Marty Krueger
1. Meeting called to order by Bychinski at 8:00 a.m. Compliance with Open Meeting Law was met.
2. Adopt Agenda: Motion by Hartje, second by Sinklair to approve agenda. Carried.
3. Approve minutes: Motion by Sinklair, 2nd by Hartje to approve meeting minutes from October 1st, 2011 meeting. Carried.
4. Public Comment - None.
5. Communications - None
6. Business Items:
a. Update on Towers
i. Review resolution amending lease for Alliant Energy at Happy Hill tower Site. Motion by
Hartje, second by Sinklair to approve resolution. Carried.
ii. Review Draft lease with Iowa County. Phil is working on obtaining the actual frequencies to
assure that there are no issues with interference. Working with Pointon Communications who is the vendor for Iowa County. Assuming we get the frequencies we should have the
lease & resolution for approval at the January meeting.
iii. Phil provided an update on where we are at in the Narrowbanding process.
iv. Discussion of policy for Backup Communications Center and the equipment to connect to
Reedsburg. Phil noted he is waiting to hear back from Reedsburg on exactly what they
purchased. Phil was told it was $10,000 which is more than what we have paid for this
equipment in the past and wanted to verify with the committee that we should still make this
purchase. Phil needs to match the equipment exactly to assure it will work.
v. Phil discussed has received calls from people involved with the WisCom system
encouraging him to apply for the grant. Phil sees no reason to apply and Committee agreed.
b. Update on Fiber
i. EDA Grant: All the paperwork is in and we are just waiting on the site certification to be finished. The Request for Bid (RFB) is also completed and accepted by the EDA so once the site certification process (which is lengthy) is completed we will be able to go to bid.
ii. Fiber to the Highway Department. Everything is completed and they have been up and running on the fiber for close to a month now.
iii. Tim noted that WiscNet sent an email stating that they were counting on the DOT making the fiber connection from the State fiber to the County fiber, however, the DOT funds have been cut and at this point they do not have the money to make the connection, thus this is on hold for now.
c. Discussion of Video Taping of county meetings. Marty Krueger was present and noted that he
with all the recent discussion regarding this he would like to turn this over to the CIC and along
with the Tim Stieve and Steve Pate research this. Discussion followed and committee agreed that
they would begin to work on this.
d. Report from Fire, EMS and Police Representatives. - No reports
7. Next regular meeting is tentatively scheduled for November 3rd, 2011 at 8:00 a.m.
