  1. Meeting called to order by Bychinski at 7:30 a.m. Compliance with Open Meeting Law was met.
  2. Adopt Agenda: Motion by Hartje, second by Sinklair to approve agenda. Carried.
  3. Approve minutes: Motion by Sinklair, 2nd by Hartje to approve meeting minutes from October 7th & 19th, 2010 meetings. Carried.
  4. Public Comment - None.
  5. Communications - None.
  6. Business Items:
    1. a. Update on Towers
      1. Courthouse Tower. Old tower coming down 11-9-2010, then work on final anchor point, tower base and then new tower will go up. Most all the work will probably be completed by11-15-2010.
      2. Phil advised that everything is up and running on the North Freedom paging.
      3. Update on Narrow banding. Tim noted that Accounting is OK with us doing the pager purchase for the various departments/agencies. Buying in the large quantity would allow all the departments to see around a $25 per pager savings. Some additional narrow banding issues that have been identified are the siren receivers and weather pagers as far as narrow banding. Phil also noted need for mobile data replacement. 
    2. Update on Fiber
      1. EDA Grant: Lightwave anticipates completion with the design and finalizing the CAD and  Permit paperwork. This should be completed around the end of this month/first part of December. The tentative schedule remains the same with the Request for Bid out in January/February, bids back in February/March, County Board Approval March/April, construction start April/May.
      2. Update White Mound fiber: Everything completed and running. Tim noted looking at VOIP based fax system to test out.
      3. Discussed updated Amendment to the KDL Fiber Lease Agreement. Tim noted that a Section was added to allow for a monetary penalty for future violations/breaches of the agreement. Motion by Hartje, second by Sinklair to approve. Carried.
    3. Report from Fire, EMS and Police Representatives. Fire noted that they have completed a county wide communications plan and work is continuing on MABAS. Nothing further from either EMS or Law Enforcement.
  7. Next Meeting is set for December 2nd, 2010 at 8:00 a.m.
  8. Adjourn: Motion by Hartje, second by Sinklair to adjourn. Carried.
