A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Lands affected are located in the NE ¼ of NW ¼ of Section 5, T11N, R4E, Town of Westfield, Sauk County, and as further described in PRD 01-2024. Tax parcel identification number 040-0092-00000, and currently owned by Nature Valley Properties LLC.
- Update on the GSST master planning process.
- Discussion and possible action on a work plan to update the Sauk County Comprehensive Outdoor Recreation Plan.
- Discussion and possible action to authorize further engineering services and next steps for the retaining wall near the Great Sauk State Trail in the Village of Prairie du Sac.
- Discussion and possible approval for LRE Director to sign a letter of support for funding and reauthorization for the Grazing Lands Conservation Initiative (GLCI) in the 2024 Farm Bill.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka (zoom), V. McAuliffe, B. Spencer, P. Kinsman, B. Lohr, L. Eberl

Absent: R. Puttkamer (Excused)
At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Lohr / Spencer to adopt the February 8, 2024 agenda. Motion carried unanimously.
Adopt minutes of previous meetings – January 23, 2024 - Motion by McAuliffe / Eberl to approve the January 23, 2024, LRE Committee meeting minutes. Motion carried, unanimously.
Public comment – No public comment
Communications – Farmland Preservation Plan listening sessions are planned and a flyer noting the dates, times, and locations is on Granicus.
Surveyor – Surveyor is not present. Motion by Lohr / Kinsman to lay item # 6 on the Table.

- Review and approval of vouchers. – K. Felton presented the vouchers in the amount of $936.00. Motion by Kinsman / Lohr to pay vouchers in the amount of $936.00. Motion carried unanimously.

- Register of Deeds Department Report. – B. Bailey provided the Register of Deeds Department report.
- Review and approval of vouchers. – B. Bailey presented 2024 ROD vouchers in the amount of $8,388.72. Motion by McAuliffe / Kinsman to pay Register of deed vouchers in the amount of $8,388.72. Motion carried unanimously.
- Discussion and possible action on ROD Department 2023 Year End Report. – B. Bailey presented the Register of Deeds 2023 Year End Report. Motion by Eberl / McAuliffe to receive the Register of Deeds 2023 Year End Report. Motion carried unanimously.

- LRE Department Report – L. Wilson provided the LRE Department report.
- Review and approval of vouchers. – L. Wilson presented the 2023 vouchers for Conservation and Planning & Zoning in the amount of $692.72, 2024 vouchers for Conservation and Planning & Zoning in the amount of $13,284.76, 2023 vouchers for Parks in the amount of $37,220.58, and 2024 vouchers for Parks in the amount of $6,184.00. Motion by Spencer / Eberl to pay 2023 & 2024 vouchers for Conservation and Planning & Zoning in the amount of $13,977.48 and 2023 & 2024 vouchers for Parks in the amount of $43,404.58. Motion carried unanimously.
- Discussion and possible action on LRE Department 2023 Year End Report. – M. Schlupp, B. Simmert, J. Alt and L. Wilson presented the LRE 2023 Year End Report. Motion by Spencer / Eberl to receive the Land Resources and Environment 2023 Year End Report. Motion carried unanimously.
- Discuss and Approve/Deny 2023 Wildlife Damage Claims. – P. Peterson presented 2023 Wildlife Damage Claims. Motion by McAuliffe / Spencer to approve payment for the 2 submitted Wildlife Damage Claims for 2023 in the amount of $7,558.17. Motion carried unanimously.
- Discussion and possible action on Amendments to the Sauk County Land Resources and Environment (LRE) Cost-Share Program and Bid Policies and Guidelines. M. Schlupp presented amendments to the Sauk County Land Resources and Environment Cost-Share Program Policies and Guidelines. Motion by Kinsman / McAuliffe to approve amendments to the Sauk County Land Resources and Environment Cost-Share Program Policies and Guidelines as presented. M. Schlupp presented amendments to the Sauk County Land Resources and Environment Bid Policies and Guidelines. Motion by Eberl / Lohr to approve amendments to the Sauk county Land Resources and Environment Bid Policies and Guidelines as presented. Motion carried unanimously.
- PRD 01-2024 – Levi Troyer, is requesting approval to create a 5-acre development lot. If approved, the PRD lot will coincide with the placement of a preservation area easement on 30 acres of land. Lands affected are located in the NE ¼ of NW ¼ of Section 5, T11N, R4E, Town of Westfield, Sauk County, and as further described in PRD 01-2024. Tax parcel identification number 040-0092-00000, and currently owned by Nature Valley Properties LLC. – W. Christensen presented the staff report, background, and history. W. Christensen stated that the Town of Westfield Town Board recommended approval of the Planned Rural Development lot and placement of a preservation area easement on January 8, 2024. The LRE Staff also recommends approval. Motion by McAuliffe / Eberl to approve PRD 01-2024 for Levi Troyer to create a 5-acre development lot and the placement of a preservation area easement on the remaining 30 acres as presented based on the findings of fact and conclusion of law, subject to the staff analysis, and subject to conditions as noted in the staff report. Motion carried, unanimously.

- Discussion and possible action on a work plan to update the Sauk County Comprehensive Outdoor Recreation Plan. – B. Simmert provided a work plan to update the Sauk County Comprehensive Outdoor Recreation Plan. Motion by McAuliffe / Kinsman to approve the work plan to update the Sauk County Comprehensive Outdoor Recreation Plan as provided. Motion carried unanimously.
