A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

a. Petition 28-2022. A petition from TWJ Properties to consider a conditional use permit pursuant to s. 7.040(4)(d) for Warehousing, self-storage facility, or mini-warehousing. Said conditional use is located in the Town of Baraboo, Sauk County. Lands affected by the proposed conditional use are located in part of the NW ¼, SE ¼, Section 3, T11N, R6E, Town of Baraboo, and as further described in Petition 28-2022. Tax parcel identification number 002-0086-00000.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, R. Spencer, B. Lohr, L. Eberl, R. Puttkamer, V. McAuliffe, P. Kinsman
Others present: L. Wilson, B. Simmert, T. Hillmann, R. Meyer,
Absent: None
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda Motion by Spencer / Kinsman to adopt the November 22, 2022, agenda. Motion carried unanimously.
Adopt minutes of previous meeting – November 10, 2022. Motion by Eberl / Spencer to approve the November 10, 2022, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No public comment.
Communications – Chair Krueger reminded Committee members that on December 7th @ 3pm in Room 213 the Mirror Lake Management District meeting will begin with a presentation from a group of engineering students from UW Platteville about the work and study they did on possible erosion / sediment litigation efforts upstream on Dell Creek. Committee members are welcome to attend.

- Review and approval of vouchers presented by L. Wilson in the amount of $164,728.96. Motion by Lohr / McAuliffe to pay presented vouchers. Motion carried, unanimously.
- Discussion and possible action on a Resolution Authorizing the Director of Land Resources and Environment to submit a Multi-Discharger Variance Application to the Wisconsin Department of Natural Resources. Motion by Polivka / McAuliffe to approve a Resolution Authorizing the Director of Land Resources and Environment to submit a Multi-Discharger Variance application to the Wisconsin Department of Natural Resources. Motion carried unanimously.
- Discussion and possible action on Final Project Report and Cost Summary for Lake Redstone’s 2021 Lake management Grant Funds. Motion by Kinsman / Lohr to approve the Final Project Report and Cost Summary for Lake Redstone’s 2021 Lake management Grant Funds as presented. Motion carried, unanimously.
- Discussion and possible action on Final Project Report and Cost Summary for Mirror Lake’s 2021 Lake Management Grant Funds. Motion by Eberl / McAuliffe to approve the Final Project Report and Cost Summary for Mirror Lake’s 2021 Lake Management Grant Funds as presented. Motion carried unanimously.

R. Meyer certified that the public hearing notice for Petition 28-2022 has been properly posted. R. Meyer has read the public hearing notice.
T. Hillmann presented the staff report, background, and history. Hillman stated that the Town of Baraboo Plan Commission and Town Board recommended approval of the proposed conditional use permit as well as LRE Staff.
Applicant, Kevin Schell, Operation Manager for TWJ properties stated that T. Hillmann’s report covered the request.
Randy Puttkamer, Plan Commission and Town Board Supervisor, reported that the Town of Baraboo recommended approval of the mini-warehousing facility.
No other public comment in favor, opposition or interested party.
Public hearing for Petition 28-2022 closed at 9:41am for deliberation.
Motion by Kinsman / Spencer to approve Petition 28-2022 from TWJ Properties for a conditional use permit pursuant to s. 7.040(4)(d) warehousing, self-storage facility or mini warehousing based on the findings of fact and conclusion of law, subject to the staff analysis and recommend conditions in the staff report. Motion carried, unanimously.
Next meeting dates – Thursday, December 8, Tuesday, December 27 and Thursday, January 12, 2023
Adjournment – Motion by McAuliffe / Puttkamer at 9:43 am. Motion carried, unanimously.
