This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. 15. Discussion and possible approval of a Final Plat for Phase 1 Lakestone Estates subdivision. Said subdivision is described as being part of government lots 3 and 4, the NW ¼ of the SW 1/4, the SW ¼ of the SW ¼, Section 8 all in T.10 N., R. 7 E, Town of Merrimac, Sauk County, Wisconsin containing 49 acres more or less.

At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order and certified the meeting to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Kinsman/Puttkamer to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes of previous meetings – May 24, 2022: Motion by Kinsman/Spencer to approve the May 24, 2022 LRE Committee meeting minutes. Motion carried, all in favor.
Public Comment: None
Communications: Wilson presented the June 2022 Monthly Pollen. Wilson reminded everyone of the Pollinator Field Day to be held on June 13, and Hutter Pasture Walk on June 16.
Land Records
- Department report – Felton provided the Land Records department report.
- Review and approval of vouchers – Felton provided the vouchers in the amount $2,451.72. Motion by McAuliffe/Spencer to approve the vouchers in the amount of $2,451.72. Motion carried, all in favor.
Register of Deeds
- Department report – Bailey provided the Register of deeds department report.
- Review and approval of vouchers – Bailey provided the vouchers in the amount of $8,904.00 Motion by Kinsman/McAuliffe, to approve the vouchers in the amount of $8,904.00. Motion carried, all in favor.
Land Resources and Environment
- Department report – Wilson provided the LRE department report.
- Review and approval of vouchers – Wilson provided the vouchers in the amount of $17,836.58 for LRE and $48,801.32 for Parks. Motion by McAuliffe/Eberl in approve the vouchers in the amount of $17,836.58 for LRE and $48,801.32 for Parks. Motion carried, all in favor.
Discussion and possible action on 2022 Lake Management Grant Applications.
Phil Hunt, Vice President/Treasurer for Dutch Hollow Lake presented the plans for the 2022 projects. Hunt stated they have 8 planned activities this year and the estimated project cost is estimated at $41,995. Friends of Dutch Hollow are asking the county for $17,640 to help funds these projects.
Ken Keegstra, Secretary for Lake Redstone Protection District presented the plans for the 2022 projects. Project costs is estimated at $42,700 Keegstra stated he is hoping that Juneau County will continue their contribution of $6000 and the total requested from Sauk County Grant Program is $20,000.
Chair Krueger stated that Mirror Lake did not apply this year. Krueger stated they were hoping to be able to use the funding from last year for the Public boat ramp. Polivka stated he would like to see the Town to be part of the boat landing project. Eberl asked if Lake Virginia applied. Wilson stated they did not.
Motion by Polivka/Eberl to approve the funding of $20,000 for Lake Redstone and $17,640 for Dutch Hollow for the 2022 Lake Management Grant Applications. Motion carried, unanimously.
Discussion and possible action on a Resolution to Authorize a Contract with Michel’s Construction Inc. for use of the Summer Oaks Boating Landing.
Wilson stated she did talk with Corp Counsel Brian Desmond regarding the deterioration question that was asked at the last meeting. Desmond asked to update the language so that the county is the sole entity that can determine what is deteriorated. Wilson stated the updated draft was sent to Michel’s via email and she has not heard back from them. Krueger stated that since we have not had any response from Michel’s his recommendation is that we table the item. Eberl stated that there are a several other issues in the contract that should be discussed. Motion by Eberl/Spencer to table the Resolution to authorize a Contract with Michel’s Construction Inc. for use of the Summer Oaks Boat Landing. Motion carried, unanimously.

Wilson presented the Resolution contract in the of $16,160 for the Horse Campground at White Mound County Park. Motion by McAuliffe/Eberl approve a Resolution to Award a Contract for Design and Engineering Services for the Horse Campground at White Mound County Park. Motion carried, unanimously.

Simmert presented the background and history of the request. McAuliffe asked if any of the property is owned by Alliant Energy. Tomas Toro-Santos, engineer from Grothman & Associates explained. Eberl questioned what the covenants were for. Simmert explained the covenants for the subdivision. McAuliffe asked if there were any Effigy Mounds on the property. Toro stated there were not any mounds on this property. Motion by McAuliffe/Spencer to approve the Final Plat for Phase 1 Lakestone Estates subdivision. Motion carried, unanimously.
Discussion and possible action on a Resolution Authorizing Participation in the State of Wisconsin Off-Highway Motorcycle Trail Grant Program.
Wilson presented the State of Wisconsin Off-Highway Motorcycle Trail Grant Program. Motion by Lohr/Polivka to approve a Resolution Authorizing Participation in the State of Wisconsin Off-Highway Motorcycle Trail Grant Program. Motion carried, unanimously.
Presentation on LRE outreach and education programs. Bula presented the Sauk County LRE Education and Outreach programs that were happening throughout our County. Committee commended Bula on the excellent job that she is doing.
Update and discussion on GSST Bridge.
Krueger stated there was a launch meeting for the work group on Monday to move forward with the GSST Bridge project. Sauk County was asked to facilitate this project. Krueger stated that the group would like an RFP done and to start the project in the Spring of 2024. Krueger stated that the project is estimated to cost $7.2 million with a 10% contingence.
Krueger noted that Dane County and Sauk County have each put $2 million into their 2022 budget for this project. Krueger stated there may be a grant that we could apply for funds. Lohr asked if the geotechnical borings turned out favorable. Krueger stated they did. McAuliffe asked if we would use the section of the bridge between the island and Dane County. Krueger explained. McAuliffe asked if the railroad is ok with giving up a section of the Walking Iron trail. Krueger stated Dane County is working with them. McAuliffe asked if there is going to be any private fund raising.
Krueger stated there will be some private solicitation happening.

- Economic Development Committee – Krueger stated they were updated on the Palace Theater litigation. Krueger stated the new website is up and running.
- Mirror Lake District – Krueger stated he would like to get the committee on Mirror Lake. Committee agreed on Friday June 24, 2022 at 4:00 p.m. Krueger stated that they would meet at the town boat landing to tour Mirror Lake.
- Lake Virginia Management District – Eberl stated that the meeting is scheduled for Saturday 6/11/2022.
- Lake Redstone Management District – None.
- Southern Area Association – Wi Land and Water - None
