A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka (zoom), V. McAuliffe, B. Spencer, P. Kinsman (10:00), B. Lohr, L. Eberl
Others present: L. Wilson, M. Schlupp, M. Stieve, J. Schneiderman, S. Koenig, R. Meyer, K. Felton, B. Bailey
Absent: R. Puttkamer (Excused)
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl / Spencer to adopt the March 14, 2024 amended agenda. Motion carried unanimously.
Adopt minutes of previous meetings – February 27, 2024 - Motion by McAuliffe / Spencer to approve the February 27, 2024, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No public comment
Communications – L. Wilson noted that Melissa Schlupp won the Conservationist of the year award at the WI Land & Water Conference. L. Wilson presented a Letter from the City of Reedsburg regarding a boat landing. L. Wilson gave the Final Blake Vince Event Report for 2024. L. Wilson invited the committee to the Sauk County Groundwater Quality Trend Presentation. L. Wilson presented the Pasture walk line up for 2024. L. Wilson introduced Jenn Schneiderman as our new Conservation Technician through the USDA Coop grant employee. Jenn gave a brief description of herself.
Surveyor –
- Surveyor Department Report. – M. Krueger noted that the Surveyor Department report is on Granicus.
- Review and approval of vouchers. M. Krueger presented the vouchers in the amount of $1,443.25. Motion by Polivka / McAuliffe to pay Surveyors vouchers in the amount of $1,443.25. Motion carried unanimously.
Land Records
- Land Records Department Report. – K. Felton provided the Land Records Department report.
- Review and approval of vouchers. – K. Felton presented the vouchers in the amount of $29,480.00. Motion by Spencer / Polivka to pay Land Records vouchers in the amount of $29,480.00. Motion carried unanimously.
Register of Deeds
- Register of Deeds Department Report. – B. Bailey provided the Register of Deeds Department report.
- Review and approval of vouchers. – B. Bailey presented vouchers in the amount of $7,007.00. Motion by McAuliffe / Polivka to pay Register of deed vouchers in the amount of $7,007.00. Motion carried unanimously.

- LRE Department Report – L. Wilson provided the LRE Department report.
- Review and approval of vouchers. – L. Wilson presented the vouchers for Conservation and Planning & Zoning in the amount of $4,231.32, and vouchers for Parks in the amount of $245,033.73. Motion by Lohr / McAuliffe to pay vouchers for Conservation and Planning & Zoning in the amount of $4,231.32 and vouchers for Parks in the amount of $245,033.73. Motion carried unanimously.

- Discussion and presentation on 2023 grazing summary and video. S. Koenig presented a video and summary on 2023 grazing.
- Discussion and possible action to direct Corporation Counsel to amend Chapter 10 to include provisions for the courthouse lawn. B. Desmond presented action to be taken to direct Corporation Counsel to amend Chapter 10 to include provisions for the courthouse lawn. Motion by Eberl / Lohr to approve and direct Corporation Counsel to amend Chapter 10 to include provision for the courthouse lawn. Motion carried unanimously.

a. Natural Resources Conservation Service (NRCS) – No one present.
b. Farm Service Agency (FSA) – No one present.
c. Foresters – No one present.
d. Economic Development Committee – M. Krueger noted that a number of reports were reviewed. SEDC
e. Mirror Lake Management District – M. Krueger reported they met last night, and Veit Construction from Minnesota were there and the schedule for the dredging of the sediment trap and removal of the gabion baskets were put into place to have these projects done by the end of the year.
f. Lake Virginia Management District – L. Eberl reported there is a meeting on Saturday.
g. Lake Redstone Protection District – P. Kinsman noted they met last Tuesday. Green Algae seems to be the major issue.
h. Southern Area Association – WI Land and Water – P. Kinsman noted they had their annual seminar last week.
i. Extension Education, Arts & Culture Committee – V. McAuliffe noted background checks are being done on a potential Agricultural Educator.
Next meeting dates – Tuesday, March 26 at 9:00 a.m. and Thursday, April 11, 2024 at 9:00 a.m.
