Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, J. Dietz, F. Halfen, G. Lehman, D. Nobs, D. Polivka, R. Puttkamer
Others present: M. Krueger, B. Michalek, P. Pohle, K. Schauf, B. Simmert, S. Sorenson, B. Vaillancourt
At 9:00 a.m. Chair Lehman called the CPZ Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Halfen/Polivka to adopt the amended agenda. Motion carried, all members in favor.
Polivka arrived at 9:01 a.m.
Adopt minutes of previous meeting-April 23: Motion by Ashford/Nobs to adopt the minutes from the April 23 CPZ Committee meeting. Motion carried, all members in favor.
Public Comment: Vaillancourt commented on the draft Chapter 7 Zoning Ordinance.
Communications:
- Updates from previous CPZ Committee meetings -
- Shanahan Dam update-Michalek noted that approval has been received from the Army Corps of Engineers. We are going ahead on the bidding process for the repair. Will bring bids before both the CPZ Committee and the Highway and Parks Committee.
- Southern Area Association meeting-Final agenda was provided to the CPZ Committee. Lehman and Polivka may attend along with Michalek.
- Michalek updated that Dan Judd is taking over the Thieding mine operation, and the bond will be done by the end of the month.
- Michalek mentioned a complaint that was received on a shooting range in Prairie du Sac.
- Schauf stated that she will follow up with the Surveyor and Highway Commissioner regarding the April 23 minutes and will report back.
A request by SWS LLC Cliff Schneider, owner and Jim Grothman, agent to approve the 6th Addendum to Lake View Estates Condominiums. The land to be affected by the proposed addendum is located in Section 8, T10N, R7E, Town of Merrimac: Simmert presented background and request on the property and believes it was approved by the Town of Merrimac. Motion to approve the addendum by Halfen/Ashford. Motion carried, all in favor.
Update on the draft Chapter 7 Zoning Ordinance: Simmert noted that three meetings were held with the towns and noted the major changes. The towns have been allowed to submit comments and suggestions until the end of June. These will be presented to the CPZ Committee for input. The draft ordinance will be presented to the County Board on May 21.
Simmert informed the Committee that the ordinance was submitted to DATCP.
Comments for ATCP 50 are on pastureland. DATCP proposing doing nutrient management planning for pastureland.
Halfen commented that the Committee should consider addressing Sexually Oriented Business (SOB) in the near future.
Review and possible approval of resolution authorizing the Conservation, Planning, and Zoning Director to enter into an agreement with the Wisconsin Department of Natural Resources to provide management services for pilot study identified as the Wisconsin Safe Drinking Water Nitrate Initiative: Michalek noted that approval is needed on the resolution for the program that was approved last month. Approval has been received from the Personnel Committee and the Finance Committee. Motion by Halfen/Ashford to approve the resolution. Motion carried, all in favor.
Committee requested that information regarding wells and well abandonment programs be brought as a future agenda item.
Conservation, Planning, and Zoning Department
- Department reports and updates: Michalek reviewed the department report.
Sorenson stated he met with the Town of Troy and informed them they need to rezone the Kraemer mine site. The ordinance is correct. The rezone is required to go before plan commission. They found language that they would not allow a second mine site until the first mine site was reclaimed. Because of that, it did not get through the Town Plan Commission. The town attorney is reviewing the language and determining what the town can do. The CPZ Committee asked to be kept updated.
Sorenson stated the Rock Springs quarry is blasting for first time with Milestone Materials as the new operator. No problems expected.
c. Review and approval of vouchers: Motion by Halfen/Polivka to approve the vouchers in the total amount of $33,389.24. Motion carried, all in favor.
Reports
a. Natural Resources Conservation Service (NRCS) report: None.
b. Farm Service Agency (FSA) report: Norgard reported that signup for the general Conservation Reserve Program (CRP) will run from May 20-June 14. The soil rental rates for CRP increased quite a bit. Continuous CRP signup began May 13. Nominations for the FSA County Committee will be accepted from June 17-August 1. Signup for the Direct and Counter-Cyclical Program (DCP) is going on.
c. Foresters’ report: None.
d. Economic Development Committee report: Polivka reported that they have not met since the last report but will meet next Wednesday. The rail funding is still looking positive.
e. Mirror Lake District report: Nobs received a $17,500 grant to purchase a weed cutter. They are looking for another lake district to settle grievances they receive instead of solving it themselves.
f. Lake Virginia Management District report: Nobs reported that all is running smoothly, and their fishing day had a great turnout.
g. Lake Redstone Management District report: Dietz noted they want to meet with the CPZ Department. Michalek stated that staff is still waiting to meet with them until Wegner’s demonstration site is completed and DNR looks at the site as was mentioned at the April 23 CPZ Committee meeting.
Next meeting of the Conservation, Planning, and Zoning Committee will be held at 9 a.m. on Tuesday, May 28, and Thursday, June 13.
Possible closed session pursuant to Wisc. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Performance evaluation of Director: Motion by Ashford/Halfen to adjourn into closed session. Roll call vote taken with all in favor to go into closed session at 10:16 a.m.
Reconvene in open session immediately following the closed session: Motion by Ashford/Halfen to reconvene in open session. Motion carried, all in favor.
