Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, J. Fish, N. Johnson, G. Lehman, E. Peterson, D. Polivka, R. Puttkamer

At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Eric Peterson arrived at 9:01 a.m.
Adopt agenda: Motion by Dietz/Ashford to adopt the agenda and move the vehicle purchase agenda item to after public comment. Motion carried, all in favor.
Adopt minutes of previous meeting-November 13: Motion by Polivka/Puttkamer to adopt the minutes from the November 13 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment: Broughton and Reinecke will be allowed to speak during the conditional use permit agenda item.
Review and possible approval of vehicle purchase: Michalek gave a brief summary of the bidding process and bids received for replacing one of the department’s trucks. The lowest bid was from Ewald Chevrolet out of Oconomowoc for $25,557. Delivery will be after January 1, 2015, and is in the 2015 budget. Motion by Polivka/Fish to approve the bid from Ewald Chevrolet in the amount of $25,557 for a 2015 Chevy Colorado Extended Cab WT. Motion carried, all in favor.
Communications:
- Southwest Badger Resource Conservation & Development Council (RC&D) - Polivka reported on their December 5 meeting.
- Southwest Badger Resource Conservation & Development Council letter of support -Michalek informed the CPZ Committee that a letter was sent to the grant review committee supporting the Southwest Wisconsin Aquatic Invasive Species Survey, Outreach, Educational and Awareness Plan being submitted by the Southwest Badger RC&D.
Johnson arrived at 9:11 a.m.
- Wisconsin River Basin Clean Waterways Project update was provided to Committee members.
- Wisconsin Land+Water The Note was provided, and Michalek mentioned that all Committee members should be receiving this electronically.
- Wisconsin Land+Water Annual Conference information was provided and will put on a future agenda for committee member’s attendance approval.
- County resolutions for the Wisconsin Land+Water Annual Conference need to be submitted by February 20 in order to be acted on at the annual conference.
- Lake Redstone email to Michalek was detailed to the Committee.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Fred & LaVonne Reinecke located in S1,T.11N.R.4E Town of Westfield, Sauk County pursuant to Subchapter IX of the Sauk County Code of Ordinances: Town of Westfield Chair Tom Broughton stated that the town has no problems with Reinecke’s PRD lot, and it has been approved by the town. Motion by Polivka/Dietz to approve the conditional use permit for a PRD lot for Reinecke and approve all the permit standards. Motion carried, all in favor.
Register of Deeds:
- Department reports and updates - Bailey presented an update.
- Review and approval of vouchers - Motion by Polivka/Peterson to approve vouchers in the amount of $2,570.12. Motion carried, all in favor.
Establish 2014 crop damage price values: Phil Peterson explained that this committee is charged with setting the Wildlife Damage budget, crop prices, 90% harvest date, and approval of damage claims. There are two claims in Sauk County for corn this year. The 2014 quarterly average for corn is $4.15/bushel, and neighboring counties have set corn at $4/bushel. Motion by Puttkamer/Polivka to set corn at $4/bushel. Motion carried, all in favor.
Establish 2014 90% harvest date: Motion by Puttkamer/Polivka to set the 90% harvest date on December 1. Motion carried, all in favor.
Review and approval of 2014 claims for the Wildlife Damage Abatement and Claims Program (WDACP): Phil Peterson informed the Committee that there are two claims this year. If there is an issue later when the final numbers come in, they can be adjusted then. Tom Broughton’s claim is $1,176, less the $500 deductible, with a $676 payable amount. Tom Tourdot’s claim is $1,355.43, less the $500 deductive, with an $855.43 payable amount. Motion by Ashford/Peterson to approve $676 for Tom Broughton and $855.43 for Tom Tourdot. Motion carried, all in favor.
Phil Peterson and Frost provided updates on the deer hunting season, feral hogs, etc. Conservation Warden Jonah Lottig is going to Vernon County in March. Conservation Warden Mike Weber will replace Lottig in March.
Authorize CPZ Committee chair to sign Cancellation of Notice of Noncompliance for David Schmidt, David Allen, Chad Allen, Curtis Larson, and Gerald White: Michalek stated that all five farmers are now in compliance. Motion by Polivka/Peterson to approve Lehman signing the Cancellation of Notice of Noncompliance for David Schmidt, David Allen, Chad Allen, Curtis Larson, and Gerald White. Motion carried, all in favor.
Authorize CPZ Committee Chair to sign county farm and Health Care Center leases for 2015-2018: Committee recommended that the leases be clearly written regarding residue being removed (for example-straw being able to be sold). Motion by Peterson/Ashford to approve Lehman signing the county farm and Health Care Center leases for 2015-2018. Motion carried, all in favor.
Update on Clean Sweep: Pohle presented the 2014 Clean Sweep report, 2015 Clean Sweep Program updates, and Ag Plastics Recycling Program information. Committee agreed that reports should be given to the County Board on both programs.
Approval for attendance at Southwest Badger Resource Conservation & Development meeting on December 5: Motion by Fish/Puttkamer to approve Polivka’s attendance at the Southwest Badger Resource Conservation & Development meeting on December 5. Motion carried, all in favor.
Review and acceptance of 2014 donations: Pohle presented the 2014 donation report. Motion by Ashford/Puttkamer to approve 2014 donations in the amount of $4,897.00. Motion carried, all in favor.
Discussion and possible approval of Lower Wisconsin Oxbow Lake Planning Grant: Michalek informed the CPZ Committee that the department wants to apply for a $25,000 lake grant and a $25,000 river grant that will be pass-through money to do groundwater modeling. Will be two-year contracts and over $10,000, so they will require County Board approval in the end to accept the grants. Will bring back at a future meeting. Motion by Ashford/Puttkamer to approve the two grants. Motion carried, all in favor.
Conservation, Planning, and Zoning Department:
- Department report and updates - Michalek reviewed the department report. Final decisions on Sauk County’s approval for the Regional Conservation Partnership Program (RCPP) will be made in January 2015.
Sorenson reported on the status of Troyer’s saw mill in the Town of Franklin. Town Chair Joe Prem has requested a meeting to discuss this with Michalek, Polivka, and Lehman. Fees can only be waived by the Sauk County Board.
Cunningham and Sorenson will be doing a soil boring at a possible failing septic system. They will have an officer along while they are on the landowner’s property.
Sorenson reported on the Mike Parrish property clean up.
- Review and approval of vouchers - Motion by Ashford/Peterson to approve 2014 and 2015 vouchers in the amount of $192,857.51. Motion carried, all in favor.
Reports:
- Natural Resources Conservation Service (NRCS) - Miller was unable to attend but provided the following written report: Environmental Quality Incentives Program (EQIP) applications are being processed. NRCS received 117 applications. Last year, 63 were processed.
Conservation Stewardship Program (CSP) renewals - three out of five committed to extend their contracts for another five years.
Sauk County NRCS will be working on wetland and Highly Erodible Land (HEL) determinations in Sauk County starting in spring. This change will allow faster turnaround times.
- Farm Service Agency (FSA) - Norgard reported that Shana Johnson will be replacing Puttkamer on the FSA Committee for a three-year term effective January 1, 2015. The application deadline for the Marginal Protection Program was extended to December 19. Most that applied for the Livestock Disaster Program got approved. Continuous Conservation Reserve Program (CRP) signup for buffer strips, etc. is funded and available.
- Foresters - None.
- Economic Development Committee - Polivka reported that at their last meeting they talked about broadband service, the Great Sauk Trail, placemaking for Sauk County, and the Sauk County Development Corporation. Will be meeting again on December 18.
- Mirror Lake District - None.
- Lake Virginia Management District - Dietz noted that Serge Koenig made an extensive report to them. Questioned about regulating gas powered watercraft on Lake Virginia. Fish said the Town of Excelsior could post a sign saying that no motors allowed on the lake. Dietz provided the “Ordinance Regulation Watercraft on Lake Virginia” from the Town of Excelsior Board meeting on February 19, 1987, for the record.
- Lake Redstone Management District - Johnson mentioned their education grant for aquatic invasives. They will be holding a Lake Fair in 2015.
Next meeting of the Conservation, Planning, and Zoning Committee will be held on Thursday, January 8. Motion by Polivka/Johnson to adjourn at 11:34 a.m. Motion carried, all members in favor.
