APPROVED MINUTES

Members Present:     Tommy Lee Bychinski, Scott VonAsten, Nathan Johnson, Michelle Dent, William Hambrecht

Others Present:          Phil Raab, Jeff Spencer, Kevin Stieve, Julie Hyser

1.   Meeting called to order by Bychinski at 3:30 p.m. Compliance with Open Meeting Law was met.

2.   Adopt Agenda:  Motion by Von Asten, 2nd by Dent to approve agenda. Carried.

3.   Approve minutes from September 04, 2014 meetings:  Motion by Dent, 2nd by VonAsten to approve minutes.  Carried.

4.   Public Comment – None.

5.   Communications – Steve Pate gave an overview to the committee of the operating process for the I-pads which were given out at the meeting.

6.   Business Items:

      a.   Update on recording of County Meetings: Steve provided the updates as Tim was unable to attend.  Steve reported that the E&L committee suggested getting prices for Audio Video to be put installed in meeting room 213. Tim has been getting prices from Peak Systems; the approximate price for a wired system is between $12,000 - $15,000 and $20,000 for a wireless system. Steve also reported that any further updates on recording of County meetings will not be on the E&L meeting agenda.

      b.   Update on Towers

            i.   Narrowbanding update.  Phil noted that Narrowbanding upgrades are going well. Both simulcast Channels are on and working for Sheriff and Fire/EMS. All optimization is complete with the following exceptions: Need to Optimize Voted and Console Audio; there is a Reedsburg Tower Antenna Isolation issue; Sauk city interface corrected RX interference.   The Loganville and Plain Tower Base are to be installed in October. Phil is working with the Highway Shop to assist in the setting of the Towers. Antenna and Equipment is ready to install once the tower is in place. We are waiting on Fiber crew schedule for County Fiber to Fire Station Installation. Philip Raab reported there are radios going in to the EOC, LEC and the Command Post to allow some form of communications into the State of Wisconsin WISCOM Radio System.               

       c.  Update on Fiber

            i.    Tim has not heard back from WIN on the Fiber lease. No further updates.         

      d.   Report from Fire, EMS & Police Representatives.

            i.    Kevin Stieve reported concerns of communicating on different channels during call for service and would like to discuss solutions for a common channel to be used for Sheriff, Fire and EMS. Jeff Spencer agreed to discussion point.

7.   Next regular meeting was scheduled for November 06, 2014 at 3:30 p.m.
