A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: M. Krueger, P. Kinsman, D. Polivka, R. Spencer, L. Eberl, B. Lohr, V. McAuliffe
Also Present – L. Wilson, M. Schlupp, B. Desmond, R. Meyer, B. Miller, J. Bula, K. Felton, B. Bailey, J. Kelley, P. Dederich
Absent – R. Puttkamer excused.
At 9:00 a.m. M. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Spencer / Lohr to adopt the June 8, 2023, amended agenda adding items 5c and 9h. Motion carried unanimously.
Adopt minutes of previous meeting – May 23, 2023 - Motion by Kinsman / Lohr to adopt the May 23, 2023, LRE Committee meeting minutes. Motion carried, unanimously
Public comment * 3-minute time limit *– Mike Mittlesteadt, Chairperson of the Lake Redstone District spoke regarding a thanks to the Sauk County staff and especially to Justine Bula and Mitch McCarthy for assistance at the Lake Redstone event.
Communications –
a. MSA Update Memo – GSST Bridge for 6/1/2023- L. Wilson mentioned there is an updated memo from MSA regarding the GSST Bridge attached.
b. White Mound County Park – Jim Severance Letter dated 5/29/2023- L. Wilson mentioned there is a letter commending the Parks service area on their good work attached.
c. Laukant Farm Pasture Walk – June 15, 2023- L. Wilson mentioned there is an upcoming pasture walk at the Laukant Farm on June 15th and the poster is attached.
Surveyor –
a. Review and approval of vouchers. P. Deitrich provided vouchers in the amount of $900 for the Surveyor department. Motion by Spencer / Kinsman to approve vouchers in the amount of $900. Motion carried unanimously.
Land Records –
a. Land Records Department Report – K. Felton provided the Land Records Department report.
b. Review and approval of vouchers – K. Felton provided the vouchers in the amount of $18,750.00 for the Land Records department. Motion by Lohr / Eberl to approve vouchers in the amount of $18,750.00 for Land Records. Motion carried unanimously.
Register of Deeds
a. Register of Deeds Department Report – B. Bailey provided the Register of Deeds department report.
b. Review and approval of vouchers – B. Bailey provided the vouchers in the amount of $8,685.00 for the Register of Deeds Department. Motion by McAuliffe / Spencer to approve the vouchers in the amount of $8,685.00 for Register of Deeds. Motion carried, unanimously.
Land Resources and Environment
a. LRE Department Report – May - L. Wilson presented the LRE Department Report for May.
b. Review and approval of vouchers - L. Wilson provided the vouchers in the amount of $16,024.51 for the CP&Z service areas and $7,746.04 for the Parks service area. Motion by Kinsman / Spencer to approve the vouchers in the amount of $16,024.51for the CP&Z service area and $7,746.04 for the Parks service area. Motion carried unanimously.
c. Discussion and possible action to Review and Award 2023 Lake Grant Proposals- M. Schlupp presented 5 applications. M. Schlupp noted that there is $62,360.00 available in program funds; and a total of $74,233.40 requested through grant applications. Representatives from each lake gave a brief description of the grant submitted. Motion by Lohr / McAuliffe to approve grants in the amounts of Lake Virginia - $4,750.00, Mirror Lake - $5,483.40, Dutch Hollow Lake - $22,126.60, Lake Redstone - $30,000. Motion failed. Motion by McAuliffe / Lohr to fully fund Mirror Lake Management District at $10,483.40 then use a pro-rated basis of remaining funds of $51,876.60 for the other 4 requests to equal
- $8,137.50 for the Lake Redstone Protection District – Meadowlark Weir Replacement Project.
- $16,275.00 for the Lake Redstone Protection District – Tributary Monitoring Project.
- $20,343.35 for the Friends of Dutch Hollow Lake Preservation & Improvement Activities.
- $7,120.75 for the Lake Virginia Management District Plan & Survey Project.
Motion carried unanimously.
d. Presentation and discussion on 2022 Youth Education Program Review – Justine Bula- J. Bula presented the Youth Education Program.
e. Discussion and possible action on a Donation Policy- L. Wilson presented the final draft of the Donation Policy that was approved by the Property Committee. Motion by Lohr / Kinsman to approve the new Donation Policy. Motion carried unanimously.
f. Discussion and possible action on a Resolution to Award a Contract for Streambank Stabilization at the Sauk County Farm. (Laid on the Table May 23, 2023, LRE Committee meeting). M. Schlupp presented the Resolution to Award a Contract for Streambank Stabilization at the Sauk County Farm. M. Schlupp stated that Sauk County entered into an agreement with the Village of Loganville to assist them with their water quality trading plan. One bid was received from Holtz Lime, Gravel & Excavating with a total of $60,962.50 of which the County would pay 50% equaling $30,481.25. The Village of Loganville has supported this bid. Motion by McAuliffe / Spencer to approve a Resolution to Award a contract for Streambank Stabilization at the Sauk County Farm to Holtz Lime, Gravel & Excavating. Motion carried unanimously.
g. Discussion on Leuders Tax Foreclosure Property at CTH A and CTH T – Implications from United States Supreme Court case Tyler v. Hennepin County- B. Desmond presented the background on the US Supreme Court decision and how it affects the Leuders Tax Foreclosure Property at CTH A and CTH T. Committee discussion took place regarding the decision as presented and its affects on the property noted.
h. Discuss possible input to E&L Committee on resolution “to abolish position of elected County Surveyor” laid on the table June 6, 2023 at E&L Committee meeting. Committee members briefly discussed the resolution. Motion by Eberl / Spencer to postpone until June 27, 2023 meeting. Motion carried unanimously.

d. Economic Development Committee – M. Krueger noted the marketing programs were reviewed with the website coordinator.
e. Mirror Lake Management District – M. Krueger stated that they have not met.
f. Lake Virginia Management District – L. Eberl reported there is nothing new.
g. Lake Redstone Protection District – P. Kinsman noted they are holding a meeting next week.
h. Southern Area Association – WI Land and Water – P. Kinsman noted that there are pasture walks coming up.
i. Extension Education, Arts & Culture Committee – V. McAuliffe reported that next week is pollinator week in which webinars will be offered every day, and will be working with 4H groups on pollinator projects.
Next meeting dates – Tuesday, June 13, 2023 (Annual Park Tour) and Tuesday, June 27, 2023 at 9:00am.
Adjournment – Motion by Lohr / Spencer to adjourn at 10:59 am. Motion carried unanimously.
