At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Ashford/Polivka to adopt the agenda with moving the agenda item for MIS travel until after the public hearing and postponing the agenda item regarding noncompliance for Farmland Preservation Program participants until the next meeting. Motion carried, all in favor.
Adopt minutes of previous meeting-February 12: Motion by Dietz/Peterson to adopt the minutes from the February 12 Conservation, Planning, and Zoning Committee meeting. Motion carried, all in favor.
Public Comment: None.
Communications:
- Michalek reminded the CPZ Committee that if something is not complete you can postpone the public hearing decision to get more information.
- Wisconsin Counties Association asked our department to be a representative department on a video series that they are putting together. Committee asked to be shown the video when completed.
- Cunningham provided the latest state budget update received from the Wisconsin Land + Water Conservation Association.
- Received a letter from the Wisconsin County Code Administrations (WCCA) regarding the elimination of the Wisconsin Fund Grant Program.
- Michalek noted he is working on upgrading two department positions related to the job study.
- Lehman mentioned reading that USDA Rural Development Program has funds to replace wells. He will find the article and forward it to CPZ Department staff.
- Received a letter from Mary Clay regarding the proposed modification of the Reedsburg Extraterritorial boundary. Michalek will attend the meeting on Wednesday evening.
Update on Milly Zantow’s commemoration: Pohle provided background on Milly Zantow’s commemoration. Morgan Tribbey presented the “Milly Zantow Memorial Bench Project” they are doing as their Sauk County Institute of Leadership (SCIL) project.
Review and authorization for chair to sign notices of noncompliance for Farmland Preservation Program participants: Postponed to the March 12 CPZ Committee meeting.
Discussion and consideration of strategic issues for County Board mid-term discussion: Michalek presented the “developing strategic issues questions” and the strategic issues. Will discuss further at March 12 meeting.
Review and approval of 2014 carryforwards: Motion by Polivka/Fish to approve the 2014 carryforwards to 2015 in the total amount of $332,674. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Dan & Delores Kessenich located in S5,T.8N.R.5E Town of Troy, Sauk County pursuant to Subchapter IX of the Sauk County Code of Ordinances: Simmert presented the staff report and noted that Town of Troy has not reviewed this conditional use permit. Motion by Polivka/Ashford to approve the conditional use permit and all the standards. Motion carried, all in favor.

Lehman called the public hearing to order at 10:05 a.m. He explained the procedures for the public hearing and introduced the committee and staff members.
Simmert appeared and presented a staff report.
Steve Larson, registering and appearing in favor, provided clarification on the auto body facility and spoke in favor of the conditional use permit.
Seeing no one else wished to appear, Lehman closed the public hearing at 10:20 a.m.
Motion by Polivka/Ashford to approve the conditional use permit and the standards. Motion carried all in favor.

Lehman called the public hearing back to order at 10:23 a.m.
Simmert provided the staff report.
Tyler Leatherberry, registering and appearing in favor, presented on the proposed agricultural tourism business and museum.
Paul Hasheider, registering in favor, did not wish to speak.
Sheila Byberg, registering in opposition, spoke in opposition.
Terri Zupanc, registering in opposition, spoke in opposition.
Don Trimmer, registering and appearing in opposition, spoke in opposition
Beverly Haussen, registering as interest may appear, did not wish to speak.
Robert Haussen, registering as interest may appear, did not wish to speak.
Steve Cohoon, registering as interest may appear, did not wish to speak.
Mike Terry, registering as interest may appear, spoke in favor on behalf of the Town of Baraboo.
Steve Cohoon provided background on the conditional use permit.
Seeing no one else wished to appear, Lehman closed the public hearing at 11:15 a.m.
Motion by Polivka/N. Johnson to approve the conditional use permit and the standards. Motion carried, all in favor.
Consider approval of travel in excess of 300 miles for MIS Department staff to attend the national Esri User Conference in San Diego, California in July: Motion by Polivka/Ashford to approve travel for MIS Department staff to attend the Esri User Conference in San Diego. Motion carried, with Lehman opposed.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, March 12, and Tuesday, March 24. Motion by N. Johnson/Fish to adjourn at 11:35 a.m. Motion carried, all members in favor.
