1. Meeting called to order by Bychinski at 8:00 a.m. Compliance with Open Meeting Law was met.
2. Adopt Agenda: Motion by Hartje, second by Sinklair to approve agenda. Carried.
3. Approve minutes: Motion by Sinklair, 2nd by Hartje to approve meeting minutes from April 7th, 2011, meeting. Carried.
4. Public Comment - None.
5. Communications – None other than the one sent with the agenda
6. Business Items:
a. Update on Towers
i. Courthouse Tower. Work completed.
ii. Narrowbanding: Phil noted he is starting to get out the word that we will be looking at a window of June through August of 2012 to complete our narrowbanding in the county.
iii. Update on MABAS/IFERN Grant. Phil noted we did not get the IFERN Grant due to the fact
that we did not have some other equipment for the MARC repeater. We could spend some
additional funds in hopes of getting the grant but at this point Phil noted it was not worth
pursuing.
iv. Discussion of policy for Backup Communications Center. Sheriff Meister noted they have a policy that was put in place in 2004; Sheriff Meister did not have the Policy with him but would send it out after the meeting. Lengthy discussion followed. Chair Bychinski asked that Kevin Fults, Phil Raab, Tim Becker, Josh Kowalke, Kevin Stieve and Tim Stieve get together to work out what the policy will be.
b. Update on Fiber
i. EDA Grant: Maps are now completed and Phil & Tim are finalizing the necessary permits. Work has started on the request for bid paperwork.
ii. Fiber to the Highway Department. Engineering work is underway.
iii. Wisconsin DOT discussion on fiber. Don Schell along with several others from Wisconsin
DOT and WiscNET were on hand to discuss the County’s fiber and what it would entail to obtain fiber on the entire ring but not have to pay a monthly fee. Discussion followed. Chair Bychinski asked that Tim Stieve, Phil Raab and Kathy Schauf sit down with the DOT and WiscNET to discuss further and determine what, if any agreement can be developed.
c. Report from Fire, EMS and Police Representatives.
Fire - MABAS went live on 5-01-2011 at 00:00 hours.
No report from EMS.
No report from Law Enforcement.
7. Next Meeting is tentatively scheduled for June 2, 2011, at 8:00 a.m.
