Members Present: Ryan Ramnarace (Chair), Dan Brattset, Beverly Albrecht, Amanda Mohr, Cathy Warwick

Call to order:

The meeting was called to order, and certification of Open Meeting Law compliance was given at 3:07 p.m. by Ramnarace.

Adopt agenda:

Motion to adopt the agenda made by Brattset, second by Warwick. Motion carried.

Approval of minutes:

Motion to approve the minutes made by Brattset, second by Albrecht. Motion carried.

Public Comment: none

Communication: none

Discussion on committee goals:

  1. Develop practice guidelines for peer support in various criminal justice and pre-booking diversion settings, including prison release, jail release, adult treatment court, probation and parole, and youth justice (including liaison officer referrals).

    Guidelines to include:

    1. Recommended qualifications and criteria for being a peer support provider who works with criminal justice involved individuals. Certified Peer Specialist credential or similar. Peer Specialist needs to have lived experience with criminal justice. Volunteer, county/agency employee, or contracted through county/agency. On the job training: Dual Track Training through the Behavioral Health Training Partnership of UW Green Bay; Mental Health First Aid training; QPR training; introduction to the criminal justice system.

    2. Client referral form and protocol for referrals.

    3. Client intake survey/assessment.

    4. A protocol for resolving interagency conflicts.

Looking to define criteria for Peer Support in multiple settings – Jail, Probation and Parole, Treatment Court, and Youth Justice. Captain Lange to report back to the group with his criteria for peer support in the jail setting. Probation Agent Amanda Mohr will develop criteria for Probation and Parole following Lange’s report.  Qualifications may differ for each category. 
 

  1. Develop a training manual for peer support providers who are working with criminal-justice involved individuals.

    To include a checklist of needs and related resources for criminal justice involved individuals, to be used by peer support providers for assessment and referral.  For example: Medicaid, minutes on cell phone, medications, housing, primary care provider, etc.

    Resources for developing the manual: There is a forensic peer support manual from Peer Star in Pennsylvania we could use as a basis for developing ours. 

     

    Motion to approve and prioritize developing goal #1 above by Brattsett.  Second by Warwick.  Motion carried.

March 26, 2019 at 3:00. Room 213 if available
