal Heiser located in the Town of Franklin subject to the conditions set forth in the report including the condition related to a navigable body of water. Motion carried, unanimously.
- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Andy & Lisa Johnson, located in Section 5, T11N, R5E Town of Freedom, Sauk County, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances. - B. Simmert presented the conditional use permit for a Planned Rural Development lot for Andy & Lisa Johnson. The Town of Freedom has recommended approval. Motion by Kinsman / Spencer to approve the conditional use permit for a Planned Rural Development lot for Andy & Lisa Johnson in the Town of Freedom subject to the conditions set forth in the report. Motion carried, unanimously.

- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for BMS Income Trust, located in Section 3, T10N, R4E Town of Franklin, Sauk County, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances. - B. Simmert presented the conditional use permit for a Planned Rural Development lot for BMS Income Trust/Brenda Statz. The Town of Franklin has recommended approval. Motion by Kinsman / Eberl to approve the conditional use permit for a Planned Rural Development lot for BMS Income Trust/Brenda Statz in the Town of Franklin subject to the conditions set forth in the report. Motion carried, unanimously.
- Discussion and possible action on Engineered Plans for the Hemlock Dam. M. Stieve presented the engineered plans for the Hemlock Dam. M. Stieve mentioned the discussions surrounding the fiber relocation and the department working with Corp Counsel. M. Stieve noted that the project is projected to start approximately June 1st.
- Discussion and possible action to Call for a Special Meeting of the LRE Committee on March 21, 2023. Motion by Kinsman / McAuliffe to have a Special Meeting of the LRE Committee on March 21, 2023, at 5:30 PM in Room 213 to review the bid sheets on the Engineered Plans for the Hemlock Dam. Motion carried unanimously.
- Discussion and Possible Action on Resolution to Authorize the Director of Land Resources and Environment to Accept Multi-Discharge Variance Funding; and amending the 2023 Budget. Motion by Lohr / Spencer to approve the Resolution to Authorizing the Director of Land Resources and Environment to Accept MDV Funding and amending the 2023 Budget. Motion carried unanimously.
- Presentation and discussion on the Grazing Program. Serge Koenig gave a presentation on the Grazing Program.
NRCS Update – J. Kelley gave an update on NRCS staff.
Next meeting dates –Thursday, March 9, 2023 at 9AM, Tuesday, March 28, 2023 at 9AM, and a Special meeting to be held on Tuesday, March 21, 2023 at 5:30 PM.
Adjournment – Motion by Kinsman / Spencer at 10:29 am. Motion carried, unanimously.
