MEETING NOTICE
COMMITTEE: Land Resources and Environment Committee
DATE: Thursday, June 13, 2024 TIME: 9:00 a.m.
PLACE: Sauk County Room 213
505 Broadway, Baraboo, WI
A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health Resources Committee; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Executive & Legislative Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, V. McAuliffe, B. Spencer, P. Kinsman, L. Eberl, B. Lohr, R. Puttkamer
Others present: L. Wilson, M. Schlupp, R. Meyer, P. Dederich, B. Bailey, J. Hoffman, M. McArthur.
Absent: B. Prosser, D. Polivka
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl / Puttkamer to adopt the June 13, 2024 agenda. Motion carried unanimously.
Adopt minutes of previous meetings
- May 28, 2024 - Motion by McAuliffe / Spencer to approve the May 28, 2024, LRE Committee meeting minutes. Motion carried, unanimously.
- Parks Tour Meeting 06/05/2024 - Motion by McAuliffe / Spencer to approve the June 5, 2024, LRE Committee Parks Tour minutes. Motion carried, unanimously
Public comment – Joe Van Berkel spoke regarding the Baraboo River being designated as a National Water Trail. Bev Vaillancourt spoke regarding the new app for the Baraboo River.
Communications – L. Wilson noted the following communication to the committee.

- Introduction of Matthew Provost, Conservation Intern – Matthew is in Training so he will come to the next meeting.
- 2023 Annual Nutrient Management Report – Wilson presented the Nutrient Management Report and noted that with the enforcement of our ordinance, we have increased the number of acres that are compliant under nutrient management plans.
Land Resources and Environment
a. Discussion and possible action on a Resolution in Support of the Baraboo River being Designated as a National Water Trail. Motion by McAuliffe / Eberl to adopt the Resolution in Support of the Baraboo River being Designated as a National Water Trail. Motion carried unanimously.
b. Discussion and possible action of a Resolution Awarding a Contract for Design and Engineering Services for a Maintenance Building at White Mound County Park. Motion by McAuliffe / Eberl to approve a Resolution Awarding a Contract for Design and Engineering Services for a Maintenance Building at White Mound County Park. Motion carried unanimously.

- Surveyor Department Report. – P. Dederich gave the Surveyor report.
- Review and approval of vouchers. P. Dederich presented the vouchers in the amount of $3,629.75. Motion by Kinsman / Spencer to pay Surveyors vouchers in the amount of $3,629.75. Motion carried unanimously.
Land Records
- Review and approval of vouchers. – Vouchers were presented in the amount of $13,121.74. Motion by Kinsman / McAuliffe to pay Register of deed vouchers in the amount of $13,121.74. Motion carried unanimously.
Register of Deeds
- Register of Deeds Department Report. – B. Bailey provided the Register of Deeds Department report.
- Review and approval of vouchers. – B. Bailey presented vouchers in the amount of $8,281.00. Motion by Kinsman / Spencer to pay Register of Deeds vouchers in the amount of $8,281.00. Motion carried unanimously.
Extension Education
- Area Director Report: J. Hoffman provided the Area Director Report.

- Explanation of Division of Extension funding (see handout). J. Hoffman presented a Leverage funding for Impact information sheet regarding where Extension funds come from.

- Educator Report: Morgan McArthur, Community Development - Sauk County Institute of Leadership (SCIL) final evaluation. M. McArthur gave a slide show presentation of SCIL.
- Review and approval of vouchers.- J. Hoffman presented vouchers in the amount of $79,116.74. Motion by McAuliffe / Spencer to pay Extension Education vouchers in the amount of $79,116.74. Motion carried unanimously
- Discussion and possible action on including Extension in the name of LRE committee. Discussion took place on a possible name change of the LRE Committee. Two options are Land, Conservation & Extension Committee (LCEC) or Land & Extension Committee (LEC). A decision will be made at the meeting on June 25.
Land Resources and Environment
- LRE Department Report – L. Wilson provided the LRE Department report.
- Review and approval of vouchers. – L. Wilson presented vouchers for Conservation, Planning & Zoning in the amount of $85,366.75 and vouchers for Parks in the amount of $48,209.19. Motion by Kinsman / Spencer to pay vouchers for Conservation, Planning & Zoning in the amount of $85,366.75 and vouchers for Parks in the amount of $48,209.19. Motion carried unanimously.
- Discussion and possible action to set a date for the annual LRE Committee Conservation Tour. The Annual LRE Committee Conservation Tour date will take place at Mirror Lake to view the dredging project from 9am – noon. Dates were discussed, personal calendars were reviewed. Committee members chose July 31st as the Tour date.
- Presentation and discussion of the 2024 Tree Sale and Native Plant Sale. M. Schlupp gave a presentation on the 2024 Tree Sale and Native Plant Sale.
- Discussion and possible action to Authorize the LRE Committee Chair to Execute Cost-Share Funds Transfer Agreement for SEG Funds of $28,740 to Juneau County. M. Schlupp requested action to Authorize the LRE Committee Chair to Execute Cost-Share Funds Transfer Agreement for SEG Funds of $28,740 to Juneau County. Motion by Lohr / McAuliffe Authorize the LRE Committee Chair to Execute Cost-Share Funds Transfer Agreement for SEG Funds of $28,740 to Juneau County. Motion carried unanimously.

g. Lake Redstone Protection District – P. Kinsman noted there is nothing new to report, the annual meeting will be in August
h. Southern Area Association – WI Land and Water – P. Kinsman noted there is nothing to report.
Next meeting dates – The next meeting dates will be on Tuesday, June 25 and Thursday, July 23, 2024 at 9:00 a.m.
