At 9:00 a.m. Vice Chair Ashford called the Conservation, Planning, and Zoning Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Halfen/Polivka to adopt the agenda moving the agenda item pertaining to the single family zoning districts and options for accessory buildings after communications on the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-February 13: Motion by Polivka/Nobs to adopt the minutes from the February 13 Conservation, Planning, and Zoning Committee meeting. Motion carried, all members in favor.
Public Comment: Vaillancourt thanked the county for all the help and time put into the single family zoning districts.
Communications: None
Review and possible approval of single family zoning districts and options for accessory buildings: CPZ Department staff and Liebman updated the CPZ Committee on the recent meeting and discussions. A map showing the locations where permits were issued with affidavits was shown to the CPZ Committee. Working toward a plan to make them conforming. Discussed shoreland zoning. Discussed possibly developing a new single family residential district.
Vaillancourt and Netzinger commented on this agenda item.
Motion by Nobs/Halfen to approve allowing staff to continue exploration of options/concepts for single family districts and accessory buildings. Motion carried, all in favor.
Discussion of options for nutrient management training: CPZ Department staff discussed options for nutrient management training in the county and possibly using money out of the $100,000 county cost-sharing fund and/or using DATCP’s SEG funds. Copies of “Nutrient Management Options for Sauk County Producers-2014 Cropping Season” and “Nutrient Management Plan Development Costs in Sauk County” were provided to the Committee. It was noted that everyone will need to have a nutrient management plan by December 31, 2015, even if they are not in the Farmland Preservation Program. If the county goes after anyone, 70 percent cost sharing is required to be offered. Need to help farmers realize the benefits of preparing their own plans. Recommended to include the nutrient management plan requirement in lease agreements. Suggested possibly purchasing county surplus computers and installing Snap Plus on them for the farmers. DATCP staff may assist with teaching classes.
Review and possible approval of Sauk County Health Care Center cropland rental bids: Three bids were received as follows: James Kruschke-$200/acre, Reid Broughton-$168/acre, David Roecker-$128.50/acre. There are 12 acres of cropland for rent in 2014. Motion by Polivka/Nobs to approve the bid from James Kruschke at $200/acre. Motion carried, all in favor. This does not need to go to County Board.
Approval of fee schedule: A fee schedule for septic permits, land use fees, and land division reviews were presented to the CPZ Committee. These would be effective immediately, and the fees will be reviewed during with the next budget process. The reason for the updated fee schedule was to make the fees more consistent and easier for CPZ Department staff and public to interpret. Motion by Halfen/Nobs to approve the fee schedule as presented. Motion carried, all in favor.
Discussion of Southern Area Association (SAA) Tour: Pohle noted the SAA Tour will be held on Wednesday, July 30. Discussed past tours and possible tour stops.
Land Records Modernization:
a. Department reports and updates: None.
b. Review and approval of vouchers: None.
Discussion and possible action on a the 7th Addendum to Lake View Estates Condominiums pursuant to Section 22.21 of the Sauk County Land Division and Subdivision Regulations Ordinance located in Section 8, T10N, R7E, Town of Merrimac: Simmert informed the CPZ Committee about the 7th Addendum which has been approved by the Town of Merrimac, and there are no concerns regarding the addendum by the CPZ Department. Another addendum is in the works that will be coming before the CPZ Committee for approval in a few months. Motion by Polivka/Halfen to approve the 7th Addendum to Lake View Estates Condominiums. Motion carried, all in favor.
Next meetings of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Thursday, March 13, and Tuesday, March 25, at 9:00 a.m.
Motion by Nobs/Halfen to adjourn at 10:50 a.m. Motion carried, all members in favor.
