A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. Land Resources and Environment (LRE) Committee members present: M. Krueger (via Zoom), P. Kinsman, D. Polivka, R. Spencer, B. Lohr, L. Eberl, V. McAuliffe
Absent: R. Puttkamer

At 9:00 a.m. Kinsman called the Land Resources and Environment Committee meeting to order. L. Wilson certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by McAuliffe/Spencer to adopt the March 9, 2023, amended agenda. Motion carried unanimously.
Adopt minutes of previous meeting – February 28, 2023 - Motion by McAuliffe/Eberl to adopt the February 28, 2023, LRE Committee meeting minutes. Motion carried, unanimously
Public comment * 3-minute time limit *– P. Kinsman noted that there was no public in attendance.
Communications – L. Wilson stated that Justine Bule was awarded the 2023 Brad Matson Youth Education Award for Outstanding Youth Educator at the WI Land & Water Conference. L. Wilson also stated that Sprint/T-Mobile provided department staff with an estimate for the relocation of their fiber line, which was around $100,000. L. Wilson stated that we are working with Corp Counsel on next steps.
Surveyor –
a. Surveyor Department Report – P. Dietrich provided the surveyor report.
b. Review and approval of vouchers - P. Dietrich provided the vouchers in the amount of $829.75 Motion by Lohr/Spencer to approve the vouchers in the amount of $829.75 for Surveyor Department. Motion carried unanimously.
Land Records –
a. Land Records Department Report – K. Felton provided the Land Records Department report.
b. Review and approval of vouchers – K. Felton provided the vouchers in the amount of $9,900.00 for the Land Records department. Motion by Lohr/Eberl to approve vouchers in the amount of $9,900.00 for Land Records. Motion carried unanimously.
c. Review and Possible Action on Resolution Authorizing the Acquisition of Services from Intrado Life and Safety for NG911 GIS Implementation – J. Fleishman provided the background on the request. Motion by Eberl/Lohr to Approve a Resolution Authorizing the Acquisition of Services from Intrado Life and Safety for NG911 GIS Implementation. Motion carried unanimously.
d. Review and Possible Action on a Resolution Authorizing the Acquisition of One Additional ESRI ArcGIS Desktop Software User License – J. Fleishman provided the background on the request. Motion by Eberl/McAuliffe to Approve a Resolution Authorizing the Acquisition of one ESRI ArcGIS Software User License. Motion carried unanimously.
e. Review and Possible Action on Resolution Authorizing a contract with Panda Consulting for the Migration of Tax Parcel Map Data – J. Fleishman presented the background on the request. Motion by McAuliffe/Eberl to Approve a Resolution Authorizing a Contract with Panda Consulting for the Migration of Tax Parcel Map Data.

a. Register of Deeds Department Report – B. Bailey provided the Register of Deeds department report.
b. Review and approval of vouchers – B. Bailey provided the vouchers in the amount of $7,511.60 for the Register of Deeds Department. Motion by McAuliffe/Spencer to approve the vouchers in the amount of $7,511.60 for Register of Deeds. Motion carried, unanimously.
Land Resources and Environment
a. LRE Department Report – February – L. Wilson provided the Land Resources and Environment department report.
b. Review and approval of vouchers – L. Wilson provided the vouchers in the amount of $1,569.68 for the Land Resources and Environment Department; and $18,455.42 for the Parks Department. Motion by Polivka/Spencer to approve the vouchers in the amount of $1,569.68 for Land Resources and Environment; and $18,455.42 for Parks. Motion carried, unanimously.
c. Discussion and possible action on a Resolution to Award a Contract for Equestrian Campground Improvements at White Mound County Park. - J. Alt presented the background on the request. Motion by Polivka/Lohr to Approve Awarding a Contract to Judd Excavating, LLC in the amount of $221,830 for Equestrian Campground Improvements at White Mound County Park. Motion carried unanimously.
d. Discussion and possible action on contracting a well driller for equestrian campground improvements at White Mound County Park - J. Alt presented the background on the request. Motion by Spencer/McAuliffe to Award a contract to Smith’s Well Drilling for a not to exceed amount of $10,000 for drilling of a well at the Equestrian Campground in White Mound County Park. Motion carried unanimously.
e. Discussion and possible action on a Resolution to Award a Contract for Snowmobile Trail Improvements. - J. Alt presented the background on the request. Motion by McAuliffe/Eberl to Award a Contract to Judd Excavating, LLC in the amount of $23,960 for snowmobile trail improvements at White Mound County Park. Motion carried unanimously.
f. Discussion and possible action on a Resolution to Authorize Participation in the State of Wisconsin Motorized Recreation Grant Programs for Snowmobile, Trails, ATV/UTV Trails, and Off-Highway Motorcycle Events. - J. Alt presented the request. Motion by Lohr/Spencer to Approve a Resolution to Authorize Participation in the State of Wisconsin Motorized Recreation Grant Programs for Snowmobile Trails, ATV/UTV Trails and Off-Highway Motorcycle Events. Motion carried unanimously.
g. Discussion and possible action on a Policing Contract with the Town of LaValle. - J. Alt explained the request. Motion by McAuliffe/Lohr to Approve the Annual Agreement between Sauk County and the Town of LaValle for Policing Services. Motion carried unanimously.
h. Discussion and possible action on waiving entrance fees to correlate with the Wisconsin DNR Free Fun Weekend. - J. Alt explained the reason for this request. J. Alt noted that she believed the free weekend was the first weekend in June, but they would verify with the DNR. Motion by McAuliffe/Eberl to Approve Waiving the Entrance Fees for County Parks to Correlate with the DNR Free Fun Weekend. Motion carried unanimously.
i. Discussion and possible action on a Resolution to Adopt the Sauk County Farm Forest Stewardship Plan as an Appendix to the 2022-2042 Sauk County Farm Property Master Plan. - C. Fowler presented the plan. M. Krueger noted he received an email from another County Board Supervisor noting that a discussion surrounding the potential sale of the County Farm was headed to the Property and Insurance Committee. M. Krueger noted that this is a strategic discussion that should be held at the Board Mid-Term Assessment meeting in April/May. M. Krueger wanted to make the Committee aware of information he received that relates to this item. Motion by Krueger/McAuliffe to Approve a Resolution to Adopt the Sauk County Farm Forest Stewardship Plan as an Appendix to the 2022-2042 Sauk County Farm Property Master Plan. Motion carried unanimously.
j. Discussion and possible action on a Resolution to Award a Contract for Design Services for the Educational Hub at the Sauk County Farm. - C. Fowler introduced the item. M. Krueger questioned the time sensitivity of this item. C. Fowler outlined the timeline and the issues with postponing the item. Motion by McAuliffe/Polivka to Approve a Resolution to Award a Contract to Snyder & Associates in the amount of $46,000 for Design Services for the Educational Hub at the Sauk County Farm. Motion carried unanimously.
k. Discussion and possible action on a Work Plan to Develop a Master Plan for Hemlock County Park. - C. Fowler explained the work plan. Motion by Krueger/Polivka to Approve the Work Plan to Develop a Master Plan for Hemlock County Park. Motion carried unanimously.
l. Discussion and presentation on 2022 SSWIG Review. - L. Wilson noted that Justine Bula was unable to attend the meeting this morning and requested to postpone the presentation until the next meeting. Motion by McAuliffe/Eberl to postpone the 2022 SSWIG Review to the March 28th LRE Committee meeting. Motion carried unanimously.
m. Discussion and possible action on 2023 LRE Carryforwards. - L. Wilson noted the carryforwards being requested. Motion by McAuliffe/Spencer to Approve 2023 LRE Carryforwards in the amount of $4,476,710. Motion carried unanimously.
n. Discussion and possible action on Resolution to Award a Contract For Pasture Expansion At The Sauk County Farm. - M. Schlupp presented the background on the item. Motion by McAuliffe/Lohr to Approve Awarding a Contract to Culter Fence LLC for $12,810.60 for Pasture Expansion at the Sauk County Farm. Motion carried unanimously.
o. Discussion and possible action on a Resolution to Support the Village of Sauk City Transportation Alternatives Program (TAP) Grant. - M. Krueger presented the background on the request. Motion by Krueger/McAuliffe to Approve a Resolution to Support the Village of Sauk City Transportation Alternatives Program (TAP) Grant. Motion carried unanimously.
Reports

b. Farm Service Agency (FSA) – No one present.
c. Foresters – No one present.
d. Economic Development Committee – M. Krueger noted that the Committee looked at further technology for marketing purposes as well as heard from the Village of Plain on economic activity.
e. Mirror Lake Management District – M. Krueger stated that they have a meeting on March 16th to open bids for their projects.
f. Lake Virginia Management District – L. Eberl noted that they have a meeting coming up a week from Saturday.
g. Lake Redstone Protection District – P. Kinsman noted that they have not met.
h. Southern Area Association – WI Land and Water – P. Kinsman stated that he did attend the Land & Water Conference. L. Wilson stated that it was great to have things in-person versus virtual, as there is so much more energy.
i. Extension Education, Arts & Culture Committee – V. McAuliffe stated that the new Ag Agent is out and about meeting landowners and starting to discuss opportunities with Sauk County groups.
