Members Present: Tommy Lee Bychinski, Rob Sinklair, Virgil Hartje

  1. Meeting called to order by Bychinski at 8:00 a.m. Compliance with Open Meeting Law was met.
  2. Adopt Agenda:
    • Motion by Hartje, second by Sinklair to approve agenda. Carried.
  3. Approve minutes:
    • Motion by Sinklair, 2nd by Hartje to approve meeting minutes from May 20th, 2010, June 15th, 2010, July 15th, 2010, August 5th, 2010 and August 17th, 2010 meetings. Carried.
  4. Public Comment
    • None.
  5. Communications
    • Tim noted e-mail received from City of Baraboo regarding connection to fiber and possible connection to county phone system. Item will be place on next agenda. Also e-mail from
    • KDL regarding adding to existing fiber lease and hearing upcoming on WISCOM system.
  6. Business Items:
    • Update on Towers
      1. Tim provided an update on the Courthouse Tower. Presently scheduled to start week of September 13th, 2010, tower to be delivered week of October 18th, 2010.
      2. Discussed resolution and lease of land at Landfill to Cloud 1 LLC for tower. Motion by Sinklair, 2nd by Hartje to approve resolution. Carried.
      3. Update on Narrow banding. Phil advised committee of plans to complete Highway in 2011 and then set date for remainder of county. Fire and EMS representatives provided updates on narrow banding for their respective services. Discussed possible group purchasing ideas for radios and Pagers. Phil and Tim will determine a date when to start and will develop spreadsheet showing readiness of those needing to narrow band.
    • Update on Fiber
      1. EDA Grant: Waiting on Lightwave to complete route mapping, permits, etc.
      2. Update White Mound fiber: Fiber is in, splicing to be completed within the next 2 -3 weeks, tentatively looking at first part of October to go live on the fiber.
    • Report from Fire, EMS and Police Representatives. Nothing further from either Fire or EMS other than that discussed under narrow banding.
  7. Next Meeting is set for October 7th, 2010, at 8:00 a.m.
  8. Adjourn: Motion by Hartje, second by Sinklair to adjourn. Carried.
