Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, J. Fish, N. Johnson, G. Lehman, E. Peterson, D. Polivka

At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Johnson to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-December 11: Motion by Polivka/Peterson to adopt the minutes from the December 11 Conservation, Planning, and Zoning Committee meeting with the addition of first names/initials to Phil Peterson and Eric Peterson to differentiate between them. Motion carried, all members in favor.
Public Comment: None.
Communications:
- Rails to Trails - Simmert provided an update on the Great Sauk Trail.
Consideration of a conditional use permit pursuant to 7.074(3) of the Sauk County Zoning Ordinance for a dwelling in an area zoned exclusive agriculture on land located in S31,T.12N.R.4,E Town of Reedsburg, Sauk County for Lonny Schumann: Simmert presented the staff report and background information. Motion by Dietz/Ashford that this meets all conditions and to approve the Conditional Use Permit. CPZ Department staff to follow up on having a residence without a permit. Motion carried, all in favor.
Southwest Badger Resource Conservation & Development (RC&D) Council update: Carper and Hausner presented information on the work Southwest Badger RC&D did in Sauk County in 2014, background information on the dues increase for 2015, grant assistance, etc. Handouts provided included: The Southwest Wisconsin Grazing Broker, Whole Farm Planning Workshop, map with monitoring sites, May edition of the Badger Report.
Land Records Modernization:
- Department reports and updates - Felton presented an update.
- Review and approval of vouchers - Motion by Peterson/Fish to approve vouchers in the amount of $23,382.28. Motion carried, all in favor.
Surveyor:
- Department reports and updates - Dederich was unable to attend the meeting.
- Review and approval of vouchers - Dederich was unable to attend the meeting.
Register of Deeds:
a. Department reports and updates - Bailey presented an update.
b. Review and approval of vouchers - Motion by Fish/Polivka to approve vouchers in the amount of $2,966.27. Motion carried, all in favor.
Approval of attendance at Wisconsin Land+Water Conference - March 9-11: Polivka and Lehman are considering attending the conference. Motion by Dietz/Ashford to approve up to two people to attend the WLWCA Annual Conference. Motion carried, all in favor.
Five-year review and update of the Sauk County Comprehensive Plan: Every five years the Sauk County Conservation, Planning, and Zoning Committee and the Executive and Legislative Committee need to review and if necessary update the Sauk County Comprehensive Plan. In about five or six months will review the plan to see if anything needs to be updated.
Approval of seed variety advertisements/signs on County Farm: Cunningham reported that the County Farm renter has asked to put up seeds signs. Liebman informed staff that there is no problem with this being done. Motion by Johnson/Polivka to allow signs to be put up and to add language regarding signage in the next contract. Motion carried, all in favor.
Conservation, Planning, and Zoning Department:
- Department report and updates - Cunningham reviewed the department report. Pohle updated the Committee on Zantow’s commemoration.
- Review and approval of vouchers - Motion by Polivka/Johnson to approve 2014 and 2015 vouchers in the amount of $68,880.04. Motion carried, all in favor
Reports:
- Natural Resources Conservation Service (NRCS) - Miller reported that they are processing the 117 Environmental Quality Incentive Program (EQIP) applications that were received. Have not heard a final decision on the Regional Conservation Partnership Program (RCPP). Each county can now do their own wetland and Highly Erodible Land (HEL) determinations.
- Farm Service Agency (FSA) - Norgard reported the Agriculture Revenue Coverage (ARC) and Price Loss Coverage (PLC) program has a February 27 deadline for base reallocations and yield updates and a deadline of March 31 for ARC/PLC elections. The Non-Insured Assistance Program (NAP) now has buy-up coverage options. Fall seeded crops and perennials have until January 14 to sign up. Background information on Shana Johnson, the new FSA Representative on the CPZ Committee, was given.
- Foresters - Rick Livingston has announced his retirement.
- Economic Development Committee - Polivka reported there was more information on broadband, speaker on placemaking and are getting to a point to move forward on the placemaking, and had a report on the Fermentation Fest Farm/Art DTour. Would like ag input at the Sauk County Development Corporation key stakeholder input session on January 29.
- Mirror Lake District - Nothing to report.
- Lake Virginia Management District - Dietz reported that at their meeting Serge Koenig presented that there are not too many options but to concentrate on what one key farmer plants. There is a lot of aeration on the lake.
- Lake Redstone Management District - Johnson noted that he felt the invasives grant that Southwest Badger RC&D reported on would be beneficial to Lake Redstone.
Next meeting of the Conservation, Planning, and Zoning Committee will be held on Tuesday, January 27, and Thursday, February 12. Motion by Peterson//Fish to adjourn at 11:27 a.m. Motion carried, all members in favor.
