Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, N. Johnson, G. Lehman, E. Peterson, D. Polivka, R. Puttkamer

At 9:00 a.m. Chair Lehman called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Johnson to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-July 10: Motion by Ashford/Polivka to adopt the minutes from the July 10 Conservation, Planning, and Zoning Committee meeting. Motion carried, all in favor.
Public Comment: Richard Fish addressed the CPZ Committee regarding the single family residential zoning districts amendment.
Communications:
- Marty Krueger updated the CPZ Committee on the question raised at the County Board meeting last week by Supervisor Wenzel about the state statutes limiting members on the CPZ Committee. Krueger asked Michalek and Bolin to check and found that there are no statutes that limit the number by supervisory districts by areas under county zoning. Krueger and Corporation Counsel will prepare a letter to reflect this information and to invite any supervisor to put their name forward as the additional CPZ Committee member. Discussed amending the Rules of the Board to reflect that supervisors on the CPZ Committee are representing territories under county zoning.
- Corporation Counsel communication-A CPZ Committee member posed a question regarding an applicant contacting the supervisor to look at an upcoming Conditional Use Permit separate from the rest of the CPZ Committee. There is no rule to prohibit such a visit, and any information used to make the permit’s decision needs to be in the record of proceedings. The Committee should discuss and possibly set some rules for this at a future meeting.
- Dennis Polivka discussed a group of farmers that tried to clean up a waterway that was devastated during the 2008 flood. State requires that you need to look at the purpose of mining activity. Staff will look at ditching and the permit requirements (stock piling, transferring, selling, etc.)
- Pohle noted that the Lake Redstone Annual Meeting will be held on Saturday, August 2, at 8:30 a.m. and provided the meeting notice to Johnson.
- Pohle updated the CPZ Committee on the July 30 Southern Area Association Summer Tour and the ag plastics recycling program.
- Pohle noted that she is contacting companies to provide recycling of electronics, appliances, etc. at the October 4 Clean Sweep.
Update on Chapter 7: Simmert updated the CPZ Committee on Chapter 7. Met with the Town of Winfield, and they decided to not hold a public hearing. Waiting to hear back from them.
Town of Ironton has not adopted.
Town of Franklin has adopted but has not filed.
Town of LaValle is involved with the single family residential zoning districts amendments.
Update of the groundwater study-DNR: Cunningham stated that the CPZ Department has not heard anything. There are no commitments, and as a result, we have not included it in the 2015 budget.
Approval of attendance at On-the-Farm Twilight Meeting: Due to CPZ Committee members attending the maximum allowed meetings/training events for the CPZ Committee, a resolution was presented to the CPZ Committee for their approval. Motion by Polivka/Ashford to approve Lehman’s attendance at the On-the-Farm Twilight Meeting to be held on August 27. Motion carried, all in favor. The resolution will be forwarded to the County Board for their approval at their August 19 meeting.
Approval of $500 for Apple Corps study for Badger Oversight Management Commission (BOMC): A copy of the “Inventory, Identification, and Stewardship of the Heritage Apple Trees of the Former Badger Army Ammunition Plant (BAAP) – A Proposal to the Badger Oversight and Management Commission Land Use Committee May 29, 2014” was provided to the CPZ Committee. The apple species at BAAP are unique. They would like to ID the trees, GPS the location of the trees, and look at the genetics. The BOMC authorized spending the money. Motion by Johnson/Ashford to approve $500 for the Apple Corps study. Motion carried, all in favor except Lehman.
Krueger updated the CPZ Committee on the future plans for the BOMC.
Next month the CPZ Committee will discuss a consultant to assist in setting goals for BOMC.
Report on Southwest Badger Resource Conservation and Development (RC&D): Carper and Hausner presented on the background of RC&Ds. The Southwest Badger RC&D is available to assist county departments as staffing levels go down. Their annual dues will be raised from $200 to $2,500 in 2015. Currently Lehman receives meeting notices, but Carper will add Pohle to the mailing list to share with the CPZ Committee.
Register of Deeds:
- Department reports and updates-The 2015 mission, vision, goals, performance measures, and budget are going to be basically the same.
- Review and approval of vouchers-Motion by Ashford/Polivka to approve vouchers in the amount of $3,181.31. Motion carried, all in favor.
Consideration of draft single family residential zoning districts amendment: Discussed the proposed changes and the idea of holding a meeting to inform the public of the changes in order to gather input. Consensus of the CPZ Committee is to hold an evening or Saturday meeting in the Town of LaValle in August. Town of LaValle to notify landowners and put notice in the paper. CPZ Department will post the meeting in case a quorum of CPZ Committee members are present. Ecklund will let Simmert know the meeting date and time that the Town of LaValle selects.
Review and approval of mission, vision, goals, and performance measures for 2015 budget: Motion by Polivka/Puttkamer to approve the 2015 mission, vision, goals, and performance measures. Motion carried, all in favor.
Review and approval of Conservation, Planning, and Zoning Department 2015 budget: Michalek discussed the budget with the CPZ Committee. Motion by Ashford/Polivka to approve the budget with the changes discussed. Motion carried, all in favor. Final budget numbers will be presented at a future meeting.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Wednesday, July 30, and Thursday, August 14. Discussed possibly meeting for a Conditional Use Permit training on September 30 in the evening. Motion by Ashford/Puttkamer to adjourn at 12:31 p.m. Motion carried, all in favor.
