A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee, and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Land Resources and Environment Committee. It is possible that a quorum of County Board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex re Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Land Resources and Environment (LRE) Committee members present: Marty Krueger, Dennis Polivka (excused at 9:53), Robert Spencer, Brandon. Lohr, Lynn Eberl (excused at 9:03), Randy. Puttkamer, Val McAuliffe, Peter Kinsman

At 9:00 a.m. Krueger called the Land Resources and Environment Committee meeting to order. R. Meyer certified the meeting to be compliant with Open Meetings Law.
Adopt agenda - Motion by Eberl / Spencer to adopt the February 13, 2023 amended agenda. Motion carried unanimously.
Adopt minutes of previous meeting – January 24, 2023 - Motion by Puttkamer / McAuliffe to adopt the January 24, 2023 LRE Committee meeting minutes. Motion carried, unanimously

Surveyor –
Motion by Kinsman / Puttkamer to put this item on the Table at 8:34 am. Motion carried unanimously.

a. Surveyor Department Report – P. Dietrich gave Surveyor report
b. Review and approval of vouchers - P. Dietrich provided the vouchers in the amount of $129.75 Motion by Lohr / McAuliffe to approve the vouchers in the amount of $129.75 for Surveyor Department. Motion carried unanimously.
Land Records –
a. Land Records Department Report – K. Felton gave the Land Records Department report.
b. Review and approval of vouchers – K. Felton provided the vouchers in the amount of $20,145.52 for the Land Records department. Motion by Kinsman / Polivka to approve vouchers in the amount of $20,145.52 for Land Records. Motion carried unanimously.
Register of Deeds
a. Register of Deeds Department Report – B. Bailey provided the Register of Deeds department report.
b. Review and approval of vouchers – B. Bailey provided the vouchers in the amount of $7,042.00 for Register of Deeds Department for 2023 recording fees due to State. Motion by Spencer / McAuliffe to approve the vouchers in the amount of $7,042.00 for Register of Deeds. Motion carried, unanimously.
Land Resources and Environment
a. LRE Department Report – January – L. Wilson provided the Land Resources and Environment department report.
b. Review and approval of vouchers – L. Wilson provided the vouchers in the amount of $17,990.90 for 2022 and $140.31 for 2023 totaling $18,131.21 for Conservation and Planning and Zoning; and $19,974.60 for 2022 and $24,397.78 for 2023 totaling $44,372.38 for Parks. Motion by McAuliffe / Spencer to approve the vouchers in the amount of $18,131.21 for Conservation and Planning and Zoning; and $44,372.38 for Parks. Motion carried, unanimously.
c. Discussion and possible action on LRE Department 2022 Year End Report. – L. Wilson presented the 2022-year end report for the Land Resources Department. Motion by Eberl / Kinsman to receive the 2022-year end report for the Land Resources Department. Motion carried unanimously.
d. Discussion and possible action on a Resolution to Commend Gina Templin Steward for over 25 Faithful Years of Service to the People of Sauk County. Motion by Polivka / Puttkamer to commend Gina Templin-Steward for over 25 faithful years of Service to the People of Sauk County. Motion carried unanimously.
e. Discussion and possible action on a Resolution to Authorize a Quit Claim Deed for Land Area near the Delton Dam – M. Stieve gave an overview of the Resolution to authorize a Quit Claim Deed for Land Area near the Delton Dam. Motion by McAuliffe / Polivka to approve the Resolution for authorization to the Quit Claim Deed for Land Area near the Delton Dam. Motion carried unanimously.
f. Discussion and possible action on a Resolution to Adopt Amendments to the LRE Fee Schedule – M. Stieve presented a Resolution to Adopt Amendments to the LRE Fee Schedule. Motion by Spencer / McAuliffe to approve a Resolution to amend the LRE Fee Schedule. Motion carried unanimously.
g. Presentation on 2022 Stream Monitoring Results –
Motion by Spencer / Kinsman to lay this item on table for the time being at 8:58. Motion carried unanimously.
Motion by Kinsman / Spencer to bring item g back on the table at 9:14am. Motion carried unanimously.
Serge Koenig presented the 2022 Stream Monitoring results with a slide show and talked about what has taken place over the past 25+ years.
h. Discussion and possible action on the Format/Content for LRE Department Reports – L. Wilson presented a Format / Content for LRE Department Reports. Discussion took place from the committee. This is a starting point for deeper discussion in the future.
i. Discussion and possible action on bid for streambank stabilization at the Sauk County Farm – M. Schlupp presented the only bid that was received for the streambank stabilization at the Sauk County Farm. Motion by Polivka / Puttkamer to reject the bid that was received for the streambank stabilization project at the Sauk County Farm. Motion carried unanimously.
j. Discussion of hours of operation for the Parks and Recreation service area – M. Stieve presented to keep existing hours of operation except for the office to be closed on Fridays from Labor Day to Memorial Day throughout the winter months. Motion by Kinsman / Spencer to change hours of operation to be closed on Friday from Labor Day to Memorial Day. Motion carried unanimously.
k. Discussion and possible action to enter into a rental contract for a tractor – M. Stieve presented the rental contract for a tractor. Motion by McAuliffe / Polivka to approve to enter into a rental agreement for a tractor. Motion carried unanimously.
l. Discussion and possible action on the Community Engagement Plan as part of the Great Sauk State Trail master plan. – B. Simmert presented the Community Engagement Plan as part of the Great Sauk State Trail master plan. Motion by McAuliffe / Lohr to approve the Community Engagement Plan as part of the Great Sauk State Trail master plan. Motion carried unanimously.
Reports
a. Natural Resources Conservation Service (NRCS) - None
b. Farm Service Agency (FSA) - None
c. Foresters - None
d. Economic Development Committee – Krueger state that the Economic Development Committee met on the 30th of January, the new executive director for SCDC was there and gave an overview of how they are going to approach retooling the organization to make it relevant so only 10% of their funding comes from county and other local governments. Krueger noted that a Presentation was given by Tim Becker and Kurt Muchow from Vierbeicher about what is going on in Reedsburg.
e. Mirror Lake Management District – Krueger state that the group met on February 8th, a contract addition was approved in the amount of a little over $50,000 to move forward with the preparation of bid documents for a couple projects.
f. Lake Virginia Management District – Eberl was excused, therefore no report
g. Lake Redstone Protection District - Kinsman reported that there was not a meeting, so nothing to report
h. Southern Area Association – WI Land and Water – Kinsman stated that the conference was being held the first part of March.
i. Extension Education, Arts & Culture Committee – Sam introduced himself as the new extension Ag Educator for the crop and soils team.
Next meeting dates – Tuesday, February 28, 2023; and Thursday, March 9, 2023
