SAUK COUNTY BOARD OF SUPERVISORS
COMMUNICATIONS INFRASTRUCTURE COMMITTEE MEETING
September 06, 2012

Others Present: Tim Stieve, Phil Raab, Steve Pate, Kathy Schauf, Kevin Fults, Richard Meister, Marty Krueger,

1. Meeting called to order by Bychinski at 3:00 p.m. Compliance with Open Meeting Law was met.
2. Adopt Agenda: Motion by Hartje, second by Halfen to approve agenda. Carried.
3. Approve minutes from August 09, 2012: Motion by Halfen, 2nd by Hartje to approve minutes. Carried.
4. Public Comment - None.
5. Communications – None.
6. Business Items:
a. Update on recording of County Meetings: Steve Pate updated the committee on recording of County meetings.
Steve is working with Tim to obtain pricing on video equipment, also looking at Audio system as well. Steve
also looking at integration solutions with video/meeting management with the use of Mobile devices for board
members as well as possible voting system integration.
b. Update on Towers. Phil updated the committee on narrowbanding. Narrowbanding is a nationwide mandate.
The narrowbanding process for Sauk County is complete except for page transmit. Phil noted issue with pager
tones that had to be corrected. The paging system will be up by the end of next week, a series of pager tests will
be done and they will continue to be evaluated.
c. EDA Grant Update. Tim gave an update on the Fiber installation. The installation of the ducts, vaults, and fiber
is now complete. There are 4 sites left that still need to have the fiber pulled into the duct and that should be
completed by the end of September.
d. i. Appearance by Steve Schneider of Hilbert Communication detailing a plan for build-out of Infrastructure for
broadband and cellular technology in Sauk County. Steve presented a plan to the committee for expansion of
broadband throughout Sauk County. The expansion of broadband would benefit rural areas currently receiving
little or no service. Steve discussed the details of a request for Sauk County to guarantee the Midwestern Disaster
Area Revenue Bond Financing.
ii. Consideration of a request by Hilbert communications for Midwestern Disaster Area Revenue Bond
Financing and providing for a County guarantee. Motion by Detter, 2nd by Von Asten to forward to Finance
committee for consideration of approval for County to guarantee the Midwestern Disaster Area Revenue
Bond Financing. Carried.
e. Report from Fire, EMS & Police Representatives. No reports.
7. Next regular meeting is tentatively scheduled for October 04, 2012 at 3:15 p.m.
