SAUK COUNTY BOARD OF SUPERVISORS
MEETING NOTICE/ AGENDA             

COMMITTEE:          Land Resources and Environment Committee
DATE:                      Thursday, January 11, 2024     TIME:  9:00 a.m.
PLACE:                     Sauk County Room 213
                                 505 Broadway, Baraboo, WI

A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee.  No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee.  It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility.  This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting.  It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, D. Polivka, V. McAuliffe (9:04), B. Spencer, P. Kinsman, B. Lohr,

Others present:  L. Wilson, M. Stieve, R. Meyer, S. Koenig,  K. Felton, B. Bailey, M. Krautkramer

Absent:  R. Puttkamer (Excused), L. Eberl (Excused)

At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order.  R. Meyer certified the meeting to be compliant with Open Meetings Law. 

Adopt agenda - Motion by Spencer / Lohr to adopt the January 11, 2024 agenda.  Motion carried unanimously. 

Adopt minutes of previous meetings – December 14, 2023 - Motion by Kinsman / Polivka to approve the December 14, 2023, LRE Committee meeting minutes.  Motion carried, unanimously.

Public comment – No public comment

Communications – Youth NACD Posters are posted and ready for judging.

Surveyor – Surveyor is not present. Motion by Spencer / Lohr to lay item # 6 on the Table.

            Supervisor V. McAuliffe has arrived at 9:04 am       

Land Records

  1. Register of Deeds Department Report.  – K. Felton  provided the Land Records Department report.
  2. Review and approval of vouchers. – K. Felton presented the vouchers in the amount of $1,000.00. Motion by Spencer / McAuliffe to pay vouchers in the amount of $1,000.00. Motion carried unanimously.

Register of Deeds

  1. Register of Deeds Department Report.  – B. Bailey provided the Register of Deeds Department report.
  2. Review and approval of vouchers. – B. Bailey presented 2023 vouchers in the amount of $7,336.26 and 2024 vouchers in the amount of $150.00. Motion by Spencer / Lohr to pay 2 sets of vouchers in the amount of $7,486.26. Motion carried unanimously.

Land Resources and Environment

  1. LRE Department Report – L. Wilson provided the LRE Department report.  
  2. Review and approval of vouchers. – L. Wilson presented the 2023 vouchers for Conservation and Planning & Zoning departments in the amount of $67,720.48, 2024 vouchers for Conservation and Planning & Zoning departments in the amount of $1,903.00 and 2023 Vouchers for Park Department in the amount of $32,641.83. Motion by McAuliffe / Spencer to pay 2023 and 2024 vouchers for the Conservation and Planning & Zoning departments in the amount of $69,623.48 and 2023 vouchers for the Parks Department in the amount of $32,641.83. Motion carried unanimously.
  3. Discussion and presentation on 2023 Stream Monitoring Summary.  S. Koenig gave a presentation on 2023 Stream Monitoring Summary.
  4. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Larry Wilkinson located in Section 36, T11N R4E, Town of Westfield to coincide with an easement lot located in Section 1, T10N R4E Town of Honey Creek, pursuant to Chapter 7 Subchapter IX, of the Sauk County Code of Ordinances. M. Krautkramer presented a Conditional Use Permit for a PRD for Larry Wilkinson.  Motion by Polivka / McAuliffe to approve a conditional use permit for a Planned Rural Development lot for Larry Wilkinson located in the Town of Honey Creek. Motion carried unanimously.
  5. Discussion and possible action on waiving shelter fees for school districts. M. Stieve requested action on waiving shelter fees for school districts.  Motion by Lohr / Kinsman to waive shelter fees for school districts.  Motion carried unanimously.
  6. Update on Hemlock Dam. M. Stieve gave an update on Hemlock Dam.               

Reports

a.  Natural Resources Conservation Service (NRCS) – No one present.

b.  Farm Service Agency (FSA) – No one present.

c.  Foresters – No one present.

d.  Economic Development Committee – M. Krueger noted that a meeting was held at Teel Plastics.

e.  Mirror Lake Management District – M. Krueger reported the next meeting will be in warmer temperatures.

f.   Lake Virginia Management District – L. Eberl was not present

g.  Lake Redstone Protection District – P. Kinsman noted there was a meeting on Tuesday.

h.  Southern Area Association – WI Land and Water – P. Kinsman noted there is nothing to report.

i.   Extension Education, Arts & Culture Committee – V. McAuliffe noted an Agricultural Educator position is open.

Next meeting dates – Tuesday, January 23 at 9:00 a.m. and Thursday, February 8, 2024 at 9:00 a.m.

Adjournment - Motion to adjourn by Spencer / Lohr at 10:02 a.m.  Motion carried, unanimously
