Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, N. Johnson, D. Polivka, J. Fish, J. Dietz, E. Peterson, C. Lehman, S. Laubscher.
Absent: None.
Others present: B. Michalek, G. Templin, B. Simmert, K. Felton, B. Bailey, P. Dederich, C. Miller, K. Norgard.
At 9:00 a.m. Chair Ashford called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by J. Fish/S. Laubscher to adopt the agenda as presented. Motion carried, all in favor.
Motion by D. Polivka/C. Lehman to approve the February 23rd CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Michalek spoke of the CREP program and memo regarding spending authority for 2016.
Land Records
a. Department reports and updates. Felton appeared and provided the Department report.
b. Review and approval of vouchers. Motion by D. Polivka/N. Johnson to approve the vouchers in the amount of $6,371.51. Motion carried, all in favor.
Surveyor
a. Department reports and updates. Dederich stated he doesn’t have much for an update due to the highway projects, as well as have been training a new person in the Tax Listers office and working with Planning and Zoning on the Chapter 22 rewrite.
b. Review and approval of vouchers. Motion by E. Peterson/N. Johnson to approve vouchers in the amount of $150.00. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey provided the Departmental report and update.
b. Review and approval of vouchers in the amount of $11,145.09. Motion by E. Peterson/C. Lehman to approve vouchers in the amount of $11,145.09. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department report and updates.
b. Review and approval of vouchers. Motion by D. Polivka/J. Fish to approve vouchers in the amount of $475.00 and $10,917.71. Motion carried, all in favor.
Discussion and possible action on a request by Daniel Meyer to approve an access easement width of less than 66 feet pursuant to s.22.15 of the Sauk County Land Division and Subdivision Regulations Ordinance and reduced access frontage of 40 feet for a proposed lot pursuant to 22.14 of the same ordinance located in Sections 26 and 27 T10N, R5E, Town of Honey Creek. Simmert appeared and provided a background on the ordinance and the request for the reduced easement access. Polivka verified if the Town supports the request. Peterson asked about access for fire personnel. Simmert stated he wasn’t concerned. Motion by C. Lehman/E. Peterson to approve the request for an access easement width of 20 feet and reduced access frontage of 20 feet and 29.02 feet. Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS). Miller appeared and provided a report to the committee.
b. Farm Service Agency (FSA). Norgard provided a report for the FSA agency.
c. Foresters. No report.
d. Economic Development Committee. Polivka spoke of a report from the Millennial Task Force and an update on the new Placemaking staff person. Michalek verified budgeting for the new staff person.
e. Mirror Lake District. Lehman spoke of an upcoming meeting.
f. Lake Virginia Management District. Fish spoke of the filling of the lake and lack of funds for weed spraying from the DNR.
g. Lake Redstone Management District. Johnson spoke of the AIS Education grant for $50,000 that was award to the Lake Redstone Management District.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, March 22, 2016 at 9:00 a.m. and Tuesday, April 14, 2016 at 9:00 a.m. Motion by J. Fish/E. Peterson to adjourn at 10:12 a.m. Motion carried, all in favor.
