Members Present: Judge Screnock, Michael Albrecht, Patricia Rego, Dan Brattset, Chief Cummings, Lewis Lange, Thomas Dorner, Cathy Warwick, Delmar Scanlon, Elizabeth La Broscian, Brian Basham, Allison Markowski, Paul Kujak and Brent Miller.
Members Absent: Judge Joanne Jones, Tim McCumber, and Jay Englund
Others Present: Amanda Hanson, Rick Spoentgen
1. Call Meeting to Order:
The meeting was called to order and certification of Open Meeting compliance was given at
3:33 p.m.
2. Adopt Agenda:
Motion by P. Rego, second by D. Brattset to adopt agenda. Motion carried.
3. Minutes:
Motion to approve minutes by T. Dorner, second by P. Rego. Motion carried.
4. Public Comment:
None
5. Communications:
Jay Englund- cannot attend CJCC on Thursdays. Kara Rolf left- took different job.
6. Citizen Member Vacancy:
Bill Harris- will not be serving on committee as citizen member.
P. Rego suggests someone reach out to Annette Kuhlman and see if she has any recommendations for the vacancy.
7. Monthly Justice, Diversion and Support Report:
An ATC graduate spoke at the County Board Meeting- positive impact on community to hear his story.
Recovery Walk- May 15th. Did not have a huge turnout, 3 community members attended. Fair on the Square was going on at the same time. Will do this annually.
Adopt-A-Highway- North Shore/Hwy 136 strip.
OWI 4 is the only one accepted in program.
SUDS- struggling to get referrals from Law Enforcement.
Education Navigator- Will hopefully have 2 graduates this summer.
Deferred Prosecution Agreement (DPA) Program- going to start with a small case load to test how it will work. Will alleviate some work for the District Attorney’s office.
M. Albrecht- District Attorney’s office does not have the staff to supervise people with DPA’s. This new program will be experimental for people who fall between current programs (SUDS & Treatment Court).
SUDS- is diversion from charges.
Treatment Court- is diversion from prison.
DPA- diversion from conviction.
Was- Fine, Jail, Probation, and Prison. Now- SUDS, Treatment Court, and DPA
8. Discussion and possible action on committee size and makeup:
Rick-Quorum for Open Meetings is half the committee members plus one.
Amend bylaws to change current 3 subcommittees to work groups proposed.
Need to speak to Corporation Counsel regarding these proposed changes.
9. Committee Reports
a. Adult Justice Systems:
Next Meeting TBD.
b. Juvenile Justice Systems:
Next Meeting TBD.
c. Victims Focus Committee:
Fourth floor forensic child interviewing place for DHS and Local Law Enforcement to use, to avoid traveling to Madison. Possibly will be open to other counties for use in the future.
Next Meeting Date and Agenda Items:
7/15/21 at 3:30 p.m. in County Board Room.
