a. Discussion and possible action on petition #18-2016, granting of a Conditional Use Permit (CUP) pursuant to s.7.041(3) to authorize the location of a clean landfill site. This property is located in an Agriculture zoning district, in Section 23, T12N, R4E, Town of Reedsburg, owned by Grede, LLC.
7. Discussion and project update by Southwest Badger – Emma Antolos, Aquatic Invasive Species Coordinator and Brandon Bluer, Stewardship Forester.
8. Next meeting dates- Thursday August 11th and Tuesday, August 23rd , 2016.

Conservation, Planning, and Zoning (CPZ) Committee members present: J. Ashford, N. Johnson, D. Polivka, J. Dietz, E. Peterson, C. Lehman, S. Laubscher.
Absent: None.
Others present: D. Lorenz, M. Krueger, G. Templin, A. Pape, E. Antolos, B. Bluer. See registration slips for others present during the public hearing.
At 9:00 a.m. Chair Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by E. Peterson/C. Lehman to adopt the agenda as presented. Motion carried, all in favor.
Motion by E. Peterson/J. Ashford to approve the July 14th CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Polivka spoke of a copy of a resolution received from Chair Krueger passed by Iowa County expressing opposition to the proposed Big Hollow Wetland bank. Templin spoke of communications received from AT&T withdrawing their appeal for a tower that was postponed from the hearing last month.
Public Hearing: To begin at approximately 9:15 a.m. (Committee to consider and take possible action at the conclusion of the respective hearing.)
a. Discussion and possible action on petition #18-2016, granting of a Conditional Use Permit (CUP) pursuant to s.7.041(3) to authorize the location of a clean landfill site. This property is located in an Agriculture zoning district, in Section 23, T12N, R4E, Town of Reedsburg, owned by Grede, LLC.
Dave Lorenz appeared and provided a history and background of the property and request, reviewed a map and photos of the property and any conditions associated if the committee chooses to approve the conditional use permit. He noted that the Town of Reedsburg reviewed the request and asked that certain conditions be placed on the CUP should it be approved.
Timothy Greenwood, Grede LLC., applicant, provided a copy of the conditions that the Town of Reedsburg requested. He also spoke of the current monitoring of wells that are done, which is made available to the DNR and the owners, as well as additional testing of 6 other wells and the schedule that they will be done, which is private monitoring and not sent to the DNR. All of these are spelled out in the letter he presented to the Board.
David Pace, appearing as interest may appear, stated he has no objections to the landfill, however, when it was renewed 5 or 6 years ago, they agreed to monitor their well, and it was only done a couple times, and would like to make sure that their properties are being monitored and would like that in writing.
Seeing as there was no one else that wished to speak, Chair Polivka closed the public hearing at 9:35 a.m.
Dietz stated that the discussions at the Town planning commission were very good and spoke of the laps in permitting due to job changes and neighbors had a good discussion at the town meeting and Grede was very responsive to the discussions and everyone’s questions were answered.
Polivka stated it appears the requests from the Town will be met.
Motion by N. Johnson/C. Lehman to approve the Conditional Use Permit (CUP) with the conditions recommended to authorize a clean landfill, with the recommendations from the Town of Reedsburg, located in the Town of Reedsburg. Motion carried, all in favor.
Discussion and project update by Southwest Badger – Emma Antolos, Aquatic Invasive Species Coordinator and Brandon Bluer, Stewardship Forester.
Emma Antolos appeared and provided an update on projects that they are working on for the County. Brandon Bluer also appeared and spoke of grants received and work being done in which those grants work towards. Polivka asked about the work done against wild parsnip. Bluer spoke of the work they are doing to fight that invasive. Lehman spoke of the impact along state highways.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, August 11, 2016 at 9:00 a.m. and Tuesday, August 23, 2016 at 9:00 a.m. Motion by E Peterson/J. Ashford to adjourn at 9:38 a.m. Motion carried, all in favor.
