Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, N. Johnson, G. Lehman, D. Polivka, R. Puttkamer

At 9:01 a.m. Vice Chair Ashford called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Johnson to adopt the amended agenda and to move up agenda items as determined necessary. Motion carried, all in favor.
Adopt minutes of previous meetings-July 22 and 30: Motion by Polivka/Dietz to adopt the minutes from the July 22 Conservation, Planning, and Zoning Committee meeting. Motion carried, all in favor.
Puttkamer arrived at 9:02 a.m.
Motion by Dietz/Johnson to approve the minutes from the July 30 Conservation, Planning, and Zoning Committee meeting. Motion carried, all in favor.
Public Comment:
- Scholarship recipient presentations-Pohle noted that Sauk County awarded three camp scholarships for the Sand Lake Conservation Camp near Crivitz. This year they had 88 campers representing 27 Wisconsin and 3 Upper Michigan counties. The group camp picture, letter from Marinette County, and the news article published in “Wisconsin Outdoor Fun” were shared with the CPZ Committee members. Max Koenig and John Goeckerman will both be seventh graders this fall at Jack Young Middle School and Augie Begalske will be a seventh grader this fall at Sauk Prairie Middle School. The youth presented on their camping experiences.
Lehman arrived at 9:05 a.m.
Review and possible approval of Conservation Congress 2015 budget request: Ken Vertein provided background on Conservation Congress and informed the CPZ Committee they are only asking for a $100 budget increase for a total budget of $1,300. He also discussed the changes with DNR and each county becoming a deer management unit. Bradley Hasheider is going to chair that committee with the first meeting possibly being held in September. Looking for input from residents on how to manage the deer herd. Michalek has volunteered to serve on the committee but has not heard if he was selected. Motion by Ashford/Polivka to approve the $1,300 budget for Conservation Congress in 2015. Motion carried, all in favor.
Discussion and possible action on purchase of streambank easement for the Tom Meister property in the Town of Dellona: Michalek and Koenig updated the CPZ Committee on the streambank easements-two new people signing up and three appraisals are done. Motion by Ashford/Johnson to approve the streambank easement for Tom Meister. Motion carried, all in favor.
Discussion on rezone out of exclusive agriculture to accommodate the creation of a 12-acre lot for Rolling Valley Farm LLC in the Town of Sumpter: Simmert noted that Nancy Groth is present to receive the Committee’s thoughts regarding a rezone application. The Committee discussed various options. Committee recommended transferring development rights (97 acres). Committee could approve pending Town Board approval. Will bring back to a future meeting if action is required.
Land Records:
- Department reports and updates–Felton reviewed the department report and spreadsheet showing the bids for ortho photography. A resolution will be brought to the CPZ Committee for formal approval at a future meeting.
- Review and approval of vouchers–None.
- Review and discussion of 2015 LRM Budget–Pate noted that the Land Records Management (LRM) budget is funded solely by land records and no levy money. Have some major one-time expenses. Consensus of CPZ Committee to move the LRM budget on to Finance.
Communications:
- Letter from DATCP regarding Jim Acker’s farm-Michalek reviewed the letter.
- Public Notice of Intent to Reissue a Wisconsin Pollutant Discharge Elimination System (WPDES) Permit to the Village of Cazenovia.
- Letter from Marty Krueger regarding requirements to be a CPZ Committee member.
- Perzborn is asking to plant cover crops on the County Farm land where he took off winter wheat. County will buy the seed for him. In the third year of the contract. Planting cover crops will be mandatory in the next contract.
- “Neighbors Say Barn Weddings Raise a Rumpus” article from the New York Times was provided to the CPZ Committee.
- The first annual Lake Wisconsin Alliance Gathering will be held on August 23. CPZ Department staff will be participating.
- The Southern Area Association (SAA) minutes from their July 30 meeting were presented. Have been receiving a lot of positive comments from participants who were on the tour.
- CPZ Department staff reported that an appraiser from Merrimac complimented the CPZ Department.
- Pohle mentioned she had received a request from a County Board member to do something to commemorate Milly Zantow. Will put on the next agenda for discussion.
- Puttkamer has been reading about cover crops and mentioned some concerns.
- An informational meeting regarding the Single Family Residential 2 will be held on August 28 at the LaValle Town Hall. Will post the meeting in case there is a quorum of CPZ Committee members present.
Conditional Use Permit training on September 30 at 6:00 p.m.: The training will be a maximum of two hours, $15/person, and will be open to all the towns.
Register of Deeds:
- Department reports and updates–Bailey presented the department report.
- Review and approval of vouchers–Motion by Polivka/Johnson to approve vouchers in the amount of $3,414.00. Motion carried, all in favor.
- Review and authorization to forward the 2015 Register of Deeds budget to the Finance Committee–Motion by Ashford/Polivka to move the Register of Deeds budget forward. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Scott Bongard located in S20,T.9N.R.4E, Town of Franklin, Sauk County pursuant to Subchapter IX of the Sauk County Code of Ordinances: This permit was before this committee in 2012 where the creation of an easement under the old Planned Unit Development (PUD) was approved. The final holder of mortgage did not consent to the easement. In the process with a local bank to refinance, and they are agreeable to the easement. They are reapplying for a conservation easement. Town of Franklin approved this in November 2012 and do not feel they need to reapprove and their original action still stands. Motion by Ashford/Dietz to approve the conditional use permit for a PRD lot for Bongard. Motion carried, all in favor.
Committee recommendation to request staffing and financial support from Personnel Committee and Finance Committee on Regional Conservation Partnership Program (RCPP): Michalek noted that we anticipate Sauk County will receive the funding with almost $1.25 million worth of practices being installed. Would like to present the additional staff person to the joint Finance and Personnel committees and bring to the County Board separate from the 2015 budget. CPZ Committee supported moving this forward through the committees and County Board.
Update on CPZ Department’s 2015 budget: Motion by Polivka/Ashford to move budget on to the Finance Committee. Motion carried, all in favor.
Surveyor:
- Department reports and updates–Dederich updated the CPZ Committee.
- Review and approval of vouchers–The Committee discussed payments which had been made to Blakeslee prior to the County knowing there were problems, and the prospect of billing Blakeslee for the County having investigated and resolved some of those problems. Motion by Ashford/Polivka to approve June ($3,950.00) and July vouchers ($2,455.00). Motion carried, all in favor.
- Review and authorization to forward the 2015 Surveyor budget to the Finance Committee– Dederich presented the 2015 budget to the CPZ Committee. Motion by Ashford/Dietz to move the budget forward to the Finance Committee. Motion carried, all in favor.
Discussion and possible action on Clean Sweep: Pohle presented a report on Resource Solutions. Motion by Polivka/Dietz to approve Resource Solutions for the October 4 Clean Sweep collection. Motion carried, all in favor.
Conservation, Planning, and Zoning Department:
- Department report and updates–Michalek reviewed the department report.
- Review and approval of vouchers–Motion by Polivka/Puttkamer to approve vouchers for $10,500 and $78,209.56. Motion carried, all in favor.
Reports:
- Natural Resources Conservation Service (NRCS)–Miller reported that 23 applications were received for the cover crop signup of which six were funded. The Environmental Quality Incentives Program (EQIP) deadline is October 3. Working on closing out the fiscal year; we are meeting our goals.
- Farm Service Agency (FSA)–None.
- Foresters–None.
- Economic Development Committee–There has not been a meeting.
- Mirror Lake District–Annual meeting is this Saturday.
- Lake Virginia Management District–None.
- Lake Redstone Management District–None.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on August 26, August 28 at LaValle, and September 11. Motion by Polivka/Johnson to adjourn at 12:01 p.m. Motion carried, all in favor.
