A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: Marty Krueger, Dennis Polivka, Robert Spencer, Brandon. Lohr, Lynn Eberl, Randy. Puttkamer, Val McAuliffe, Peter Kinsman
Others present: M. Schlupp, R. Meyer, P. Peterson, K. Felton, B. Bailey, W. Christensen
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda Motion by P. Kinsman / R. Puttkamer to adopt the January 12, 2023 agenda. Motion carried unanimously.
Adopt minutes of previous meeting – December 27, 2022. Motion by McAuliffe / Kinsman to approve the December 27, 2022 LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No public comment.
Communications - No communications
Discussion and possible action on a WDACP Deer Damage Claim for Frank Dwyer. Phil Peterson presented the claim and recommended approval of the presented claim. Motion by Polivka / Puttkamer approval of the $2,556.89 claim for deer damage to Frank Dwyer. Motion carried, unanimously.
Surveyor –Motion by Eberl / Spencer to table the Surveyor department report and approval of vouchers. Motion carried unanimously.
Land Records
- Department report – K. Felton provided the Land Records department report.
- Review and approval of vouchers – K. Felton provided the vouchers in the amount of $11,310.00. Motion by McAuliffe / Kinsman to Approve the vouchers in the amount of $11,310.00. Motion carried, unanimously
Register of Deeds
- Department report – B. Bailey provided the Register of Deeds Department report
- Review and approval of vouchers – B. Bailey provided the vouchers in the amount of $6,916.00 for 2022 and $340 for 2023 totaling $7,256.00 Motion by Eberl / Spencer to approve the vouchers in the amount of $7,256.00. Motion carried, unanimously.
Land Resources and Environment
- Department report – M. Schlupp provided the LRE department report.
- Review and approval of vouchers – M. Schlupp provided the vouchers in the amount of $995.00 for 2022 and $2,461.00 for 2023 totaling $3,456.15 for Conservation and Planning and Zoning; and $40,183.09 for Parks. Motion by Lohr / Kinsman to approve the vouchers in the amount of $3,456.15 for Conservation and Planning and Zoning; and $40,183.09 for Parks. Motion carried, unanimously.
- Discussion and possible action on Amendments to the Sauk County Land Resources and Environment (LRE) Cost-Share Program and Bid Policies and Guidelines – M. Schlupp presented amendments for the cost share program and bid policies and guidelines. Motion by Kinsman / Eberl to approve the amendments to the Sauk County Land Resources and Environment Cost Share Program and Bid Policies and Guidelines as presented. Motion carried unanimously.
- Discussion and possible action on Farmland Preservation Program (FPP) Notices of Noncompliance: Gerald J Meixelsperger Survivors Trust – M. Schlupp presented the non-compliance of Gerald Meixelsperger. Motion by Polivka / Eberl to allow LRE to issue a Notice of Non-compliance of the Farmland Preservation Program (FPP) to Gerald J Meixelsperger Survivors Trust. Motion carried unanimously.
- Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Homer and Edna Beachy, located in Section 35, T11N, R4E Town of Westfield, Sauk County, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances. W. Christensen presented a conditional use permit for a PRD lot on Homer and Edna Beachy’s property. Motion by P. Kinsman / V. McAuliffe to approve the Conditional use permit for a Planned Rural Development lot for Homer and Edna Beachy as presented. Motion carried unanimously.

- Economic Development Committee – M. Krueger stated the December meeting took place with the website and economic development consultant, Medium Giant, on the approach for 2023. Sauk Prairie Chamber of Commerce was in attendance and discussed how they are promoting the Sauk Prairie River way in surrounding areas. Discussion on GSST from Baraboo to Reedsburg and MSA contract. Was notified by Rep. Pocan’s office that there is 2 million dollars earmarked for the GSST/Walking Iron Trail Wisconsin River Bridge
- Mirror Lake Management District – M. Krueger stated. The next meeting will be on January 25th, 2023 at 3:00 pm.
- Lake Virginia Management District – L. Eberl stated they met on Saturday, December 10th for their annual meeting.
- Lake Redstone Protection District – P. Kinsman stated they met Tuesday, December 13th. Working on plans for lake grant projects and a lakes festival.
- Southern Area Association – WI Land and Water – P. Kinsman stated they have a zoom meeting coming up for the Board members. M. Schlupp invited everyone to vote on the posters that were submitted.
- Extension Education, Arts & Culture Committee – V. McAuliffe stated that Extensions have hired their soils agent educator that will start in January.
Next meeting dates –Tuesday, January 24, 2023 and Thursday, February 9, 2023
Motion by R. Spencer / P. Kinsman to adjourn at 10:08 a.m. Motion carried unanimously
