Members Present: Tommy Lee Bychinski, Rob Sinklair, Virgil Hartje

  1. Meeting called to order by Bychinski at 8:00 a.m. Compliance with Open Meeting Law was met.
  2. Adopt Agenda: Motion by Hartje, second by Sinklair to approve agenda. Carried.
  3. Approve minutes: Motion by Sinklair, 2nd by Hartje to approve meeting minutes from September 2nd, 2010 meeting. Carried.
  4. Public Comment - None.
  5. Communications - None.
  6. Business Items:
    • Update on Towers
      1. Tim provided an update on the Courthouse Tower. Construction has started on the guy anchors and tower base, tower to be installed end of October first part of November.
      2. Discussed amendment to KDL Dark Fiber Lease adding 10.79 miles to the lease agreement. Motion by Sinklair, 2nd by Hartje to approve amendment. Carried.
      3. Update on Narrow banding. Phil did not have any specific update at this time. Fire & EMS Representatives provided updates on where county Fire & EMS agencies are as far as radio & pager compliance. It was requested that County get a bid for pagers that are needed, approximately 120, and see if we can get a better price for all agencies in need.
    • Update on Fiber
      1. EDA Grant: Lightwave anticipates completing all design, CAD and permitting work by the end of the year. Tentatively Request for Bid will go out in February, bids back in March county Board Approval either March or April start construction in May.
      2. Update White Mound fiber: Everything completed except the splicing. Tentatively splicing will be next week. Once that is completed we will install the edge devices and switch Parks to the fiber.

      Report from Fire, EMS and Police Representatives. Nothing further from either Fire or EMS other than that discussed under narrow banding.

  7. Next Meeting is set for November 18th, 2010 at 8:00 a.m.
  8. Adjourn: Motion by Hartje, second by Sinklair to adjourn. Carried.
